About this file

This is a Justification for Sole Source Procurement (Form MMO#102) submitted by the South Carolina Department of Transportation to the State Fiscal Accountability Authority. The agency seeks to procure J-Tech LaneBlade push bumpers and debris removal devices for the State Highway Emergency Program (SHEP) fleet. The LaneBlade is a hydraulically operated, truck-mounted tool designed to perform multiple functions, including clearing road debris and serving as a push bumper to move disabled or stalled vehicles from travel lanes. The device enables a single SHEP responder to remove debris quickly and safely without personnel exposure to highway traffic, thereby reducing traffic congestion and minimizing the need for lane closures. No specific quantities, response dates, due dates, or contract term information is provided in the justification document.

J-Tech is identified as the sole manufacturer and distributor of the LaneBlade, which forms the basis for the sole source procurement determination under S.C. Code Ann. 11-35-1560 and S.C. Regulation 19-445.2105. The agency conducted market research and determined that no other vendor's supplies or services would meet its operational needs. The document indicates that a quote from J-Tech is attached but not included in this file. If the procurement exceeds $50,000, the agency must obtain a Drug-free Workplace certification from the vendor. The justification was authorized by Justin P. Powell, Deputy Secretary for Finance and Administration, on August 9, 2021.
