SPECIFICATION FOR 10,000 POUND CAPACITY TELEHANDLER

The following documents form a part of this specification to the extent specified herein. Unless otherwise indicated, the issue in effect on the date of an invitation for bids or a request for proposals shall apply.

Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document supersedes applicable laws and regulations unless a specific exemption has been obtained.

1. General Equipment Requirements:

Specifications and Required Features for 10,000 pound capacity telehandler which shall meet the minimum salient characteristics defined herein:

1.1 Design Characteristics.

Operational Specifications:

• The telehandler will be used in a rough terrain, marine environment during the repair of

Navy ships, specifically a waterfront environment on a repair pier or the flight deck of a ship.

• The telehandler shall be D Safety Rated and certified in accordance with UL 558.

• The telehandler shall be diesel powered.

• The telehandler shall be capable of performing a 10,000 pound lift at a 24 inch load center to a lift height of 44 feet.

• Other minimum capacities:

o 3,000 pound capacity at a maximum forward reach of 31 feet with outriggers o 60 inch fork length

Additional Required Features and Operational Requirements:

• The lift truck should be equipped as follows o Automatic self-leveling fork system o Hydraulic fork positioners o Auxiliary hydraulics used for all attachments equipped with cylinders or other hydraulic components o Integral side shift o Quick carriage release o Pneumatic tires designed for rough terrain environment o 4-wheel drive with planetary axels o 4-wheel steering with 3 modes (2-wheel, coordinated, crab) o Wet disc brakes o Back-up alarm o Dual side rearview mirrors o Two cab mounted front work lights o One rear work light o Two brake/tail/back-up combination lights o Two boom mounted work lights o Turn signals with hazard warning capability o Amber strobe light o Green fuel cap to designate diesel fuel type o Diesel fuel filter with a minimum opening of 1.5 inches in diameter o Steering wheel without knob o Keyed start/run switch o Lifting and tie-down provisions o Lead free and Chromate free paint, yellow in color per SAE AMS-STD-595 Type

• The unit shall require only one man to operate.

o The operators compartment shall include safety belts (operator restraint system), wipers, removable doors, heater, defroster, emergency brake, and emergency shutdown switch.

Supplemental Requirements:

• All parts will be free from defects in design, material, and fabrication and shall conform to this specification.

• The telehandler shall be packaged and prepared adequately for oversea shipment and delivery to port.

o If the telehandler’s boom is removed for transportation, the vendor shall be responsible for reassembly of the boom and performing a load test after reassembly to certify that the fully assembled telehandler is operational. All assembly work shall be performed at the shipping destination identified. The vendor shall be responsible for providing all the tools, personnel, and supporting equipment required to perform the boom reassembly task.

• The telehandler must meet the requirements of ANSI/ITSDF B56.1.

• Engine emissions must be compliant with EPA and California Air Resources Board

(CARB) Regulations at the time of delivery.

o The manufacturer shall complete the CARB registration form and return the completed form to the Government point of contact. The CARB registration form will be turned over to NAVSUP WSS upon completion.

• The machines shall not contain any polychlorinated biphenyl (PCB) compounds, Mercury, or Asbestos.

Deliverables:

• Three (3) hard copies and one (1) electronic copy, in Microsoft Word or PDF format, of all technical manuals relevant to this machine:

o Operating instructions including pre-operational checks, start-up, shut down, and emergency shutdown procedures o Maintenance, service, and overhaul instructions, including all preventive maintenance schedules and lubrication chart o Trouble-shooting guides o Parts list containing: illustrations, part numbers, part nomenclature, original manufacturer, cross reference numbers, and recommended spare parts including quantities o Energy control procedure, in accordance with 29 CFR 1910.47, OSHA Energy Control Standard to bring equipment to a zero energy state for service and maintenance o All mechanical, hydraulic, and electrical schematics showing discrete components/block diagrams/wiring diagrams with inputs and outputs identified/system electrical interface documents and drawings for the specific model of all machine equipment/drives/controls supplied o Safety Data Sheets (in GHS-SDS Format) and Technical/Product Data Sheets for any hazardous material used to manufacture or contained within this machine.

