STATEMENT OF WORK

MAINTENANCE SERVICE CONTRACT FOR CNC AND NC ELECTRONIC

COMPONENT MACHINE TOOLS

This request is for services to establish and maintain a Preventive Maintenance Program on various Numerical Controlled/Computer Numerically Controlled (NC/CNC) machines located at the Naval Air Warfare Center (NAWC), Lakehurst, NJ, Buildings 148, 149, 124 and 331.

Specific services to be provided are:

1. The Contractor shall provide all labor, material, parts and equipment to repair and maintain Numerical Controlled/Computer Numerically controlled machine tools to manufacturer’s specifications. NOTE: Coverage is for Electronics not Mechanical.

2. Contract Requirements –

(a) All services will be performed by competent certified technicians trained in servicing, troubleshooting and routine maintenance of Numerical controlled and Computer Numerical controlled machine tools. All on site personnel (technicians) will be factory or trade school certified in the repair and troubleshooting of machine tools. The Contractor shall provide certificates of technicians in accordance with (IAW) CDRL A001.

(b) Contractor will assist the Government in obtaining all technical information required for repair, which is not currently in the possession of the Government, with the exception of documentation from manufacturers who will not provide to other than the Government.

(c) The Contractor shall provide service within one working day after notification of machine malfunction.

(d) The Contractor shall supply all test equipment, measuring instruments and specialty tools required to perform service.

(e) All supplies required to perform preventive maintenance such as air filters, indicator bulbs, backup batteries, etc. are the responsibility of the Contractor.

(f) Technician's geographical base of operations or location shall be within a 100 mile radius of NAWC Lakehurst NJ.

3. The government will supply any manuals or parts listed in its possession for use by the contractor. This material will remain the property of the Government and will not be removed from the facility.

4. Routine preventative maintenance shall be provided on each machine on a regularly scheduled basis (Quarterly) consisting of, but not limited to: power supplies, servo systems, feed rates, feedbacks, switches, boards, spindles, speed, dwell, timers, turret position, data input, filters, resolver power supplies, and axis drive motors.

a. The Contractor shall perform ballbar tests on all CNC machines once every 12 months and perform corrections if necessary.

5. Such routine preventative maintenance will require that the technicians examine, test, adjust, calibrate, and clean all machines, control units, operator stations, servo drives, and tape preparation editing units. Typical services shall include:

(a) Clean and lubricate tape reader and disc drives.

(b) Check and replace memory board backup batteries as recommended by the manufacturer.

(c) Maintain memory board charging systems.

(d) Check power supplies.

(e) Check all control panel operations, replacing faulty switches and indicators.

(f) Inspect and clean relays, replacing them if required.

(g) Verify accuracy of Servo Systems and positional readouts.

(h) Execute calibration procedures as recommended by the machine tool manufacturer.

(i) Maintain on-site record of all work performed. All records are to become the property of the Government in accordance with CDRL A002 – Record Keeping.

6. The Government shall be responsible for the replacement of the components that are beyond economical repair. The removal and installation of the components, including alignment and adjustments shall be the responsibility of the contractor.

The Government shall be responsible for the replacement of the components listed below:

(a) Items and components over $1200.00

(b) RAM and Memory printed circuit boards

(c) Air conditioning and chiller units

(d) Obsolete parts, i.e., items that are no longer available from OEM or Third Party.

(e) Retrofits to obsolete parts

7. This contract is for the repair of electronic control and related feedback devices.

Items not covered include but are not limited to: Motors, Hydraulics, Pneumatics, Valve Pumps, and items that require in-depth mechanical removal of major Assemblies. The Government shall be responsible for the replacement of monitors and displays five (5) years and older.

The contractor will provide technical assistance in regard to the replacement of obsolete components. This assistance will include but is not limited to source of supply, part and model numbers and technical specifications of the components.

8. Malfunction Reports

The Contractor shall furnish a signed malfunction incident report to the installation upon completion of each maintenance call IAW CDRL A003 - Malfunction Report.

The report shall include, as a minimum, the following and shall be co-signed by a Government representative.

1. Date and time notified.

2. Date and time of arrival.

3. Type and serial number(s) of machines.

4. Chargeable time spent for repair.

5. Description of malfunction.

a. In the event of machine breakdown or malfunction, the contractor shall provide unlimited emergency service during normal work shift (Monday to Friday, 0800 to 1600). The contractor shall provide services on all such calls within one (1) working day after notification of machine malfunction.

b. In the event a problem occurs and it cannot be determined by the Government whether or not it is electrical or mechanical, it is the responsibility of the contractor to determine the cause of the malfunction and provide a the findings in the Malfunction Report.

9. Maintenance Schedule Within 14 days after the award of contract, the contractor shall provide the Government with a copy of the Preventive Maintenance schedule to be followed for each machine. The report shall be submitted IAW CDRL A004 – Maintenance Schedule.

10. Responsibilities of the Government.

Government personnel reserve the right to perform mechanical and minor repairs to equipment while such equipment is under the purview of this contract.

Subject to security regulations, the Government will permit access to the equipment which is to be maintained.

The Government will provide adequate locked storage space for spare parts and adequate work space, including heat, light, ventilation, electric current and outlets, for the use of the maintenance personnel. These facilities will be within reasonable distance from the equipment to be serviced and will be provided at no charge to the contractor. The Government will not be responsible for any items lost or stolen.

The Government will maintain site requirements in accordance with the environmental specifications of local, state and federal regulations.

11. On-call Maintenance

The Principle Period of Maintenance shall be defined as the normal working hours of the facility, 0700 to 1530, Monday through Friday. The Principle Period of Maintenance shall commence at the start of the award date and last for one year after award.

12. Non-Chargeable Maintenance Items

There shall be no additional charges for:

a. Time spent by the maintenance personnel after arrival at the site awaiting the arrival of additional maintenance personnel and/or delivery of parts, etc., after a service call has commenced.

b. Remedial maintenance required on any machine when the scheduled preventive maintenance for that machine preceding the malfunction had not been performed unless preventive maintenance was omitted at the Government’s request or the Contractor was denied access to the equipment.

c. Remedial maintenance required within a 48 hour period due to a recurrence for the same malfunction.

13. Preventive Maintenance Reports

The Contractor shall furnish a detailed report for each machine on a quarterly basis.

The report shall contain the information or data gathered while performing the scheduled maintenance. The reporting requirements are detailed Sections 2.c and 2.d above. The report shall be submitted IAW CDRL A005 – Preventative Maintenance Report.

14. Responsibility of the Contractor

Only new standard parts or parts equal in performance to new parts shall be used in effecting repairs.

15. Maintenance Downtime

Definition:

Equipment downtime is that period of time when it is inoperative and no scheduled workload can be accomplished due to a malfunction, or the equipment is inoperative and no scheduled workload can be accomplished because it has been released to the contractor for remedial service. In addition, should such be the cause of the malfunction or downtime, such downtime shall not be creditable.

16. Mechanical Maintenance Requests

The Government will have the ability to request mechanical maintenance services as needed from the contractor when there are machine breakdowns. The cost for a mechanical repair visit will be quoted to the government at that time and funded separately from this contract. The contractor will have a mechanic available to come on site to troubleshoot and repair the issue within 3 working days. If parts are needed the government will purchase.
