Section A: General Contract Information

Contracting Activity: AFIT/ENY

Section B: Description of the Supplies/Services Required

The Air Force Institute of Technology Department of Aeronautics and Astrnautics (AFIT/ENY) is seeking a high-speed camera compatible with Air Force Research Lab (AFRL) camera systems. This high-frame-rate camera with megapixel resolution and a top speed of 2.1 million frames per second has excellent light sensitivity, a 12-bit sensor, and a 159 nanosecond global electronic shutter. Each of these features has been found to be very beneficial when collecting and analyzing hypersonic flow in wind tunnel facilities at AFRL. The purchase of this camera would enable collaboration with AFRL facilities and used seamlessly with their present setup. It is also the only camera compatible with AFRL .

Section C: Justification for Soliciting from a Single Source or Brand Name

A model of the FASTCAM SA-Z camera currently owned by AFRL/RQ has enabled highly successful experiments in the AFRL . A joint effort between AFIT and AFRL researchers led to a specific for analyzing the flow field (e.g., schlieren visualization). In turn, this data collection technique has led to excellent characterization of flow transition characteristics and turbulence for data collected at AFRL facilities (

). By acquiring this specific brand and model, two cameras will be used in tandem to collect data in AFRL facilities (for example - using two different views of the same event). Furthermore, the requires a compatible camera. Currently, the only compatible camera with the is the FASCAM SA-Z. In addition to utilization in AFRL facilities, the will be used for similar measurements in AFIT wind tunnel facilities. In order to support the education of ENY students, the FASTCAM SA-Z camera will enable hands on learning and additional research, which in turn will allow students the opportunity to troubleshoot and solve real world mission problems.

Section D: Efforts to Obtain Competition

Unless otherwise required by a sponsor or design constraint, AFIT/ENY performs industry surveys to determine the best product for all products. Contracting performed market research in accordance with the FAR, multiple vendors were identified, however, only one vendor could meet all of the requirements, including This was verified with the customer and vendor. Market research will continuously be conducted to search for additional competition as future requirements are established.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Purchases of future AFIT/ENY components used for wind tunnel measurements will be determined by performing market research and industry surveys to determine the best product available. Companies providing such components are generally small and specialized, as this industry is constantly evolving and growing.