• Written certification on manufacturer’s letterhead that the machine contains no detectable PCBs.

• Written certification on manufacturer’s letterhead that the machine is in compliance with all specific requirements of “OSHA Safety and Health Standard (29 CFR 1910), “General Industry”, that are applicable to the machine.

• Completed California Air Resources Board (CARB) registration form

1.2 Electrical Components. All electrical components including motors, starters, relays, switches, and wiring shall conform to and be located in accordance with the applicable NFPA, NEMA, and ANSI standards for the intended application.

1.3 Motors. Motors shall be rated for continuous duty. Motors shall be equipped with ball bearings of the sealed and permanently lubricated type. All electrical motors shall meet NEMA- MG1 requirements.

1.4 Bearings. All bearings contained within this machine and the entire system must be U.S.

or Canadian manufactured. If they are not U.S. or Canadian manufactured bearings, the vendor must provide a list of exact U.S. or Canadian made equivalent bearings that can be used for replacement of each bearing within this equipment or system. This requirement is in accordance with Defense Federal Acquisition Regulation Supplement (DFARS 252.225-7016).

1.5 Electrical Connections. Electrical connections within the equipment shall be complete and shall be made via terminals on the components, terminals, or circuit boards and bussing.

Splices between terminations are not permitted. All terminals and connections shall be secured to the manipulator so that short-circuit currents shall not cause distortion. Proper identification of wiring, bussing, terminals and circuits for function, polarity, phasing, etc., shall be adhered to throughout the equipment. Identification shall be in the form of wire markers, color coding, permanently engraved plates, and permanent markings on the devices. Adequate spacing shall be maintained throughout to avoid excessive bending of cabling and wiring, to maintain adequate separation and creepage distance between electrical potentials and between these potentials and ground, and to permit ease in disconnecting wiring and cabling during trouble-shooting and repair.

1.6 Electrical Motors. Motors supplied for use on the manipulator covered by this purchase specification shall conform to the requirements of NEMA MG-1.

1.7 Grounding. Exposed, non-current carrying metal parts on the equipment shall be maintained at common, zero ground potential. None of the primary circuits in the equipment shall be connected to ground. A ground stud or lug on the equipment shall provide means for grounding the equipment for safety to personnel. A NEMA-type grounding plug that effectively grounds the equipment shall be acceptable for cord connected equipment.

1.8 Emergency Stop Buttons. The equipment specified herein shall be provided with emergency stop buttons (switches) at the equipment control panel. These stop buttons shall be colored red with a yellow background, and shall be labeled with the words “EMERGENCY STOP” engraved on top. When activated, the emergency stop buttons shall disconnect all electrical power to the equipment such that all operations or functions will immediately stop or cease.

1.9 Hour Meter. The manipulator shall be equipped with an hour meter. The hour meter shall be installed to display accumulated operating time for the main drive motor. The meter shall be of the non-resetting type and shall have a range of 0 to 99,999 hours in increments of not greater than 1 hour. The meter shall be sealed to prevent the entrance of dust and moisture and shall be mounted to withstand shock and vibration generated by the equipment.

1.10 Portability. To facilitate the moving and positioning of the manipulator by fork truck or overhead crane, the machine shall be equipped with integral lifting lugs or other type lifting attachments, located and secured at the proper lifting and balancing point(s) on the manipulator.

The lifting attachments shall be of sufficient strength that ensures safety when lifting.

