ATTACHMENT 1: STATEMENT OF WORK SOLICITATION: FA860122Q0015
STATEMENT OF WORK
FOR
STAND ALONE ONE PIECE CMOS BLACK AND WHITE
HIGH-SPEED CAMERA FOR AERODYNAMICS RESEARCH
DATED 8 NOVEMBER 2021
I. BACKGROUND: The Air Force Institute of Technology (AFIT) Department of
Aeronautics & Astronautics (ENY) requires a framing camera will be used to support student research in hypersonics, supersonic store separation, and ballistics testing of next-generation aircraft armor. High-speed cameras based on conventional technology are presently used at AFIT, but are note easily compatible with AFRL camera equipment and in-house developed software algorithm used to assess turbulence in hypersonic flow fields.
As AFIT, and ENY specifically, increase research interaction with AFRL/RQH in the area of hypersonics and turbulent combustion, the capability of acquiring high-data-rate optical imaging equipment which is easy to adapt to use in tandem with AFRL and for software code which has required substantial development and investment, will become increasingly important. The high-speed framing camera requested here will enable sufficiently high frame rates and durations to be used in tandem easily with cameras, data acquisition systems, and in-house-developed software algorithms in use at AFRL and AFIT.
II. SCOPE: This document covers the purchase, installation, service, warranty, training, and commissioning of a framing camera that:
2.1 Must be capable of recording from 60 to 2,100,000 frames per second, including operation at the following minimum resolutions and speeds:
2.1.1 Full resolution (1,024 x 1,024 pixels) recording to 20,000 frames per second.
2.1.2 1,024 x 1,000 pixels recording at 21,000 frames per second.
2.1.3 512 x 512 pixels recording at 67,200 frames per second.
2.1.4 256 x 256 pixels recording at 180,000 frames per second.
2.1.5 128 x 128 pixels recording at 360,000 frames per second.
2.1.6 256 x 56 pixels recording at 700,000 frames per second
2.2 A built-in shutter must enable easy black level calibration without needing to cover the lens
2.2.1 Shutter Speed – Must be capable of global electronic shutter operation as fast as to 159 nanoseconds.
2.2.2 System must be configured for 128 GBytes of memory
2.3 Dual SD cards mounted in the cameras rear panel shall provide an alternative method of ecorded image storage. These SD cards shall be easily swappable
2.4 Compatible with C-, F-, and G-mount lenses
2.5 Playback Modes – playback from 1 fps to 30 fps, forward and reverse, plus single step mode, forward and reverse. Must be capable of changing play rate and direction without stopping playback.
2.6 Camera will include built-in programmable delay generators for timing and trigger signals with a minimum resolution of 100ns.
2.7 It must be possible to physically connect the (new) camera to an existing Photron SA-
Z camera, presently in possession of AFRL/RQH, using a standard coaxial cable with
BNC connectors. IT must be possible to control both the camera and the existing
Photron SA-Z camera (at AFRL/RQH) using a single software package (e.g. PFV software). The camera control software should be enable the user to identify a
"master" and "slave" camera to achieve phase-locked synchronization. The software must allow viewing of LIVE, CAPTURED and SAVED video from one or both of the cameras in a single window.
2.8 Must be able to phase-lock multiple cameras to assure frame “0” is synchronized on all systems.
2.9 Must include automatic exposure where the shutter is adjusted to prevent pixel over exposure in the event of increased light within a scene. This feature must include the ability for the user to define a maximum shutter exposure so as to prevent motion blur occurring within the recording.
2.10 Must have 20μm square pixels (or larger) with a 12-bit Sensor (pixel depth).
2.11 Must have capability of being controlled via RS422.
2.12 Must have the ability to partition full available memory into a minimum of sixty-four
(64) autonomous segments for multiple recordings without requiring download.
These partitions must be able to automatically increment after each recording.
