Single Source Justification (Simplified Acquisition)
SOURCE SELECTION SENSITIVE
November 2018 SOURCE SELECTION SENSITIVE Page 1 of 1
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: OL:H/PZIMB
Project/Program Name: Praxair Thermal Spray Equipment Service and Calibration
Purchase Request / Local ID Number: N/A
Estimated Contract Cost (including Options): $156,883.00
Section B: Description of the Supplies/Services Required
The 532 CMMXS HVOF requires a service contract to inspect, service, repair (as necessary), calibrate, and certify specific thermal spray equipment items located in the flame spray shop in Building 511 at Hill AFB.
The contractor shall provide all management, tools, supplies, equipment, and labor necessary to complete the required service.
Section C: Justification for Soliciting from a Single Source or Brand Name
Praxair owns the detail drawings and process codes (data rights) for the equipment in the shop and maintains the design configuration of the equipment. The HVOF controllers (microprocessors) are password protected.
Password Level (5) is reserved for Praxair use (factory access only). Calibration service by an unqualified and/ or unknowledgeable service provider poses a serious risk to critical Air Force assets and readiness.
Section D: Efforts to Obtain Competition
The Praxair thermal spray equipment system is patented and highly specialized. Internet searches were conducted and there are other companies that state they can service the equipment but they don't have the backing of the manufacturer nor do they have access to the proprietary information and passwords.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Unless Praxair authorizes a third party to have access to its proprietary drawings, process codes, and passwords, Praxair will remain as the sole provider for the thermal spray equipment.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
