*** End of Narrative A0000 ***

The purpose of Amendment 0001 to SPRBL1-18-R-0022 is for the following:

1. To change the weighted factors in the Price Evaluation factor of Section M.

From:

5831-01-491-9407 Range 1-100 Weight = 10%

Range 101-200 Weight = 80%

Range 201-300 Weight = 10%

To:

5831-01-491-9407 Range 1-100 Weight = 20%

Range 101-200 Weight = 60%

Range 201-300 Weight = 20%

2. To provide the following clarifications with regard to the solicitation:

a) The Best Estimated Quantity (BEQ) listed on page 2 is an estimate on how many units the Government thinks it will order in a year and the Government provides it for planning purposes only. There is no guarantee that the Government will order 187 units a year and it does not mean that the Government will order all 187 units at once. However, if one looks at the range quantities listed in the ordering years of the solicitation the Government could technically order all 187 units at once.

b) The delivery schedule listed on page 13 is the Governments requested delivery schedule for when a delivery order is placed.

If a delivery order is for over 45 units then the Government is asking the offeror to deliver 45 units 150 days after receipt of the order (ARO). The offeror will then need to ship 45 units every 30 days until the delivery order is completed. For example, if the

Government places an order for 100 units then the offeror would ship the first 45 units 150 days ARO. The offeror would then ship another 45 units 30 days after the first scheduled delivery and the remaining 10 units would be shipped 30 days after the second scheduled delivery. If the delivery order is for 45 units or less the offeror would need to ship that quantity 150 days ARO.

c) The Government does not know if future requirements would exceed 187 units a year as there are numerous factors that go into predicting future needs.

d) ELIN E001 refers to a Contract Data Requirements List (CDRL) in the Statement of Work (SOW). The SOW was posted to

FedBizOpps along with the solicitation and it discusses the CDRL and how it applies.

e) The Government can place more than one delivery order per year. The number of delivery orders per year will depend on the requirements at that particular time.

3. Offerors are required to return a signed copy of this amendment with their proposal submission.

SECTION M - EVALUATION FACTORS FOR AWARD

EVALUATION OF PROPOSALS_______________________

The Government will award a contract or contracts from this solicitation to the responsible offeror(s) who propose the lowest evaluated price, and who submits a technically acceptable proposal. In order to be considered for award, an offeror must meet or exceed the technical acceptability standards for the following non-price factors:

Technical Acceptability Standards:

1.) Supplies; Terms and Conditions: Supplies; Terms and Conditions will be evaluated on an acceptable or unacceptable basis.

a.Acceptable Supplies; Terms and Conditions shall be defined as an offer that meets the minimum requirements of the solicitation, including the Governments product specification requirements in Section B and all the requirements identified in the SOW in Section J (Exhibit A).

b.Unacceptable Supplies; Terms and Conditions shall be defined as an offer that does not meet the minimum requirements of the solicitation.

2.) Past Performance: Past performance will be evaluated on an acceptable or unacceptable basis.

a. An offeror's past performance will be determined to be acceptable if, based on the offerors recent performance record on efforts involving same or similar items, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown.

b. An offeror's past performance will be determined to be unacceptable if, based on the offerors recent performance record relating to contracts for same or similar items, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

c. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable".

d. For this solicitation, recent performance is defined as two years.

Price Evaluation:

(1) Prices offered must be unit prices only which are clearly stated and which require no further interpretation by the Government to determine the actual offered price. Prices must not be stated as part of a pricing formula or as charges per lot. Unit prices offered must include costs of compliance with all solicitation requirements, with the exception of additive CLINs. For each item of supply for which a price is offered, prices must be offered for each quantity increment and year. Failure to submit proposed prices in accordance with these instructions may result in rejection of the offer.

(2) Price will be evaluated by applying the following weighted factors:

NSN: 5831-01-491-9407: Range 1-100 Weight = 20%

Range 101-200 Weight = 60%

Range 201-300 Weight = 20%

A weighted unit price will be calculated for each range as follows:

Range 1 Proposed Unit Price X Range 1 Weight = Range 1 Weighted Unit Price

Range 2 Proposed Unit Price X Range 2 Weight = Range 2 Weighted Unit Price

Range 3 Proposed Unit Price X Range 3 Weight = Range 3 Weighted Unit Price

This process will be repeated for each contract year. The weighted unit price for each year will then be multiplied by the estimated annual quantity (187 each) to arrive at a total annual evaluated price for each year. The total annual evaluated price for each of the five years will then be summed to arrive at a total estimated 5-year contract price.

(3) Price related evaluation factors may be included in determining a total price for evaluation purposes. Factors may include proposing

FOB origin, etc.
