STATEMENT OF WORK (SOW)

FOR

TELEDYNE-RDI ADCP REPAIR/REFURBISHMENT

US Department of Commerce National Oceanic and Atmospheric Administration Office of Marine and Aviation Operations

1. Introduction and Overview (Describe the Departments purpose/mission and the current environment)

NOAA’s Office of Marine and Aviation Operations manages and operates a fleet of 16 Oceanographic Survey ships and 4 regional port offices to support ship operations and maintenance. Of these 16 ships, the deep-water vessels have hull-mounted Teledyne-RDI Acoustic Doppler Current Profilers (ADCP) as part of their oceanographic instrumentation; they are either model Ocean Surveyor 75 kHz (OS75) or Ocean Surveyor 150 kHz (OS150) systems. These systems acoustically measure the ocean currents beneath the ship to a depth of up to 1,000m.

NOAA has had complete systems fail during 2019 through early 2023 and has a need for them to be repaired/refurbished/upgraded and put back into the Parts Depot to ready to replace installed systems the next time they fail. There is one transducer identified repair components that must be replaced and other refurbishment tasks that must be completed to restore full functionality to that transducer. These are very sophisticated systems that have components, specifically the transducer that must be replaced while the ship is in dry-dock. A typical repair of the system cannot be done within the time frame of our usually 4-to-8-week dry-docking periods. Having a repaired, tested and installation-ready system on hand allows NOAA to minimize the time in dry-dock and thus the cost of the dry-docking.

Information on what the Items are to be performed / provided:

The following summarizes the required items necessary to fulfill this procurement request:

1) Per the OO/OS Level 1 Service Report of conditions found and recommended repair actions against RMA 098973; clean, replace defective parts and complete refurbishment of P/N 71A-1029-00 OS75 Transducer S/N 2167. (The serial number of the sonar head was deteriorated to the point of non-recognition. Teledyne has provided the software recovery of the serial number.) Perform an in-water final acceptance test to verify full performance per manufacturer specification; provide copy of completed test results to NOAA with the transducer.

2) Perform OS/OO Chassis OR DRUC Level 1 Service on P/N 71A-2010-02 Electronics Chassis S/N 1047 (CD0001273110) and interconnecting cable. Provide a Level 1 Service Report of conditions found, recommended replacement parts/materials, and a quote to complete repairs. Replace defective parts and complete refurbishment P/N 71A-2010-02 Electronics Chassis S/N 1047. Perform the in-water final acceptance test using chassis s/n 1047 in conjunction with transducer s/n 2167 to verify full performance per manufacturer specification; provide copy of completed test results to NOAA with the transducer and electronics chassis.

2. Scope of Work

The scope of this work is for the repair/refurbishment and final acceptance testing of the transducer listed in 1.1) above and for complete OO/OS Level 1 Service assessment of one complete system listed in 1.2) above with OO/OS Level 1 Service Report of conditions found, recommended replacement/repair parts identified, and a quote to complete those repairs delivered to NOAA. Replace defective parts and complete refurbishment of P/N 71A-1029-00 OS75 Transducer and P/N 71A-2010-02 Electronics Chassis identified above.

Final acceptance shall include thorough functional testing of the Electronics Chassis in all operational modes with associated transducer testing to include a tank/lake test to ensure the transducer works in water and water does not intrude into the transducer. Copy of final acceptance test results shall be delivered to NOAA with the returned systems and components.

The shipping packages used to send the equipment to Teledyne-RDI shall be used for return of the repaired/refurbished equipment.

3. Objectives

The overall objective of this Statement of Work is to procure the services to repair and make ready for deployment the Teledyne-RDI ADCP systems and components listed in Paragraph 1 above.

4. Tasks

Perform the following:

Complete a DRUC Level 1 service on P/N 71A-2010-02 Electronics Chassis S/N 1047 and interconnecting cable. Then perform an in-water final acceptance of transducer s/n 2167 together with chassis s/n 1047 test to verify full performance per manufacturer specification and provide copy of completed test results to NOAA with the transducer.
