STATEMENT OF WORK

FEE COST OF COLLECTION – TRANSPORT SERVICE CONTRACT

LAKE MEAD NATIONAL RECREATION AREA BUSINESS CENTER – RECREATION FEE MANAGEMENT

1. GENERAL INFORMATION AND BACKGROUND

The Lake Mead National Recreation Area (LMNRA) Management implemented the new Fee Demonstration Program in 1999, now known as the Federal Lands Recreation Enhancement Act (FLREA) of December 2004. Entrance Station kiosks opened on August 7, 2000 for the sole purpose of collection of revenue fee income in support of the financial needs within the Fee Operation and needed park projects pertaining to deferred facility maintenance and visitor enhancement projects. Revenue income for this program is a yearly gross of approximately $8,000,000.00 (of that, approximately $1,900,000.00 is in cash) collected at 8 in-park locations.

The contractor shall provide the management, supervision, manpower, equipment and supplies necessary to provide armored car collection services as described herein. The Contractor shall be responsible for transporting shipments of funds between various locations within Lake Mead National Recreation Area, between the fee collections stations and Central Processing, and a local bank. The period of performance is from 1 March 2023 to February 28, 2024. All funds shall be deposited IAW RM-22 guidelines and regulations. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, and City laws, and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices. The Government will assume no liability or responsibility for the Contractor's compliance or noncompliance with such requirements.

2. PURPOSE

The purpose of this Statement of Work (SOW) is to provide the breakdown of duties and responsibilities that are required of the transport service in performance of the contractual needs pertaining to scheduling of station stops, station pickup of US Government funds, delivery and pickup stops to Fee Central Processing for incoming/outgoing depository US Government funds for final vault destination.

3. LOCATIONS AND GENERAL SCHEDULING

The locations of the entrance stations are not located on basic cross-streets within a city/town setting. Most stations are located within the boundaries of Lake Mead National Recreation Area. See attached schedule for the list of physical addresses/directions to each station.

The Government anticipates punctual agreed pickup and delivery times as stated in the location of performance section of this SOW.

Normal hours of pickup and delivery will be performed between 8:00 a.m. to 3:00 p.m. Pacific Time, Monday through Friday, except for Federal holidays. Pickup and delivery will be subject to change based on closure of stations during the off season. Notification of such changes will be advanced notice by the Recreation Fee Management Department.

Boulder Beach Entrance Station (BB) (416 Lakeshore Rd., Boulder City, Nevada)

a. Contractor shall pick up US Government funds from entrance station three (3) days per week, Sunday through Saturday, except for Federal holidays. Pickup days are at the discretion of the government, and will be the same set days each week. Pickups scheduled on a Federal holiday will be delayed to the next scheduled pick up date. This schedule shall remain consistent for months January through December.

b. Entrance station pick up service shall occur between the hours of 8:00am – 2:00pm, Pacific Time. Funds shall be delivered to Fee Central Processing no later than 3:00pm.

c. Contractor shall sign the entrance station accountability logs upon receipt of funds. All funds transported shall be previously secured by entrance station staff in tamper-proof transport bags.

d. Contractor shall transport funds to the Fee Central Processing office the same day the funds are picked up from the entrance station, or within 24 hours of pick up from entrance station. If contractor is unable to perform same-day transport to Fee Central Processing, contractor shall provide 24-hour prior notice to the Fee Management staff. The Fee Central Processing office is located at Lake Mead National Recreation Area Headquarters building, 601 Nevada Way, Boulder City, Nevada 89005.

Lake Mead Parkway Entrance Station (LMP) (531 Las Vegas Bay Rd., Henderson, Nevada)

e. Contractor shall pick up US Government funds from entrance station three (3) days per week, Sunday through Saturday, except for Federal holidays. Pickup days are at the discretion of the government, and will be the same set days each week. Pickups scheduled on a Federal holiday will be delayed to the next scheduled pick up date. This schedule shall remain consistent for months January through December.

f. Entrance station pick up service shall occur between the hours of 8:00am – 2:00pm, Pacific Time. Funds shall be delivered to Fee Central Processing no later than 3:00pm.

g. Contractor shall sign the entrance station accountability logs upon receipt of funds. All funds transported shall be previously secured by entrance station staff in tamper-proof transport bags.

h. Contractor shall transport funds to the Fee Central Processing office the same day the funds are picked up from the entrance station, or within 24 hours of pick up from entrance station. If contractor is unable to perform same-day transport to Fee Central Processing, contractor shall provide 24-hour prior notice to the Fee Management staff. The Fee Central Processing office is located at Lake Mead National Recreation Area Headquarters building, 601 Nevada Way, Boulder City, Nevada 89005.

