STATEMENT OF WORK

B&F 3D4Q REPAIR CHILLER – Modification

FEDERAL CORRECTIONAL INSTITUION

ALICEVILLE, ALABAMA

A. DESCRIPTION OF REQUIREMENT:

The Federal Bureau of Prisons, Federal Correctional Institution (FCI) Aliceville intends to award to a responsible entity for the repairs of various components of the institution chiller at FCI Aliceville, located at 11070 Highway 14, Aliceville, AL 35442. FCI Aliceville is located in Aliceville, AL approximately 30 miles Southeast of Columbus, MS, and 50 miles West of Tuscaloosa, AL.

B. DESCRIPTION OF SERVICE:

The Contractor shall provide all parts, materials and services to properly repair the components of the existing York 500-ton centrifugal chiller that were installed in 2011. The chiller is still within its life-cycle, but is experiencing mechanical failures that cannot be prevented with routine maintenance and servicing. Chiller #2 experienced a power surge, and is currently inoperable requiring a variable speed drive (VSD) and motor repair.

The repairs will include but not limited to the specifications listed below. All service to be completed by qualified personnel using only genuine York factory parts. Seismic zone requirements, environmental compliance, life safety, NFPA, OSHA, federal, state, local codes and regulations will be considered during all phases of this project. All work shall be completed, equipment tested and adjusted per manufacturers recommendations and accepted by the Contracting Officer’s Representative (COR) and Contracting Officer (CO).

FCI Aliceville’s hours of operation for this project will be Monday thru Friday, 7:00am to 3:30pm., excluding Federal Holidays. All work must be scheduled within these working hours and time frame. Any work that is required outside of this schedule must be preapproved by the COR, and Contracting Officer prior to beginning of any work.

C. SPECIFICATIONS

1. Chiller Scope to Include:

· Contractor to properly lockout/tagout all hazardous energy sources on the chiller(s).

· Remove and store any existing R-134A refrigerant on-site and in EPA certified cylinders.

· Remove existing oil charge and dispose of off-site of Chiller #2.

· Remove damaged variable speed drive and motor of Chiller #2.

· Replace damaged variable speed drive and motor on Chiller #2.

· All bearings, O-rings and gaskets removed to be replaced with new.

· Replace oil filter and charge with new oil, R-134A refrigerant, and replace all refrigerant strainers and filters.

· Conduct any applicable leak test on the entire machines.

· Perform any applicable vacuum test, recharge with R-134A refrigerant, and provide a quote to FCI Aliceville if additional refrigerant is required.

· Start-up and test equipment and unit controls, log operating conditions of the chillers.

· Provide a one-year warranty on all parts and labor of the completed work.

· Provide a detailed report of all work accomplished with quotes for any deficiencies and recommendations.

D. METHOD OF PERFORMANCE:

The Contractor has sole responsibility and discretion for choosing and implementing the manner and method of tasks outlined in this Statement of Work as long as the requirements are met in accordance with the policies described above.

E. DELIVERY OF MATERIALS:

All construction materials and contractor equipment needed to perform the work, that will require temporary on-site storage, will be coordinated with the COR.

All construction related deliveries, which are directly shipped to the institution on behalf of the contractor, can be received at the institutions Power House (Utility Plant) between the hours of 7:00am – 2:30pm, Monday – Friday, excluding Federal Holidays. At no point will a Bureau of Prisons (BOP) staff member sign for, or allow a drop shipment of project related materials or equipment to enter the institution if the contractor, or his representative, is not present to inspect, verify, and accept the delivery. Under no circumstance will the FCI or its staff be responsible for the acceptance of any project related deliveries.

The Contractor shall be responsible for providing their own means of loading and unloading contractor materials and equipment. At no time shall contractor materials or equipment being staged for institution entry or exit be allowed to block, impede or otherwise hinder the typical operations of the work area.

F. STORAGE AND SECURITY OF MATERIALS AND EQUIPMENT:

All construction materials and equipment shall be stored in a designated area mutually agreed upon between the COR and the contractor. If the Contractor requires on site storage, a Job box or Gang box can be left at the job, but will need to be secured daily. The storage or box will require a double padlock with one lock belonging to the Contractor, and one to the FCI.

All Contractor ladders that may be needed for the job, and cannot be stored in an authorized storage container, shall be stored and secured in the immediate work site area. Such ladders will be secured to an agreed upon stationary fixture with a contractor provided padlock and chain.

The Contractor shall be required to adhere to the BOP’s tool inventory program as it pertains to contractor tools and equipment entering and exiting the institution. If an authorized on site storage container should be used by the contractor to store their job tools and equipment for the duration of the project, the Contractor shall be required to use a daily inventory check sheet to account for all items in the container. A FCI Facilities staff representative will be present to oversee and verify the inventory process. The container will be inventoried and verified at the end of every work shift prior to locking the container shut.

G. SECURITY CLEARANCE:

All Contractors assigned to work on the project that enter the institution will be required to complete the NCIC background screening process. The NCIC release forms will be available through the COR.

H. MICELLANEOUS INFORMATION:

This service is a contractual arrangement and not a personnel appointment. Payment is based on and end product or the accomplishment of a specific result. The service does not constitute an employer/employee relationship. All duties outlined in the Statement of Work shall be performed in accordance with standards and methods generally accepted within the contractor’s own field of expertise. The contractor will not be subject to Government supervision, except for security related matters, however contractor performance shall be monitored.

I. SAFETY AND PERSONAL PROTECTIVE EQUIPMENT:

All Contractor employees shall have, and wear required personal protective equipment prescribed by the industry standards at all times while on the job site. It is the responsibility of the contractor to provide such equipment.

J. OTHER CONSIDERATIONS:

Contractors will NOT be access their cell phones, cameras or two way communication devices into the institution. All cell phones and electronic devices will be required to stay inside a locked vehicle. The FCI Aliceville Facilities Department maintains a digital camera that will be utilized by FCI staff to document the project work. The Contractor may have copies of these documentation photos for record keeping.

All deviations of this Statement of Work must be approved in writing by the Contracting Officer via modification to the contract.

The Contractor shall be responsible for restoring the work location / job site to the state it was prior to completion of the project.

K. UTILITIES:

The FBOP will provide electricity service (120V), for battery chargers, small hand tools, etc.

The FBOP will provide restroom services.

All other utilities must be provided by the Contractor.
