Package (TDP) and its proprietary rights are not owned by the Government and as such, the data required to produce a competitive TDP are not currently available. The quantity of parts in this PRON as compared to the cost of developing a new TDP as well as an alternate contractor of the associated components, testing and tooling, does not justify itself. An alternate contractor would need a detailed

TDP and detailed manufacturing information that would need to be generated utilizing reverse engineering methodology through the use of considerable Government resources. The cost of such resources would not be recoverable through low volume subsequent competition. The engineering estimate for the cost of developing an alternative source includes the TDP development, reverse engineering, procuring proprietary data, product tooling, manufacturing tooling, testing and qualification and engineering/personnel resources. Considering these factors, the engineering estimate is well over

$2.5-3 Million. This estimate is purely an engineering estimate based on engineering experience.

Additionally, the timing to execute a new program with an alternate contractor is estimated to take approximately 2-3 years, which would render equipment unusable for that period of time, which does not effectively serve the mission requirements.

6. Efforts to Obtain Competition: Competition will not be pursued at this time, due to the timing, complexity and resources required to produce these parts. A single-source action to this contractor is in the best interest of the Government to meet the quality needs.

7. Actions to Increase Competition: The approved source, Pearson Engineering Limited (PEL), is the sole owner of their drawings and technical data rights. The Government did not buy their proprietary rights to produce a competitive TDP and the contractor did not express interest in selling the TDP to the government when asked. Pearson Engineering Limited (PEL) has demonstrated the ability to establish and maintain the processing required to successfully producing a finished item. The approved source has produced and qualified parts and subcomponents in the past for both the USMC and Army Assault

Breacher Vehicle (ABV).

8. Market Research: PdM Bridging and TARDEC Bridge Team personnel continually monitor the marketplace for military bridging related technology in accordance with FAR 10.002(b)(2).This market research includes PdM Bridging attendance at the October 2017 Association of the United States Army

(AUSA) conference, and the Ground Vehicle Systems engineering and Technology Symposium

(GVSETS)/ Advanced Planning Briefings for Industry (APBI) events. Aside from these events, which afforded engineering the opportunity to engage with industry leaders. We also communicate via weekly face to face Integrated Product Teams (IPTs), telecoms, an email exchanges with Tank Automotive

Research, Development, and Engineering Center (TARDEC), Program Manager (PM) Abrams, Anniston Army Depot, and Army Research Laboratories. This item appears on the Competition

Advocate’s List (CASL) but does not appear on the Advanced Procurement Planning List (APPL) dated

16 JAN 2018. Vendors interested in pursuing source approval on this item are instructed to contact the

Source Approval Officer in the Competition Management Office.

9. Interested Sources: A Sources Sought Synopsis for this NSN was posted on Fed Biz Opps on 05

JAN 2018 to see if there is any interest from perspective Offerors at this time. The Synopsis is valid for a year and references the Three Station Base Assembly (LDCS Turret Application) NSN: 2590-99-551-

5216 Part number: CS3134 End Item: Assault Breacher Vehicle. To date no other known source has expressed interest in writing regarding the manufacture of this item.