Lake Mead Boulevard Entrance Station (21 Northshore Rd., Las Vegas, Nevada)

i. Contractor shall pick up US Government funds from entrance station three (3) days per week, Sunday through Saturday, except for Federal holidays. Pickup days are at the discretion of the government, and will be the same set days each week. Pickups scheduled on a Federal holiday will be delayed to the next scheduled pick up date. This schedule shall remain consistent for months January through December.

j. Entrance station pick up service shall occur between the hours of 8:00am – 2:00pm, Pacific Time. Funds shall be delivered to Fee Central Processing no later than 3:00pm.

k. Contractor shall sign the entrance station accountability logs upon receipt of funds. All funds transported shall be previously secured by entrance station staff in tamper-proof transport bags.

l. Contractor shall transport funds to the Fee Central Processing office the same day the funds are picked up from the entrance station, or within 24 hours of pick up from entrance station. Katherine Landing Entrance Station (KL) (2990 Katherine Spur Rd., Bullhead City, Arizona)

a. Beginning May and through September, Contractor shall pick up US Government funds from entrance station three (3) days per week, Sunday through Saturday, except for Federal holidays. Pickup days are at the discretion of the government, and will be the same set days each week. Pickups scheduled on a Federal holiday will be delayed to the next scheduled pick up date.

b. Entrance station pick up service shall occur between the hours of 8:00am – 2:00pm. Funds shall be delivered to Fee Central Processing no later than 3:00pm.

c. Beginning October through April, Contractor shall pick up US Government funds from entrance station twice (2) per week, Sunday through Saturday, except for Federal holidays. Pickups scheduled on a Federal holiday will be delayed to the next scheduled pick up date.

d. Entrance station pick up service shall occur between the hours of 8:00am – 2:00pm. Funds shall be delivered to Fee Central Processing no later than 3:00pm.

e. Contractor shall sign the entrance station accountability logs upon receipt of funds. All funds transported shall be previously secured by entrance station staff in tamper-proof transport bags.

f. Contractor shall transport funds to the Fee Central Processing office the same day the funds are picked up from the entrance station, or within 24 hours of pick up from entrance station. If contractor is unable to perform same-day transport to Fee Central Processing, contractor shall provide 24-hour prior notice to the Fee Finance staff. The Fee Central Processing office is located at Lake Mead National Recreation Area Headquarters building, 601 Nevada Way, Boulder City, Nevada 89005.

Cottonwood Cove Entrance Station (CWC) (101 Cottonwood Cove Rd., Searchlight, Nevada)

a. Beginning months May and through September, Contractor shall pick up US Government funds from entrance station twice (2) per week, Sunday through Saturday, except for Federal holidays. Pickup days are at the discretion of the government, and will be the same set days each week. Pickups scheduled on a Federal holiday will be delayed to the next scheduled pick up date.

b. Entrance station pick up service shall occur between the hours of 8:00am – 2:00pm. Funds shall be delivered to Fee Central Processing no later than 3:00pm.

c. Beginning months October through mid-February, Cottonwood Cove entrance station will be temporarily closed for the winter season and will not require transport service.

d. Contractor shall sign the entrance station accountability logs upon receipt of funds. All funds transported shall be previously secured by entrance station staff in tamper-proof transport bags.

e. Contractor shall transport funds to the Fee Central Processing office the same day the funds are picked up from the entrance station, or within 24 hours of pick up from entrance station. If contractor is unable to perform same-day transport to Fee Central Processing, contractor shall provide 24-hour prior notice to the Fee Finance staff. The Fee Central Processing office is located at Lake Mead National Recreation Area Headquarters building, 601 Nevada Way, Boulder City, Nevada 89005.

