Federal Aviation Administration Newark , NJ Air Traffic Contol Tower Suplementary HVAC System for ATCT Cab Scope- All debris generated shall be cleaned and disposed of at the end of each work shift. The contractor shall meet with the FAA Resident Engineer and review the FAA PRE-CONSTRUCTION AND MAINTENANCE PROJECT SAFETY AND HEALTH CHECKLIST, prior to starting construction. The contractor shall visit the site to determine site conditions and the method required to rig HVAC components to the upper roof of the ATCT cab of the Air Traffic Control Tower. The site visit will also be used for the contactor to verify other site conditions affecting the installation.

The scope of this project is to provide, install and commision a fully functional (2) 8 ton Mini-Split type HVAC Systems for the Air Traffic Control Tower Cab at Newark Liberty Air traffic Control Tower (ATCT).

Work Hours vary depending on the location of work and noise created by the construction activity. The contractor will be working adjacent to Air Traffic Controllers who are actively controlling aircraft. The contractor will have to use precautuions and coordinate all construction activities and noise, with the FAA Resident Engineer during the construction process. Work on two of the four cassettes can be accomplished on the day shift ,this work on the day shift will be limited to the installation of the cassettes and associated work directly above (work above active Air Traffic eqquipment can not be accomplished on the day shift). The other two cassettes will be installed between 1100 PM and 500 AM. Work in the ASDE penthouse (area with the concrete slab above the ATCT Cab) can be accomplished on the day shift. Rigging the condenser units shall be accomplished between 1100 PM and 0500 AM. See the section of this document for core drilling work hours and procedures.

All workers will need to complete a Covid Questionarie for each shift prior to being allowed access to the facility. The contractor wil provide a list of workers names in advance for coordination with FAA Security, all workers will need to provide photo identification (Valid Driver’s License) at the FAA Security booth at the beginning of each shift. All workers will be escorted by FAA personell at all times.

Submittals- The contractor shall provide a technical submittal for the Mini-Split System and other components for the FAA’s review and approval. The contractor shall also submit on electrical components and material in this Scope of Work document.

Split System HVAC Unit- 8 Ton Heat Pump Outdoor Unit- 208/230 VAC, 3- Phase, 60 Hz. Typical for the two 8 ton systems required.

Heating (DB) - °F [°C] -4 to 70 [-20 to 21] Cooling Power Input - kW 7.74 non-duct / 7.44 duct EER Cooling (Ducted/Non Ducted) 11.6 / 11.6 Heating Power Input - kW 7.59 non-duct / 7.73 duct IEER Cooling (Ducted/Non Ducted) 23.1 / 21/1 Fujitsu Submittal # A0UA96RLAVL meets this specification.

For each of the (2) Outdoor condenser units provide a 18” stand to support the unit. The four base plates for each stand shall be installed on 12” x 12” pieces of roofing walkway pads. Quick-Sling QSMS1801 by DiversiTech meets this requirement. The outdoor units will also be secured by installing ½ inch diameter, stainless steel, threaded rod through the existing siding and wall. On the inside of the wall the ½ inch diameter rod shall be installed (reinforced) by (2) lenghts of unistrut installed from the floor slab to the structure at the ceiling height for each condenser unit. Provide insulated refrigerant line sets 7/8 x 3/8 insulated standard soft copper to each evaporator (cassette).

Circular Cassette (48,000 BTU) Indoor Unit Quiet 3 speed fan, Built-in high-lift drain pump, Optional IR Receiver, Support for fresh-air intake kit Grille includes built-in modulating louvers, Grille must be provided separately Cooling: Indoor temperature of 80°F (26.7°C) DB/67°F (19.4°C) WB, and outdoor temperature of 95°F (35°C) DB/75°F (23.9°C) WB. Heating: Indoor temperature of 70°F (21.1°C) DB/60°F (15.6°C) WB, and outdoor temperature of 47°F (8.3°C) DB/43°F (6.1°C) WB. Pipe length: 25ft. (7.5m), Height difference: 0ft. (0m) (Outdoor unit – indoor unit). 10 year Extended Warranty on parts. Fujitsu Submittal # AUUB48TLAV1 meets this specification.

Each of the Circular Cassettes shall be supported from (2) ¼ inch diameter threaded rods and (2) steel aviation cables to the structure above. Provide unistrut and beam clamps attached to the existing structure provide an attachment point for the ¼ inch treaded rod and aviation cables.

Core Drilling- The contractor will install (2) 6 inch wet core drill penetrations through the existing ASDE Penthouse 6 inch thick concrete slab. The contractor shall drill a ¼” diameter pilot hole to locate these penetrations prior to core drilling the 6 inch holes. The contractor shall install plastic sheeting and secure a large plastic bucket below the slab to contain any water and to catch the core drill cyclinder during the drilling. The plastic sheeting and the method the bucket is secured to the slab above (ie- anchors and cable) shall be approved by the FAA Resident Engineer. These two penetrations shall be used to run power and the line sets to the cassetees in the ceiling grid of the ATCT cab. The actual drilling of the concrete slab will take place from 0100 AM and 0300 AM. Preparation for the core drilling will take place prior to 0100 AM.

Condensate piping- Condesate piping shall be run from the condensate pumps at the cassettes, through the new core drill penetrations, to an existing floor drain above. Insulate the condensate drain piping. Provide emergency overflow for condensate. Use compression (Pro-Press) fittings for piping (no soldering).

Ceiling Repair- Repair the ceiling grid and install ceiling tiles to provide a finished ceiling to match existing. Ceiling grid and ceiling tiles shall be painted flat black off site and then installed.

Rigging of 8 ton outdoor condenser units- The contractor shall confirm the path to the rig the (2) outdoor unit to the catwalk roof. The contractor shall take measurements of doorways; stairwells and ceiling pull down stairs, etc to confirm the rigging of these components. The contractor shall use motorized dollys, electric hoists or other means to rig all items into their final location. Partial disassembly of components may be reqiured. Coordinate with the FAA Resident Engineer.

Electrical- Provide all wiring for a complete, functional installation. All wiring shall be type THHN- solid conductor for #10 AWG and smaller. All wiring shall be installed in ¾” (minium) EMT conduit with compression type fittings. Provide new circuit breakers as required for all new equipment. Provide new Square D NQOD bolt on type circuit breakers (10,000 AIC rating). All work shall be accomplished by a licensed electrician. All work shall be accomplished in accordance with the 2020 NEC and FAA Standard 1217. All electrical work shall be performed de-engergized, coordination of power shut downs will be accomplished by the FAA.

Provide all necessary controls, provide a wired thermostat and (2) wireless controllers. Provide all necessary commissioning for a complete functional system. Provide technical training for FAA technicians. Provide a one year warrantee for all parts and labor from the date of completion.