1.11 Hydraulic Systems. Hydraulic systems shall include filtration, protection from over pressurization, and comply with requirements of ISO 4413. The system shall be complete, including all pumps, valves, piping, cylinders, and pressure controls. Overpressure protection shall be provided to prevent damage to components and fluid conductors. A filter system shall be provided to insure delivery of clean fluid to the system. Where ventilation of the hydraulic unit is necessary for lubrication or hydraulic purposes, tall vents shall be filtered and located in a position that will prevent contamination or loss of lubricant. The hydraulic pump inlet shall be protected with an inlet strainer. Reservoirs used for lubrication or hydraulic fluid, shall have a means of visually determining fluid level, temperature and over pressurization, as well as a drain plug for routine maintenance and cleaning. All reservoirs used as a holding tank, shall be tested and certified to prevent leakage. Lubrication and hydraulic systems having reservoirs located in the bed or base shall have filters mounted outside the bed or base to facilitate maintenance and prevent inadvertent contamination. A positive means of fluid temperature control shall be provided to prevent the system from exceeding 130°F under normal operating conditions.

1.12 Lubrication. Means shall be provided to ensure adequate lubrication for all moving parts of the manipulating equipment. Recirculating type lubrication systems shall include a filter, which is cleanable or replaceable. Each lubrication reservoir shall have a means for determining fluid level. All oil holes, grease fittings, and filler caps shall be accessible.

1.13 Painting. All surfaces shall be painted in conformance with the manufacturer’s standard practices and good workmanship. Painting shall result in a highly wear-resistant finish that guarantees continued protection to surfaces in an indoor environment with a temperature range of 15° to 110° F, up to 100% Non-condensing relative humidity. Lead or chromium base paints are prohibited.

1.14 PCBs. The use of polychlorinated biphenyl on or in the equipment is prohibited. The manufacturer shall provide written certification that any new equipment provided contains no detectable PCB’s. The certification shall be on the manufacturer’s letterhead and signed by a company official who is empowered to provide that certification.

1.15 Mercury Restriction. The manipulator shall not contain mercury or mercury compounds, nor is exposed to free mercury during manufacture.

1.16 Asbestos Restriction. Asbestos and materials containing asbestos shall not be used on or in the manipulator.

1.17 Environmental Protection. The manipulator shall be so designed and constructed that under the operating, service, transportation and storage conditions described herein, the equipment shall not emit materials hazardous to the ecological system as prescribed by Federal, state, or local statutes in effect at point of installation.

1.18 Controls and Instrumentation. Operator controls, instrumentation and indicators shall be mounted convenient to operating personnel. Such devices shall be clearly and legibly marked for function and identification. Controls shall be fitted with suitable handles, pushbuttons, or control knobs, as applicable. Gauges and instruments shall be designed for recalibration.

Pressure gauges shall be calibrated in the U.S. system of measurement.

1.19 Safety and Health Requirements. Covers, guards, or other safety devices shall be provided for all parts of the manipulator that presents safety hazards. The safety devices shall not interfere with the operation of the manipulator. The safety devices shall prevent unintentional contact with the guarded part and shall be removable to facilitate inspection, maintenance, and repair of the parts. All manipulator parts, components, mechanisms, and assemblies furnished on the equipment, whether or not specifically required herein, shall comply with all of the requirements of 29 CFR 1910 and that are applicable to the manipulator itself.

1.20 Safety devices. All machine parts, components, mechanisms, and assemblies furnished on the unit shall comply with all specific requirements of “OSHA Safety and Health Standard (29 CFR 1910), General Industry” that are applicable to the equipment itself.

1.21 Safety signs and labels. Safety signs and labels in accordance with ANSI Z535.4 shall be securely attached to the equipment in visible locations, with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the signs.

1.22 Informational Plates. The following informational plates shall be marked by engraving or photo imaging on wear and corrosion resistant metal and permanently affixed to the equipment.

1.22.1 Identification Plate. The following information shall be securely attached to the equipment on an identification plate: Nomenclature, Contractor’s name, manufacturer’s name, equipment model number, equipment serial number, electrical utilities (Volts, Full Load Amps, Frequency, and Phases), date of manufacture, contract number and any other pertinent information for identifying the part as a unique component of the system, as applicable.

1.22.2 Caution and Warning Plates. “Caution” or “Warning” label plates shall be securely attached to the equipment in visible locations, with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the plates.

