About this file

This document summarizes the justification for a sole source award of a federal contract opportunity. The opportunity is for Electronics Surveillance Equipment (EEA) Down Converters for use in the Photonics Mast system. Boeing-Argon selected Mercury Systems Inc. as the sole provider capable of meeting all functional and performance requirements for integrating the Down Converter into the Photonics Mast and EEA design. Developing and certifying an alternative supplier for the Down Converter would require over $9 million and 60 months to complete extensive design, testing, integration, and documentation tasks. Given the substantial costs and delays in establishing a second source, it is in the government's best interest to award this requirement to Mercury Systems Inc. on a sole source basis to prevent unacceptable delays and duplication of costs in providing Down Converters for the Photonics Mast EEA units until they reach end of life.

Text version

Photonics Mast. Boeing-Argon, the EEA OEM, selected MERCURY SYSTEMS INC. as the sole provider capable of producing a Down Converter, which meets all the requisite functional and performance parameters of the EEA System. Down Converter was integrated into the

Photonics Mast/EEA design and other ancillary system components that have been tailored to operate with the MERCURY SYSTEMS Down Converter, ensuring all functional and performance requirements are met.

The Down Converter is a highly complex electronic circuitry requiring highly specialized manufacturing processes to ensure the functional and performance requirements that are achieved. MERCURY SYATEMS INC. is the only source certified by Boeing-Argon to meet all the Photonics Mast and EEA Specification requirements that currently possesses the unique knowledge, expertise, and manufacturing facilities required to produce and deliver the Down

Converter for the Photonics System.

In order to develop and certify a second source of supply for the Down Converter, the Photonics

Mast PARM (PMS435) would have to certify a prospective design to ensure all the functional, performance, and environmental requirements of the Photonics Mast are satisfied. The table below identifies the tasks, schedule, and estimated cost that would be required:

Task Cost Schedule Development Effort

1 $2,000,000 12 months

Development of Down Converter to meet space, weight, power, environmental, functional and performance requirements

2 $500,000 3 months Development of software and firmware to meet functional and performance requirements

3 $500,000 3 months Conduct Product Verifications Testing

4 $400,000 3 months Environmental/shock testing at component level

5 $800,000 3 months System level Government Floating Shock Platform

Testing (Barge)

6 $4,000,000 24 months

EEA integration into Photonics Mast for barge/shock test and lab/at sea validation testing (Mast not useable after shock testing)

7 $500,000 6 months

Modification of technical drawing, configuration management processes, and logistics documentation to support material changes

8 $500,000 6 months Laboratory and at-sea regression testing to validate

EEA performance

$9,200,000 60 months Alternate Source Total Cost & Schedule

Based on the above, it is in the Government’s best interest to award this requirement to

MERCURY SYSTEMS INC. on a sole source basis to prevent unacceptable delays and substantial duplication of costs in providing Down Converters.

RESELLERS:

This is a non-commercial part; NUWCDIVNPT will continue to contract with

MERCURY SYSTEMS INC on a sole source basis to support repair of Photonics Mast EEA using new Down Converters for the Fleet until these units reach end of life. As such, there are no actions to remove barriers to competition at this time. There are no resellers as confirmed by

MERCURY SYSTEMS INC in an email dated 20-JUL-2023 and uploaded to the contract file.
