Statement of Work (SOW) Project (Product):

Purchase of Laboratory Steam Sterilizers

GENERAL INFORMATION

1.0 Scope of Work: Vendor is to deliver three new cabinet style (i.e., free standing) laboratory steam sterilizers, remove and dispose of three existing end-of-life cabinet style steam sterilizers, and install new sterilizers in existing locations. The Contractor shall furnish all necessary labor, supervision, materials, supplies, tools, equipment and transportation to perform installation of this supply in accordance with the specifications outlined in this contract.

2.0 Background: National Center for Agricultural Utilization Research (NCAUR)

Laboratory in Peoria, Illinois, is requesting replacement of three end-of-life cabinet style steam sterilizers: Two AMSCO 3021 (Gravity) and One AMSCO SG-120 (Gravity). Steam sterilizers (also referred to as autoclaves) are an essential part of the decontamination and sterilization process in a research laboratory.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Technical Specifications:

1) Delivery of three cabinet style laboratory steam sterilizers with the following requirements:

a. Interior chamber dimensions of 20" x 20" x 38" (width, height, depth)

b. Single front-loading chamber door.

c. 316L stainless steel chamber construction.

d. Steam source from Building Steam.

e. Gravity and/or Pre-vacuum capable.

f. Minimum of two shelves. One stationary bottom shelf and one stationary upper shelf (removable).

g. 120 V electrical supply.

h. Touch-sensitive screen for programing and monitoring cycles.

i. Minimum of 20 programmable cycles.

j. Printer for monitoring cycle data records

k. Vertical sliding chamber doors

l. Steam sterilizers cabinets must fit in room corner with space not to exceed 38” width, 60” depth, and 76” height (canopy ventilation present). Service clearance provided on the front and one side (i.e., rear and one side of steam sterilizer and will be adjacent to wall).

2) Deinstall three existing cabinet style steam sterilizers. Contractor will make all necessary utility disconnections, remove and transport equipment to a predetermined location within same customer facility for pickup or disposal.

Contractor will determine the most efficient method of disposal including but not inclusive of pick up by contractor carrier or removal by local scrapping entity.

a. Location A currently has one AMSCO 3021 (Gravity) and one AMSCO SG-120 (Gravity)

b. Location B currently has one AMSCO 3021 (Gravity)

3) After removal of existing steam sterilizers, replace steam and water shutoff valves at installation site if worn.

4) Install of new steam sterilizers in existing locations. Installation must include all necessary labor and materials to perform the following:

a. Move the equipment to specified facility room location. Customer will provide unimpeded access to installation site.

b. Uncrate equipment at the site.

c. Set equipment in place and level.

d. Assemble the equipment, making all air, steam, water & drain utility connections from building termination to the equipment. Installation shall meet piping standards in accordance with local regulations.

e. Piping, fittings, and insulation material selection and installation techniques shall match existing means and methods of previous installation unless existing conditions do not comply with current code requirements as specified in Part 4d.

f. 120V receptacle are available at installation locations.

g. Complete installation of cabinet.

5) Perform necessary validation to ensure proper function of steam sterilizer.

6) Provide overview of steam sterilization operations at conclusion of installation.

7) For installation purposes, Contractor’s proposal shall indicate whether DBA or

SCA rates are priced and what wage determination number was used.

8) The furnishing and installation of all improvements indicated shall be complete in every respect, properly operating and ready for use. All work shall be coordinated and scheduled to avoid disrupting and jeopardizing ongoing research.

a. Coordinate access to space with: Craig Tiezzi, Facility Engineer.

b. Contractor shall coordinate with Owner any moving of any furnishings needed to complete the project.

9) Contractor shall notify Government’s QA official, Al Probyn, of project schedule.

Provide notification of project schedule a minimum of five (5) working days prior to starting on site work.

10) Contractor shall coordinate with Government’s QA official, Al Probyn, to allow inspection of work performed. Inspections shall be carried out at key intervals to maximize transparency in work.

11) When work activities are to be performed in “occupied” spaces, the Contractor shall provide means and methods to minimize potential of construction debris and dust spreading within the space and on furnishings/equipment.

12) Contractor shall verify existing conditions prior to submitting proposal.

13) Contractor is responsible for all accidental damage incurred during the performance of work activities associated with this request. The Contractor, at their expense, will repair or replace said damages to the level it was found prior to commencement of work activities.

14) New and renovated installations shall be labeled in accordance with ANSI or local facility standards as applicable.

15) Provide final cleaning of project area. Final cleaning shall be of a “broom swept” quality.

4.0 Government Furnished: Government will supply a standard loading dock to accept delivery of the unit. Government-furnished support for installation is limited to security access to the equipment in the NCAUR facility, adequate working space, heat, light, ventilation, air conditioning, electric current and outlets for the use of company employees.

8.0 Security Requirements: A copy of an official government photo ID (State-issued driver’s license or ID card, passport, green card, etc.) may be required no later than one week before arrival of contract service technician(s) except in the case of emergency service, where only the name of the technician provided via email or telephone will be necessary. Security access to the NCAUR facility will be provided based on this identification requirement. Freight drivers and technicians must comply with current NCAUR COVID-19 pandemic guidelines.

9.0 Data Rights: Not applicable.

10.0 Section 508 – Electronic and Information Technology Standards: Not

Applicable, per ARS guidance.

11.0 SECTION 889 OF THE NATIONAL DEFENSE AUTHORIZATION ACT

CERTIFICATION:

Offeror will represent that:

(1) It will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.

(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that it does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services.
