Pre-Proposal Tele Conference 27 January 2015

SPRWA1-15-R-00087

Q&A

Engineering Questions

1. TDP provided includes a drawing with an incomplete parts list for P/N: 4J11024-241B NSN: 1560-00-469-5521UC. Looks like data was cut off the original when copying.

Response: Parts lists will be included with 4J11024

2. TDP provided does not include drawing(s) for P/N 4J11001 (NSN: 1560-00-485-1724UC).

Response: If 4J11001 calls out other drawings in the assembly tree then they must be included on the EDL (engineering Data List) and will be provided to the contractor.

3. Once the 3D models are accepted by the gov’t, will these be the standard by which the physical FA’s are inspected to?

Response: Yes, if the Form fit Function and the 3D laser scan passes then it will be used as a standard inspection model for any other fixed leading edges your company or other contractors submit.

4. The First Article Requirements forms 260, indicate that the first articles will be inspected using a Form, Fit, and Function test, which typically implies that the part is to be fit checked on the aircraft. Will the FA parts be dimensionally accepted via fit check method, or will they be accepted via CMM inspection to the gov’t accepted 3D CAD models

Response: The main dimensional check will come with the 3D laser scan and other measurements chosen by the engineer. The Form fit function check will validate the dimensional check by making sure no other parts on the aircraft are restricting installation or deviations in countor when installed on a frame member with complex curvature.

Two Validation processes will be used:

The part will need to pass a 3D scan for acceptance and a form fit function for acceptance.

The 3D scan can be considered billable.

When the amended solicitation is posted a CLIN will be added to incorporate a FA ClIN for the 3 D scan.

Additional clarification from Jonathan Zyne:

Two Validation processes will be performed

1) contractor will create a 3D model of the part that consists of the Outer and Inner contour of the part as well as any hole cutouts and closeouts.

Contractor will then send the 3D model into Robins for a virtual dimension check (WR will also make a 3D part for the comparison from the loft data and drawings to use against the contractor's 3D model). WR will then give a go-ahead to start tooling and making the actual part.

2) Once completed, contractor will send in the actual part in to be laser scanned for contour check and as well as any hand measurements to be taken.

As well, the part will be fit checked on the aircraft as a Form Fit Function. With this we will also do any other First Article tests to check for delaminations and material tests.

Program/Contracting Questions

1. There is no FA CLIN for PN 4J11001-195B. There is a FA CLIN for PN 4J11001-196B, which is the opposite hand part. Will there be a requirement to deliver a FA for PN 4J11001-195B, or is it planned that successful passing of the FA test on the opposite hand -196B will sufficiently demonstrate ability to build the -195B?

Response Part Number 4J11001-195B does not require a first Article. Like item 4J11001-196B will be First article tested and will serve as FA for both parts.

2. CLIN 0004 includes all data items. Is it the intent that these be priced altogether? Or shall separate pricing be established for A001, A002, A003, and A004? Can you clarify that delivering the 3D CAD models is a deliverable and can be invoiced upon acceptance by the gov’t?

Response A001 (Request for Deviation), A002 (Status Report) and A003 (Technical Data Review Report) are anticipated to be Not Separately Priced. A004 (Product Drawings/Models and Associated Lists) is expected to be separately priced.

Considering extending the days for the 3D CAD models, the drawings have to be reviewed in more details prior to final determination.

Configuration audit requests will be completed 30 days (A003, the Physical Configuration Audit (PCA) was written to be due in 60 days. My take on the vendor’s response was that the 60 day delivery schedule for the PCA for all parts might be a little iffy, but do-able. Also, CDRLS A003 and A004 are currently due at the same time, 60 days after receipt of contract award. The vendor noted that it would be more desirable to deliver and receive concurrence on the PCA prior to submitting the 3D CAD models.)

Two CDRLS may be separated and from the Lot and billed separately… (Yes, the two CDRLs considered for Separate Pricing are A003, the PCA, and A004, the 3D CAD Models)

3. The Requirements Description Statement, item 3.9, indicates that AS9100 compliance is required. This quality standard is not listed in the RFP. Will the RFP be revised to include this requirement?

Response Yes, the quality standard should be reflected. It appears that the contract clause implementing higher quality standards is in place.

4. The FA CLIN’s in the RFP indicated I/A Origin. Typically FA’s are I/A Origin/Destination. Will this be changed?

First Article CLINS should be Destination/Destination. This will be corrected with an amendment.

5. Is it anticipated that award for all CLIN’s be made to a single contractor?

Yes, this will be a single contractor award.