Willow Beach Entrance Station (WB) (301 Willow Beach Rd., Willow Beach, Arizona)

a. Contractor shall pick up US Government funds from entrance station twice (2) per week, Sunday through Saturday, except for Federal holidays. Pickup days are at the discretion of the government, and will be the same set days each week. Pickups scheduled on a Federal holiday will be delayed to the next scheduled pick up date. This schedule shall remain consistent for months January through December.

b. Entrance station pick up service shall occur between the hours of 8:00am – 2:00pm. Funds shall be delivered to Fee Central Processing no later than 3:00pm.

c. Contractor shall sign the entrance station accountability logs upon receipt of funds. All funds transported shall be previously secured by entrance station staff in tamper-proof transport bags.

d. Contractor shall transport funds to the Fee Central Processing office the same day the funds are picked up from the entrance station, or within 24 hours of pick up from entrance station. If contractor is unable to perform same-day transport to Fee Central Processing, contractor shall provide 24-hour prior notice to the Fee Management staff. The Fee Central Processing office is located at Lake Mead National Recreation Area Headquarters building, 601 Nevada Way, Boulder City, Nevada 89005.

Northshore Entrance Station (NS) (720 Northshore Rd., Overton, Nevada)

e. Contractor shall pick up US Government funds from entrance station twice (2) per week, Sunday through Saturday, except for Federal holidays. Pickup days are at the discretion of the government, and will be the same set days each week. Pickups scheduled on a Federal holiday will be delayed to the next scheduled pick up date. This schedule shall remain consistent for months January through December.

f. Entrance station pick up service shall occur between the hours of 8:00am – 2:00pm. Funds shall be delivered to Fee Central Processing no later than 3:00pm.

g. Contractor shall sign the entrance station accountability logs upon receipt of funds. All funds transported shall be previously secured by entrance station staff in tamper-proof transport bags.

h. Contractor shall transport funds to the Fee Central Processing office the same day the funds are picked up from the entrance station, or within 24 hours of pick up from entrance station. If contractor is unable to perform same-day transport to Fee Central Processing, contractor shall provide 24-hour prior notice to the Fee Management staff. The Fee Central Processing office is located at Lake Mead National Recreation Area Headquarters building, 601 Nevada Way, Boulder City, Nevada 89005.

i. **Note: Northshore Entrance Station is not currently open. Expecting opening date to be near July 2023.

Fee Central Processing Office (601 Nevada Way, Boulder City, Nevada)

a. Contractor shall transport all collected funds to the Fee Central Processing Office on the same day the funds were picked up from entrance stations, or no later than 24 hours of pickup time. Same-day transport is highly preferred.

b. If Contractor cannot transport funds same-day, 24-hour notice will be communicated to the Fee Management staff.

c. Funds collected from entrance stations should be delivered to Fee Central Processing no later than 3:00 p.m., Monday through Friday. The Fee Central Processing Office is closed Saturday and Sunday each week and on all Federal holidays.

1. In the event that the Fee Central Processing Office is closed due to a Federal holiday and/or unforeseen circumstances, the Contractor shall hold and secure funds until the next scheduled drop-off day.

d. Contractor shall provide Fee Central Processing staff with receipt and/or delivery manifest of all funds delivered upon each delivery and pickup.

e. Contractor shall sign the Fee Central Processing accountability logs upon pickup/ delivery of all funds.

f. Contractor shall also sign for and transport funds ready for deposit to the Wells Fargo Main Vault within 24 hours of pick up from Fee Central Processing. All funds transported shall be previously secured by Fee Central Processing staff in tamper-proof deposit bags. The Wells Fargo Main Vault is located in Las Vegas, Nevada 89104. Physical address not available.

g. Contractor shall also sign for and transport any emptied Lake Mead NRA transport bags and deliver back to entrance stations on next scheduled pick-up date.

h. There is restricted access to the Fee Central Processing Office. A gate code is required to access this area. Contractor shall call the Fee Finance cell phone (702) 293-8808 or (702) 293-8802 upon arrival.

