About this file
This document is a justification for a brand name only acquisition of four Standard Imaging MAX 4000 Plus Electrometers from an unspecified vendor. The Uniformed Services University requires these electrometers to interface with their LabVIEW Reactor Dosimetry Program which calculates mixed field neutron and gamma radiation dose delivered to experiments. Using the same brand of electrometers ensures research continuity and standardizes the university's radiation dosimetry program. Maintaining this standardization allows for rapid electrometer swapping without requiring experimental procedure revisions should an electrometer fail during a study. While this is a brand name requirement, market research found multiple vendors can meet the government's needs. The solicitation will be publicly advertised on the Governmentwide Point of Entry in accordance with FAR Subpart 5.2. The contracting officer determined the anticipated costs to the government would be fair and reasonable.

Justification and Approval for Other than Full and Open Competition under FAR Part 6
In accordance with FAR 6.3, a Contracting Officer may solicit without providing for full and open competition if the Contracting Officer determines that the circumstances of the contract action deem only limited sources reasonably available.
1. Identification of the agency and the contracting activity:
Uniformed Services University of the Health Sciences (USUHS) , Acquisitions Directorate
2. Nature and/or description of the action being approved:
Brand Name Only Justification for Standard Imaging MAX 4000 Plus Electrometers. This will be a firm fixed price contract for a new award.
3. Description of the supplies or services required to meet the agency’s needs (including estimated value):
The Uniformed Services University (USU) has a brand name only requirement for four (4) Standard Imaging MAX 4000 Plus Electrometers with BNC Connectors and Calibration. The electrometers interface with the LabVIEW Reactor Dosimetry Program, which calculates, via complex algorithms, the mixed field, neutron/gamma dose delivered to experiments.
4. Identification of the statutory authority permitting other than full and open competition:
FAR 6.302-5(a)(2)(ii).
5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
USU is currently using Standard Imaging MAX 4000 Plus Electrometers in its radiation dosimetry program. In order to maintain research continuity and ensure standardization of the radiation dosimetry program, it is imperative that USU procures the same electrometers.
Additionally, in the event that an electrometer fails during an experiment, maintaining this standardization allows for the rapid swapping of electrometers without having to revise and adjust procedures and practices as a result of using a different electrometer, which could lead to the unexpected and unnecessary euthanizing of animals.
6. Description of efforts made that were to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by FAR 5.2 and, if not, which exception under FAR 5.202 applies:
Market research illustrates that although this is a brand name requirement, several vendors have been identified that can meet the needs of the Government. A Governmentwide Point of Entry (GPE) solicitation will be published as required by FAR Subpart 5.2.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:
