STATEMENT OF OBJECTIVES (SOO)

Project: FAA to Fire Station 3 Fiber Optic Cable Install

1.0 Purpose: Install Fiber Optic cabling from FAA’s Anchorage Air Route Traffic Control

Center to Fire Station 3 to support radar feeds for ALCOM.

2.0 Scope or Mission: This effort is to install 24 strands of fiber optic cabling from the FAA building outside Boniface Gate to Fire Station 3 on JBER

3.0 Period and Place of Performance: This work is to happen on or around JBER starting on the spring of 2022 and end by 1 Nov 2022.

4.0 Background: This is needed to resolve fiber saturation on base infrastructure.

5.0 Performance Objectives: Engineer, Furnish, Install, and Test (EFI&T) 24 strand single mode fiber optic communication cable from FAA Bldg, 700 North Boniface Pkwy, to Fire Station 3 bldg 3786 on JBER. Contractor must provide and terminate fiber into a 48 port small form factor fiber patch panel in room 17 of the FAA bldg. The distant end of the fiber will be terminated in a 24 port small form factor patch panel in the communications room of Fire Station 3. All Connectors will be LC format. Materials, installation and testing will comply with industry standards outlined in JBER Telecom Criteria (attached).

6.0 Deliverables / Schedule: Contractor will provide 24 Strands of single mode fiber optic communications cable and associated parts/equipment to provide a usable communications link from the FAA bldg. to Fire Station 3 on JBER. Contractor will provide an installation schedule within 10 days of contract award. Contractor will provide informal weekly progress reports to the 673 CS project manager. This project must be completed and turned over to the government within 6 months of award date.

7.0 Operating Constraints: All work on this effort should happen during normal duty hours of 0730 to 1630. Any work outside these hours must be approved by the 673 CS project manager. Contractor must ensure they comply with confined space requirements when working in manholes and hand holes.