2.13 The camera must include threaded mountings to enable both tripod and bolt mounting on at least three sides of the camera housing without additional mounting hardware being required.
2.14 Must be no larger than 10.3” (261.6 mm) H x 5.9” (150 mm) W x 14.8” (375.4 mm)
D (excluding protrusions). Must not exceed 23.15 lb. (10.5 Kg) weight.
2.15 Must include different trigger modes, including:
2.15.1 Start trigger.
2.15.2 End trigger.
2.15.3 Center trigger.
2.15.4 Manual (variable in frame/percent increments)
2.15.5 Random trigger.
2.15.6 Random reset trigger.
2.15.7 Random center trigger.
2.15.8 Random manual trigger.
2.15.9 Dual speed trigger.
2.16 Trigger signal must be switch closure, open collector or TTL and input via a BNC connector on the processor.
2.17 Excluding DC power input, video outputs, external data acquisition, and remote keypad, all inputs and outputs must be available by two connectors (General In and
General Out) located on the camera’s rear panel.
2.18 Camera operating voltage shall be between 18 and 36 VDC, 210VA. Camera operating voltage shall be between 18 and 36 VDC, 210VA. The camera must be supplied with separate (remote) AC to DC power converter unit.
2.19 The camera shall be compatible with National Instruments™ USB type Digital
Acquisition (DAQ) modules using an optional software plug-in.
2.20 Camera must be capable of operating reliably at temperatures 32 (0C) to 104F (40C) without any external cooling devices being required.
2.21 Must include a carrying case with cutouts for camera and power supply.
2.22 Must include a 2-year Manufacturer's Warranty
III. DELIVERY AND INSTALLATION: The manufacturer will ship the complete system to
AFIT within 90 days of contract award to

3.1 Must also include instructions and operating manual. One week advanced notice will be given of expected delivery date from the manufacturer. The shipper will confirm delivery intent 2 days prior to delivery. AFIT deliveries are available Mon-Fri 8-2 EST.
The building has a floating dock with 5K lbs capacity.
3.2 A short semi-truck is necessary for accessing the floating dock at AFIT. The delivery vehicle will have the ability to offload the equipment onto the dock. Shall not require a forklift for offloading. No shipping box will be greater than 8’X 8’. AFIT technicians will be responsible for moving the equipment from the dock into the building, provided it is crated and in good condition.
3.3 A Delivery Point of Contact (POC) will be identified in the schedule of the final awarded contract.
IV. TRAINING: Technical service representatives will provide telephone availability for any setup- and operating-related questions
V. WARRANTY: Free from defects in material and workmanship, under normal and proper use in accordance with our instructions in the maintenance manual for a period of two (2) years.
VI. PAYMENT: Full payment after delivery and proof the system operates as designed and meets the technical requirements listed above. This proof includes a signed installation document certifying those requirements have been met. 100% payment after delivery.
The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made.
6.1 A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award
VII. DELIVERY PROCEDURES COMMERCIAL VEHICLES: All vehicles larger than a large pick‐up truck are required to be inspected by the Wright‐ Patterson Air Force Base
Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
7.1 Vehicles to be inspected include, but are not limited to, the following:
7.1.1 Step van/panel truck
7.1.2 Tractor/trailer, box, and flatbed containing cargo
7.1.3 Tanker trucks
7.1.4 Box Trucks
7.1.5 Tour buses
7.1.6 Garbage/recycled waste trucks
7.1.7 Concrete trucks/mixers, dump trucks
7.1.8 Cranes, recreational vehicles, petroleum tanker
7.2 This inspection will be conducted at Gate 16A located off State Route 444. The following are exceptions to vehicles utilizing the CVDG:
7.2.1 If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the
CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on
Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B.
If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
7.2.2 If a delivery vehicle must exit, and then re‐enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates
15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre‐clearance form. The driver shall present the pre‐clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.
7.2.3 Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre‐ clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.
7.3 Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller
