I. BACKGROUND/OBJECTIVE:
Located in northeastern Ohio, Cuyahoga Valley National Park consists of 33,000 acres and is situated along 22 miles of the Cuyahoga River Valley between the cities of Akron and Cleveland.
Cuyahoga Valley National Park has a need for elevator and vertical platform lift inspection, testing, and maintenance. There are ten (10) units total. The breakdown is as follows: six (6) vertical platform lifts, one (1) LULA elevator, and three (3) elevators that require Inspection, Testing, and Maintenance (ITM). The four (4) elevators will be on a quarterly inspection schedule and the six (6) vertical platform lifts will be semi-annual. The vertical platform lifts are located on the exterior side of the buildings.
Inspection, Testing, and Maintenance (ITM) will be performed per National Elevator and Lift Safety Codes as outlined in The American Society of Mechanical Engineers (ASME). This is a one-year contract with four optional years following the initial period of performance.
Additional years will be exercised based on the park’s needs and are not guaranteed.

III. PROJECT LOCATION

IV. PROJECT DURATION
Work shall be completed on each unit within one year from contract award date. Work schedule shall be coordinated with the Contracting Officer’s Representative (COR). Notice for servicing by contractor will be given at least 24 hours prior to arrival, not including Saturdays, Sundays, and federal holidays. A National Park Service staff member must be present during inspection, testing, and maintenance unless otherwise stated by the COR. Contractor has up to 48 hours from the initial call out for service to perform work in emergency situations. Locations can be added or removed based on the needs of the park.
V. TASKS/SPECIFICATIONS
Each system is to be inspected, tested, and maintained according to applicable rules and regulations set forth in ASME A17.1 (2016) and National Elevator and Lift Safety Codes (2016).
Any failures are to be reported to Contract Officer Representative (COR).
Quarterly ITM on four (4) Elevators will include:
Circuit boards, motors, selectors, fuses, battery chargers, batteries, door locks, relays, contactors, limit switches, safety switches, rollers, hydraulic seals, pumps, valves, guide shoes, cab lights, phones, state of Ohio required labels, and annual no-load safety test.
Semi-Annual ITM on six (6) Vertical Platform Lifts will include:
Circuit boards, motors, selectors, fuses, battery chargers, batteries, door locks, relays, contactors, limit switches, safety switches, rollers, hydraulic seals, pumps, valves, guide shoes, cab lights, phones, state of Ohio required labels, and annual no-load safety test.
The contractor will notify the COR if any unit does not pass inspection or requires additional work. Repairs outside of these specifications will require a written estimate sent to the COR. No repairs outside the scope of these specifications or the original bid proposal will be performed without approval from The National Park Service. The written estimate will include all charges necessary to complete a repair. The estimate will include time and material (to include travel time) broken down by hour and dollar amount for each unit.
VI. SUBMITTALS
• Typed report of each unit to include but not limited to: make, model, serial number, date installed, date of inspection, discrepancies, name and address of unit, and due date of next inspection. These reports are due no later than 14 days after inspection. Each inspection will generate a new report.
• Schedule of work.
• Warranty and other pertinent information for each location.
VII. BARRIERS AND PROTECTIVE MEASURES
• Confined space areas are to be treated as such to your company’s satisfaction.
• All OSHA safety measures are to be enforced.
