1. Contracting Activity: Veterans Healthcare Administration (VHA), Network Contracting Office (NCO) 10, in support of the Research Service (RS) at the Louis Stokes Cleveland Veterans Affairs Medical Center (CLE VAMC), Cleveland, OH.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Department of Veterans Affairs, CLE VAMC requires a purchase order for the procurement force sensors for pedestrian Dummy.
These sensors will be used to measure force distribution and joint responses during impact scenarios, for research on injury prevention, rehabilitation, or safety improvements.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Humanetics, is uniquely qualified to provide force sensors for pedestrian dummy based on the following:

2. Multi Axis Load Cells:
Humanetics offers load cells ranging from single axis to six axis configurations.
This versatility enables the measurement of complex force vectors and moments, providing a nuanced understanding of how different body regions respond under various impact conditions.
3. High Precision and Reliability:
The sensors are engineered to deliver accurate and repeatable data, which is crucial for developing safety mechanisms and validating computational models.
Their reliability ensures consistent performance across multiple test scenarios.
4. Compliance with Industry Standards:
Most load cells adhere to the Society of Automotive Engineers (SAE) J211 polarity standards, ensuring compatibility and standardization across testing platforms.
5. Integration with Data Acquisition Systems:
The sensors are designed to interface seamlessly with data acquisition systems, facilitating real time data collection and analysis. This integration is vital for immediate assessment and iterative improvements in safety designs.

Results: 234 vendors identified, but none could provide the technical requirements for the force sensors for pedestrian dummies.

The OEM, Humanetics, a large business, was contacted to receive a list of authorized distributors, with a concentration on SDVOSB and VOSB authorized distributors. Humanetics confirmed that they do not have any authorized distributors, including SDVOSB or VOSB vendors, meaning that direct procurement from the manufacturer is the only option.
Based on these findings, no alternative vendors were identified that could fulfill the need without significant facility modifications, procurement delays, or operational disruptions. The VA Rule of Two and SBA Rule of Two were not met, and as a result,, Humanetics remains the only responsible source..
