Statement of Objectives
Purpose:
The intent of this statement of objectives (SOO) is to describe the needs of Great Lakes National Cemetery (GLNC) related to decreasing transmission of COVID-19 among cemetery staff and visitors. We seek to hire a company that can provide the services necessary to sanitize surfaces by applying Bio D’Fender or equal, using an electrostatic sprayer. The contractor must be able to apply the solution weekly.
Scope:
The contractor shall be responsible with providing the personnel, equipment, management, and quality control plan including measurable outcomes, necessary to effectively deliver the required services at GLNC.
Services include:
• Applying Bio D’Fender or equal, to all frequently and infrequently touched surfaces;
• Using an electrostatic sprayer to apply Bio D’Fender or equal;
• Submitting a quality control plan that outlines measurable standards and how they’ll be met.
• Providing capable, dependable, and trustworthy staff that can operate in a safe manner.
Period of performance:
7/15/2021 – 5/26/2022
Monday – Friday 4:00 PM – 9:00 PM EST
Including some weekends and federal holidays – in which timely notice will be given.
Place of performance:
Great Lakes National Cemetery 4200 Belford Road Holly, MI 48442
Administrative Building: 6,625 sqft Maintenance Building: 3,250 sqft Honor Guard Building: 843 sqft

Background:
The National Cemetery Administration (NCA) is a national shrine and must remain operational to ensure those interred and their survivors are provided the best our Nation has to offer. During the COVID - 19 pandemic the state of Michigan experienced an increase in COVID-19 cases. Therefore, we must mitigate the chance of the virus’ transmission on surfaces throughout our facilities.
Electrostatic Sprayer - Electrostatic Spraying is a coating method which uses a spray gun to create an electrical charge on powder particles, while the substrate to be coated is grounded (made Neutral). The main purpose of this coating is to protect the underlying material from corrosion.
Bio D’Fender Sanitizing Solution has been created to provide a safe and effective alternative to harsh chemicals that have a long list of potentially dangerous elements and side effects associated with them. The active ingredient in Bio D’Fender Sanitizing Solution, PHMGH, is a proven and recommended bactericidal and fungicidal disinfectant of harvested fruits and vegetables. This same active ingredient has also been successfully used in hospitals, laboratories, food processing plants, and households. PHMGH is most recognizable to the scientific community for making raw water potable (safe to drink). The FDA has tested this formulation and considers it GRAS or Generally Recognized As Safe to pets and humans.
Performance Objectives:
• Contractor shall provide satisfactory services in accordance with the performance work statement (submitted by the contractor);
• Contractor shall adhere to the quality control plan that the government accepts and approves;
• Contractor shall monitor the efficacy of the Bio D’Fender or equal’s application and report the findings to the on-site representative, for the contract file;
• Contractor shall correct discrepancies and respond to requests from the on-site representative to address issues and correct discrepancies;
• Contractor shall ensure that areas serviced +are free from all materials, equipment, trash, and debris – generated by their personnel after each application, before the area is turned over to cemetery staff;
• Contractor shall respond to emergency call outs, if needed.
Operational Considerations:
• Contractor shall possess and provide proof all necessary licenses, certifications, and insurance;
• Contractor personnel shall be legally able to work in the United States and aboard Federal Government property;
• Contractor personnel shall observe proper decorum while operating on NCA grounds.
