About this file

This document contains questions and answers related to a federal solicitation for Minuteman Missile Cable Assemblies. The solicitation is for 15 national stock numbered cable assemblies and their technical data packages to support the Minuteman missile system. Questions covered included availability of custom parts, missing drawings, cable length tolerances, solder specifications, first article testing requirements, and operating and maintenance instructions. The Defense Logistics Agency Aviation is the contracting agency, and the acquisition is fully set aside for small businesses. Responses aim to clarify technical and testing requirements for potential offerors prior to the response date.

Questions related to SPRHA2‐23‐R‐0271 3/27/23

Q: Is there supplier for these parts?

RFE23050498‐001 Adapter Connector (Top Dwg: NSN: 5995‐01‐685‐2681) RFE23050497‐001 Adapter, IFD, Backshell (Top Dwg: NSN: 5995‐01‐685‐0827)

A: Both parts mentioned are custom machined parts. The dimensions and raw material are all included on the drawing. Any vendor looking to manufacture the cable will need to get a quote for these items from a machine shop so that the vendor can then use the parts for the cables.

Q: Drawing 23035592 is missing

A: The drawing in question, 23035592, is a Lockheed Martin drawing. There is also a comparable

Sunbank process drawing P.S.04M00018 that should be the same thing. We have spoken to both

Sunbank and Lockheed and they are unable to give us access to this drawing. The drawing is proprietary and cannot be shared with the AF. Lockheed informed us that in the past they have purchased the full assembly, RFE23050499, directly from Sunbank. We would suggest this route for any vendor looking to build these cables for us. The different cables all use different configurations of RFE23050499 (i.e.

RFE23050499‐513 and RFE23050499‐521).

4/6/23

Q: The zip file for line 0015 contains DWG RFE23050526 (W7026), not RFE23050533‐502.

A: RFE23050533‐502 attached to solicitation announcement.

4/17/23

Q: No statement of length tolerances for the cable legs or overall cable lengths.

A: Each cable drawing has a reference to drawing RFE23050010 in NOTE 4. This drawing should give the length tolerances, but it says the length tolerances are “per the associated drawing”, which does not have a length tolerance. The length of the cables are based on the items called out that make up the cable. All of the connectors and conduit have set lengths based on their given design. The conduit drawings have lengths and tolerances and the connectors have lengths set by the manufacturer. So, the overall length of the cable should be based on the items called out. Some items have length tolerances given in their respective drawings and some item’s length are set by the manufacturer. As long as the vendor follows the assembly as shown, the length will be set by the sub components design and length and the tolerances of conduits between the sub components.

Questions related to SPRHA2‐23‐R‐0271 4/20/23

Q: Exception to SN60WRMAP2 solder. Based on information reviewed, we have determined the solder is a 61.5% (Tin) & 37.53% (Lead). Use a 60% (Tin) & 40%(Lead). The 60/40 solder meets QQ‐S‐571.

A: There are alternatives listed for all the NSNs. The alternates vary by part number but include both

SN63WRMAP3 and SN63WRMAP2 which are both readily available for purchase.

5/16/23

Q: Will the original first article unit be returned to the contractor for updating?

A: The original first article will be held by the FA lab until the vendor coordinates with the FA lab on what they would like to do. The first article may be sent back the vendor if that is what they want, it will be between them and the FA lab.

Q: Can the Government elaborate on the testing identified and how the contractor should address any risks associated with unknown testing requirements?

A: The testing for these cables consists of making sure they fit in the fixture and function correctly electrically. There should not be any destructive testing, spare parts support, or repair required for any cable first articles.

Q’s:

1) Please clarify the requirement for the contractor to provide operating and maintenance instructions from the TDP provided for this solicitation.

2) Please provide clarification of the spare parts support requirement.

3) Similar to the question from subparagraph “e”, can the Government elaborate on the testing identified and how the contractor should address any risks associated with unknown testing requirements?

A: The testing for these cables consists of making sure they fit in the fixture and function correctly electrically. There should not be any destructive testing, spare parts support, or repair required for any cable first articles. The purpose of this clause is to make the vendor aware that the government may require collaboration on testing procedures. The vendor may be contacted for advice/suggestions during

FA testing.