1.22.3 PCB Label Plate. A label plate containing “PCB free” certification information per the requirements of Section 1.14 shall be securely attached to the equipment near the manufacturer’s identification label plate.

1.22.4 Lubrication Plate. A lubrication plate shall be securely attached to the manipulator. The information provided on the plate shall be as listed: points of lubricant application, type of lubricant, servicing interval, Military or Federal specification for each lubricant (if applicable), viscosity, and any other pertinent information for identifying the unique lubricant requirements of the system, as applicable.

1.23 Construction. The equipment shall be constructed of parts, which are new, without defects, and free of repairs. The equipment structure shall be capable of withstanding all forces encountered during operation of the machine at its maximum rating and capacity without distortion. Processes such as welding, plugging or filling with solder or paste shall not be used for reclaiming any defective part(s). All screws, pins, bolts, and other fasteners shall be installed in a manner as to prevent change of tightness.

1.24 Standard, Off the Shelf Components. All materials and parts comprising this system shall be new, of current design and manufacture and shall not have been in prior service except as required for factory testing. Standard, off the shelf components with proven reliability shall be used whenever possible to increase performance reliability and reduce costs. The equipment shall be one of the manufacturer’s current production models which has been designed, engineered and sold, or is being offered for sale through advertisements or manufacturer’s published catalogs or brochures. Products such as a prototype unit, pre-production model, or experimental unit DO NOT qualify as meeting this requirement. The equipment shall be complete, so that when connected to power, it can be used for the function for which it was designed and constructed.

1.25 Threads. All threaded parts used on the manipulator and its related attachments and accessories shall conform to FED-STD-H28.

1.26 Interchangeability. Replaceable parts shall be manufactured to definite standards, tolerances and clearances in order that such parts can be replaced or adjusted without modification of the equipment.

1.27 Maintainability. The manipulator shall be designed and constructed to permit maintenance personnel to service the equipment easily and effectively using a minimal number of tools. The contractor shall provide any special tools required to service the unit. The manipulator shall have access covers, as necessary, to facilitate inspection, cleaning and repair or replacement of internal parts with minimal disassembly.

1.28 Casting and Forgings. Castings and forgings shall be free from defects, scale and mismatching. Processes such as welding, peening, plugging, or filling with cold solders or metallic pastes shall not be used on castings or forgings for reclaiming any parts of the equipment.

1.29 Welding, Brazing or Soldering. Welding, brazing or soldering shall be employed only where those operations are included in fabrication of the original design. These operations shall not be employed as repair measures for defective parts. All processes shall comply with American National Standards Institute (ANSI) as defined by the American Welding Society standards (AWSS) AWS A3.0, AWS D1.1, and AWS Dl.2.

1.30 Soldering. Solder connections shall show evidence of good bonding in metal-to-metal contact. Cold solder joints, incomplete joining of solder and metal, excess or insufficient solder or damaged insulation shall be considered reason for rejection of the manipulator.

1.31 Cleaning. Any loose, spattered solder, flux, metal chips, insulation scrap or other foreign material shall be removed from the manipulator.

1.32 Fastening Devices. Screws, pins, bolts, and similar internal and external parts shall be installed with means for preventing change of tightness. Parts subject to removal or adjustment shall not be swaged, peened, staked, or otherwise permanently installed. Fastening devices shall be tightened to torque limits as established by the manufacturer’s standard for tightening to preclude loosening by normal operation or vibration.

1.33 Equipment Fastening. Floor and deck mounted equipment shall be provided with adequate holes in feet, lugs, etc., to permit fastening to foundation or deck pads.

1.34 Surface. Surfaces of castings, forgings, molded parts, stampings and welded parts shall be cleaned and free from sand, dirt, fins, spurs, flux or other harmful or extraneous materials.

External surfaces shall be smooth. Edges shall be rounded or beveled unless sharpness is required to perform a function.

1.35 Control Panels, Instruments and Plates. Wording and numbers on all control panels, instruments, charts and plates shall be permanently and legibly displayed in bold face, English language characters on a contrasting background.

