Section B: Description of the Supplies/Services Required

The 96th Range Group supports testing on many of Eglin Air Force Bases' telemetry sites by providing customized instrumentation to the sites. This requirement is for three (3) telemetry data recorders and components (see part listing below) to upgrade existing instrumentation systems previously upgraded to meet new spectrum relocation requirements. This acquisition requires Safran brand name recorders to ensure compatibility with the existing recording system.

Parts Listing: GMDR-12 MDS (SHS505-32006-3), Cables (SDS105-0014, and SDS105-0010), PCM Cards (SHS511-2002), GPS Receivers (SHS505-2041), Commercial Storage Modules, solid-state disk (SHS505-12200), and Signal Module Blanking Plates

(SHS120-0502/5/6).

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW FAR 13.106-1(b)(1)(i), Contracting Officers (CO) may solicit from one source if the CO determines the circumstances of the contract action deem only one source reasonably available. (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization)

The instrumentation installed at the various telemetry sites is used to collect, record, transmit and receive data collected from standard aircraft systems or sensors and data collection units installed by 96RN. To maximize efficiency, the 96 RN has standardized its systems across exiting and new GRE sites. This greatly improves the flight's ability to maintain, upgrade, and monitor systems and cut costs.

This acquisition is an incremental upgrade to the exiting instrumentation systems that have been upgraded to meet new spectrum relocation requirements. This requirement will provide interoperable recorders that are compatible with the existing range recording system.

Safran are the only known recorders able to fulfill the Government's capabilities, to include the specific physical size, electrical interfaces and common cards required to be compatible with the instrumentation systems, both mechanical and electrical, currently installed in 96 RN supported telemetry sites. Existing recorders can be reconfigured for different mission requirements and require all system cards and cables to be plug and play with other site recorders. The continued use of Safran recorders will ensure streamlined integration into existing systems not only on Eglin, but down range telemetry sites as well.

Market research was conducted IAW FAR Part 10. Due to the need for interoperability with the existing range recording system, no other manufacturer's product will meet the mission requirement.

The manufacturer has identified authorized distributors/resellers. There is no current GSA pricing for the required products, and a search conducted on NASA SEWP and revealed 1 part was available from 1 vendor. Since Safran is a large business, a small business set aside is not permitted as the prime contractor supplying the products to the Government is required to cover at least 50% of the cost of manufacturing those products. Therefore, this acquisition will be posted to www.beta.SAM.gov as a brand name full and open acquisition allowing for competition with authorized distributors and the manufacturer.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Government continually surveys the market to support procurement requirements. Availability is supported by the particular product required to meet the minimum needs of the Government. All current and future needs will consider competition where applicable to preclude the necessity for future sole source brand name acquisitions of the same supplies/ services. It is in the best interest of the Government to encourage competition where applicable to core mission demands.

A market survey will be conducted when future units are required or new technology is utilized by the Government to verify if any additional distributors have entered the market.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
