Section B: Description of the Supplies/Services Required

Install Fiber Optic cabling from FAA's Anchorage Air Route Traffic Control Center to Fire Station 3 to support radar feeds for

ALCOM

Section C: Justification for Soliciting from a Single Source or Brand Name

AT&T is the only company revealed to be capable of fulfilling the requirement due to AT&T's unique equipment and configurability to AT&T's network which enable their network devices to be monitored and configured dynamically and remotely. Awarding to any other vendor would add significant risk to the Government'sability to meet customer expectations and ensure reliable and secure connectivity at alllocations through AT&T's remote management system and remote security services. This service falls under JBER network equipment on Other Transaction Agreement (OTA) FA8726-18-9-0001 and no other vendor would be able to complete this service due to proprietary information held by AT&T.

Section D: Efforts to Obtain Competition

No other sources would be capable of meeting requirements for AT&T's back-end support systems across AT&T's commercial network.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

To the maximum extent possible, purchasing equipment that is not only compatible with a single manufacturer.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
