Section B: Description of the Supplies/Services Required
The 809th MXSS/MXDEA has a requirement for preventive maintenance service and repair on two (2) JEOL Variable Pressure Scanning Electron Micorscopes at Hill Air Force Base, UT. This contract will be for a one (1) year base plus four (4) options years. The contractor shall provide all labor, tools, parts, material, equipment, transportation and other incidentals necessary to perform these services at Hill Air Force Base, UT.
Section C: Justification for Soliciting from a Single Source or Brand Name
JEOL USA Inc. is the OEM of the JEOL Variable Pressure Scanning Electron Microscopes. JEOL was contacted to see if there was any authorized third-party service providers. JEOL responded in a letter dated 8 Feb 23 stating that JEOL USA, Inc. is the sole factory authorized provider of service and sales in the United States and Canada.
Factory training and JEOL training center instruction in maintaining JEOL instrumentation are available only to current, qualified JEOL Service Engineers.
Section D: Efforts to Obtain Competition
The Government has performed Market Research by contacting vendors known to perform similar services and researching solicitations for previous contracts FA8224-14-M-0010 and FA8224-18-C-0034. Because of the requirement for service technicians to be certified from JEOL it was concluded that no other company is capable of performing this service.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government would need JEOL to assist in qualifying government employees to gain organic capabilities, JEOL has stated they do not offer third party certification for these services. At this time, the cost is too high to invest in a new open source system that will replace the current equipment and preclude a future single source.
Future needs will continue to be sole source for the life of these machines as the procurement of new equipment would create a substantial duplication of cost to the Government not expected to be recovered through competition.
