Section B: Description of the Supplies/Services Required

The 531 CMMXS requires purchase of Elevator Modernization equipment and installation. The use and availability of the elevator is critical to move parts and personnel to the second and third floors. The elevator is also required to be in operation for ADA. The contractor shall provide all labor, materials, tooling, and equipment to complete modernization and upgrade of elevator.

Purchase of elevator components to include:

Machine Room- New Governor-New Door opener-Upgrade Hoistway door Equipment-Upgrade Car and Hall Fixtures-New Car and Hoistway-New

Section C: Justification for Soliciting from a Single Source or Brand Name

The current elevator equipment installed in bldg 503 is manufactured by Schindler. In order to upgrade and modernize the current equipment, Schindler manufactured equipment is required to maintain compatibility and operation standards. Research also indicated using another vendor would void any OEM warranties and would be ineligible for the Preventative Maintenance contract under the 75th ABW. It is not in the best financial interest of the government to remove and replace the entire elevator shaft/material.

Section D: Efforts to Obtain Competition

Schindler is the manufacturer of the equipment required to upgrade and modernize current equipment. The acquired equipment must be compatible to existing equipment and material currently installed. Only one (1) large business was identified during market research who is capable of providing the compatible material and service. Schindler is the OEM of the existing equipment in bldg 503. Research indicated using another vendor would void any OEM warranties and would be ineligible for the Preventative Maintenance contract under the 75th.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

At this time, Schindler is the brand name source of the equipment required to complete the upgrade. Future market research will be conducted based on the project & equipment requirements as they appear.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