4. PROTECTION OF US GOVERNMENT PROPERTY

a. The Contractor shall be responsible and take all necessary precautions to prevent any loss of transported US Government funds in their possession throughout the transport process of Fee Program income revenue at Lake Mead NRA. The transport of US Government funds will follow all rules, regulations and required by US Treasury, Homeland Security, RM-22 Guidelines, and other Bureau/Agency policies.

b. Transportation of US Government funds will be secured within confines of an armored vehicle.

c. Transportation service will provide proper security of armored vehicle and transport personnel during designated stops to entrance stations and central processing area.

d. Transportation of said funds will be accomplished in an inconspicuous and timely manner.

e. Transportation service will be required to contact Fee Central Processing by phone prior to entry to the central processing area.

f. All funds shall be picked up from entrance stations and transported to Fee Central Processing within the designated scheduled times and within 24 hours of original pickup.

g. All depository funds shall be released to the Wells Fargo Main Vault (Las Vegas) within 24 hours of final pick up from Fee Central Processing.

5. GENERAL

The transport service will perform the task requirements of transport and delivery of these US Government funds for Lake Mead NRA in an organized, professional and timely manner following US Treasury rules for transportation of government property.

6. SPECIFICATIONS

The contractor will perform the transportation and delivery of these certain funds within the specifications as described:

a. The transport service will meet without fail all established scheduled arrival and delivery times for pick up at each station.

b. Duration of time at each station will be kept at a minimum (within a 5 minute period maximum).

c. Transport service personnel will exhibit due diligence during the process of pickup and delivery of transported funds at the stations, central processing and final destination to bank vault.

d. The transport service will complete all document requirements at each stop made.

e. If schedule changes to pickup times are necessary, notification will be formally required from the contractor’s representative or dispatch personnel within a 24-hour period to the Fee Processing Central Office. If case of emergency situations, contractor will contact the Fee Program Manager with pertinent information.

f. The Contractor Representative will ensure any order requests for necessary transport bags and other related materials will be processed and delivered within 48 hours to the Fee Central Processing area for distribution.

g. Contractor shall be responsible for correct/accurate billing invoice to the Lake Mead NRA Procurement Office for process and payment no later than 15-30 from date of prior monthly service.

7. FACILITES

The Government/Lake Mead NRA will provide full access to Government property which include the entrance into the Park Headquarters area, entrance stations/point of contact area (collecting fee funds, and Fee Central Processing to necessitate the established route for the transport and delivery of US Government funds for depository purposes following the established rules, regulations and policy requirements of the US Treasury.

8. PAYMENT (GENERAL)

(1) Payment for recurring monthly services will be made on the basis of a monthly invoice after work has been completed and verified. Invoices must be submitted via the Internet Payment Protocol (IPP) electronic system.

The Contractor is reminded that there are documents that are required to be prepared and submitted as part of the performance of this contract. Monthly invoices must be submitted after all required paperwork has been sent to the COR. Invoices received prior to the Government’s receipt of the required submittals will be rejected.

9. CONTRACTING OFFICER (CO)

The CO has the overall responsibility for administering this contract. He/she alone, without delegation, is authorized to take actions on behalf of the Government to amend, modify, or deviate from the contract terms, conditions, requirements, specifications, details and delivery schedules; make final decisions on disputed deductions from contract payments for nonperformance or unsatisfactory performance; terminate the contract for convenience or default; and issue final decisions regarding contract questions or matters under dispute.

Additionally, he/she may delegate certain other responsibilities to his/her authorized representatives.

CONTRACTING OFFICER’S REPRESENTATIVE (COR)

The COR is designated by the CO at time of award and if necessary revised by letter during the contract period to assist him/her in discharging his/her responsibilities. The responsibilities of the COR include, but are not limited to: Evaluating Contractor performance with the Government's representative at the work site; advising the Contractor of proposed deductions for nonperformance or unsatisfactory performance; compliance with contract requirements insofar as the work is concerned; and advising the CO of any factors which may cause delay in work performance. The COR will assist in the discharge of the Contracting Officer's responsibilities when the Contracting Officer is unable to be directly in touch with the contract work.

10. INSURANCE REQUIREMENT

Liability insurance coverage, written on the comprehensive form of policy, is required in the amount of $250,000 per occurrence for bodily injury and $250,000 per occurrence for property damage.