1.36 Controls and Instrumentation. Operator controls, instrumentation and indicators shall be mounted convenient to operating personnel. Such devices shall be clearly and legibly marked for function and identification. Controls shall be fitted with suitable handles, pushbuttons, or control knobs, as applicable. Gauges and instruments shall be designed for recalibration.

Pressure gauges shall be calibrated in the U.S. system of measurement.

1.37 Warranty. Supplies and services furnished shall be covered by warranty from defects in design, materials and workmanship. The warranty shall be the manufacturer’s standard commercial warranty which shall conform to all the requirements of the contract. Acceptance of the manufacturer’s standard commercial warranty shall not minimize the rights of the Government under clauses in the contract, and in any conflict that arises between the terms and conditions of the contract and manufacturer’s warranty, the terms and conditions of the contract shall take precedence. The warranty period shall commence when final acceptance has been achieved as determined when all contract line item numbers have been processed through Wide Area Workflow (WAWF).

1.38 Technical Manuals. Three (3) hard copies of all technical manuals shall be provided with this machine. In addition, one electronic copy of all technical manuals shall be provided in Microsoft Word or PDF format shall be provided with this machine. All copies of the technical manuals shall be legible and written in the English language. A technical manual is required for each specific make, model year, and serial numbered piece of equipment scheduled for delivery under the terms of the contract. The manuals shall provide instructions, illustrations, and other associated data for operations, maintenance, repair, overhaul, including a complete catalog of parts used in the assembly of the end item enabling an average journeyman mechanic to operate, program, maintain, repair, and overhaul the equipment. The manuals provided shall contain complete instructions and information for all equipment, components, assemblies, subassemblies, attachments, and accessories assemble in the end item. The contents of a complete set of technical manuals shall include, as a minimum, the following:

a. Operating instructions including pre-operational checks, start-up, shut down, and emergency shutdown procedures

b. Maintenance, service, and overhaul instructions, including all preventive maintenance schedules and lubrication chart

c. Trouble-shooting guides

d. Parts list containing: illustrations, part numbers, part nomenclature, original manufacturer, cross reference numbers, and recommended spare parts including quantities

e. Energy control procedure, in accordance with 29 CFR 1910.47, OSHA Energy Control Standard to bring equipment to a zero energy state for service and maintenance

f. All mechanical, hydraulic, and electrical schematics showing discrete components/block diagrams/wiring diagrams with inputs and outputs identified/system electrical interface documents and drawings for the specific model of all machine equipment/drives/controls supplied

g. Safety Data Sheets (in GHS-SDS Format) and Technical/Product Data Sheets for any hazardous material used to manufacture or contained within this machine.

2. OSHA Approved Certification.

2.1 The equipment and its component parts shall be in compliance with the applicable Occupational Safety and Health Administration (OSHA) regulations in accordance with CFR Title 29, Chapter XVII, Part 1910 and installed in accordance with NEC/NFPA requirements.

After equipment delivery, and prior to testing, the contractor shall provide an OSHA Certification Report for approval by the Environmental, Safety, and Health Department at the Receiving Activity. Failure to provide this certification will delay acceptance of the equipment, and could result in rejection for failure to comply with the terms of the contract. The 10,000 pound telehandler shall be listed or approved, and labeled by one of the following methods:

• The equipment specified herein shall be listed and labeled by an OSHA recognized and approved Nationally Recognized Testing Laboratory (NRTL). Test data reports shall be provided.

• The equipment and its installation specified herein shall be field inspected, approved, and labeled by an OSHA recognized and approved NRTL. Test data/field evaluation reports shall be provided.

2.2 OSHA Compliance Statement. The contractor shall provide signed, written certification of compliance to the requirements of Section 1.20 with the equipment. This certification shall be on manufacturer’s letterhead, and signed by a company official or designee who is empowered to provide such signature. Failure to provide this certification report will delay acceptance of the equipment, and could result in rejection for failure to comply with the terms of the contract.
