2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Network Contract Office (NCO) 10 intends to award a new, firm fixed price, brand name purchase order to the Original Equipment Manufacturer (OEM) Double Black Imaging or their Service Disabled Veteran Owned Business (SDVOSB) distributor, Trighton Light Medical for DBI Gemini Radiologist Workstations.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Double Black Imaging, is uniquely qualified to provide the licenses:

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by the Contracting Officer and the service to identify available sources to meet the requirements as follows:
VetCert, DSBS, National Contracts, Interagency Contract Directory, GSA, FSS, FPDS, BIC, FDA, and Troop Support Medical Supply Chain were reviewed with the following results:
VetCert was queried, as required, using NAICS 334111 The search provided 481 results.
Veteran Small Business Certification (sba.gov)
A search was conducted in Small Business Administration (SBA) Dynamic Small Business Search (DSBS) SBA - SBA Search Results under NAICS CODE 334510 and key words “radiologist workstation” with no results.
A search was conducted on the Interagency Contract Directory Interagency Contract Directory Portal with key words “radiologist workstation” with no results.
A search was conducted on GSA eLibrary Search Results (gsaadvantage.gov) with key words “radiologist workstation” with no results.
A search was conducted in Federal Procurement Data System (FPDS) FPDS-NG ezSearch with key “radiologist workstation” with several results: FPDS-NG ezSearch
IAW OMB Memorandum M-19-13 Category Management: Making Smarter Use of Common Contract Solutions and Practices, this requirement cannot be satisfied through Best in Class contracting (BIC).
A search was conducted in The U.S. Food & Drug Administration (FDA) Search | FDA with key words with several results: FPDS-NG ezSearch with no results.
A search was conducted on The DLA Troop Support Medical Supply Chain Medical Supply Chain Homepage (dla.mil) with key words with several results: FPDS-NG ezSearch with no results.
The NMR does apply to NAICS 334111 and SBA does provide a class waiver.
FITARA is required. The FITARA approval number is 179496.
There are no BAA/TAA issues, IT is exempt in FAR 25.103(e).
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
