The purpose of this document is to provide a justification for the solicitation of brand name equipment for the following items, incorporating the use of Trimble GPS systems:

1. One (1) CAT 140M 3D Motorgrader with GCS900 GPS blade with 12 ft blade, 43,325 lb. Machine Weight

2. One (1) GPS Technology Package for 140M Grader

3. One (1) CAT 259D3 Compact Track Loader with 2,010 lb. operating capacity

4. One (1) Forks Attachment for CAT 259D3 Compact Track Loader (CTL)

5. One (1) 8ft GB 124 Smart Grader Blade for CAT 259D3 CTL

6. One (1) GPS Technology Package for CAT 259D3 Compact Track Loader

Standardization Across the RED HORSE Enterprise:

The entire RED HORSE Enterprise exclusively utilizes Trimble Brand GPS Grade Control/Equipment Control and Trimble Brand GPS survey equipment/software. By choosing CAT equipment that is compatible with Trimble GCS900 Grade control, the 823 RHS can ensure that all electronic components are interoperable, reducing the potential for technical issues and the need for additional training.

Training and Proficiency Enhancement for New Operators:

The 823 RHS has a few new equipment operators who require training and experience with the Trimble GCS900 system. The CAT M140 Grader set up with Trimble GCS900 Grade control will help these operators enhance their proficiency before upcoming deployments, where they are expected to use this equipment at deployed locations.

Cost Savings and Efficiency with Grader Attachment for Compact Track Loader:

Section D: Efforts to Obtain Competition/Alternative Solutions

The decision to use a grader attachment with Trimble GPS and Laser systems for the CAT 259D3 Compact Track Loader, as opposed to a full-sized grader, is a cost-effective and efficient solution. The size of the facilities assessed by the 823 RHS does not require a full-sized machine to accurately attain design specifications, making the use of a smaller piece of equipment with Trimble GPS/Laser systems more efficient.

Consistency Across Heavy Equipment Assets:

Utilizing Trimble GPS/Laser systems with the CAT equipment will allow the 823 RHS to maintain consistency in the use of plans and design files across heavy equipment assets without the need for additional inputs or software that is not currently in use.

Compatibility with Existing On-Site GPS Equipment:

The GPS equipment currently available on-site is designed for use with CAT equipment. By selecting CAT equipment with compatible GPS Grader blade attachments and the CAT Grader with GPS, the organization can ensure seamless integration with the existing GPS systems without the need for additional investments.

In conclusion, the solicitation of brand name equipment from Caterpillar for the specified items, incorporating the use of Trimble GPS systems, is justified by the need for compatibility, standardization, training and proficiency enhancement for new operators, cost savings and efficiency, consistency across heavy equipment assets, and compatibility with existing on-site GPS equipment. This decision will ultimately contribute to the successful completion of the project.

We took the following steps to obtain competition:

1. Posted a Sources Sought: We took the first step towards obtaining competition by posting a Sources Sought on sam.gov. This signaled to potential suppliers that we were interested in receiving price, delivery, other market information, or capabilities for planning purposes and our procurement needs.

2. Encouraged alternative solutions: Our Sources Sought included language encouraging potential suppliers to propose alternative solutions to the specific brand name requests made by our organization. This helped to ensure that we were not limiting ourselves to a narrow range of options and could obtain more competitive solutions.

3. Limited barriers to entry: By posting a Sources Sought on sam.gov, we may have reduced barriers to entry for potential suppliers who might not have otherwise been aware of the procurement opportunity. This may have encouraged new suppliers to enter the market and compete for our procurement needs.

4. Conducted market research: Our organization conducted market research to identify potential suppliers who may be able to provide the goods we need. This helped to ensure that we were reaching a larger pool of potential suppliers and obtaining competitive solutions.

5. Reviewed responses: We reviewed the four responses received in response to the Sources Sought. While the responses did not provide alternative solutions to the brand name requests made by our organization, we learned more about the competitive landscape for our procurement needs.

Overall, we took several steps to obtain competition, including posting a Sources Sought, encouraging alternative solutions, reducing barriers to entry, conducting market research, and evaluating responses. While the responses did not provide the desired level of competition, we can use the information gathered from the responses to modify our procurement approach and continue to seek out competitive solutions.
