Description/Purpose: The Engineering Drawings are the documentation necessary to satisfy the Government’s requirements of Level 1 (Conceptual and Developmental Design); Level 2 (Production Prototype and Limited Production); and Level 3 (Production), as defined in DOD-D-1000.
Application/Interrelationship: This Data Item Description (DID) contains the format and content preparation instructions for engineering drawings generated by the specific and discrete task requirement as delineated in the contract. The applicable specification containing the technical content for the engineering drawings shall be stated in Block 16 of the DD Form 1423, Contract Data Requirements List.
Preparation Instructions:
1 Reference Documents. The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2 General Content and Format. Level 1, 2 or 3 Engineering Drawings and Associated Lists shall meet the requirements of DOD-D-1000 and as defined on the DD Form 1423, Contract Data Requirements List, in accordance with the Ordering Data (paragraph 6.2) of DOD-D-1000, as attached or included in the contract or order.
3 Technical Content. Technical content shall be in accordance with the Appendix entitled “Engineering Drawings Technical Content Requirements” contained in the applicable military specification as stated in the DD Form 1423, Contract Data Requirements List.

CONTRACTOR SHALL SUPPLY TECH MANUALS AND ASSOCIATED DATA FOR
THE FOLLOWING ITEMS ASSOCIATED TO THE ZOOM BOOM:
o Operating instructions including pre-operational checks, start-up, shut down, and emergency shutdown procedures o Maintenance, service, and overhaul instructions, including all preventive maintenance schedules and lubrication chart o Trouble-shooting guides o Energy control procedure, in accordance with 29 CFR
1910.47, OSHA Energy Control Standard to bring equipment to a zero energy state for service and maintenance o Safety Data Sheets (in GHS-SDS Format) and Technical/Product Data Sheets for any hazardous material used to manufacture or contained within this machine.
BLOCK 3: THE TECH MANUALS SHALL BE IN THE CONTRACTOR’S FORMAT.
SUPPLEMENTAL DATA SHALL ALSO BE PROVIDED.
BLOCK 12: DATA MANUALS AND DATA SHALL BE PROVIDED WITH DELIVERY OF

1 Use/relationship. Commercial Off-the-Shelf Manuals may be used as is or with supplementation to support COTS equipment used by DOD. This DID is used to:
a. Acquire sample COTS manuals for evaluation.
b. Acquire COTS manuals which have been evaluated and found to be acceptable.
c. Acquire associated supplemental data, if required.
This DID contain the format, content, and intended use information for the data deliverable(s).
This DID supersedes DI-TMSS-80527B.
2 Requirements:
2.1 Content. The manual shall contain all technical information on the assembly, installation, operation, parts, and maintenance of commercial equipment.
2.2 Evaluation. The manual(s) shall be reviewed for acceptability by the receiving activity.
2.3 Supplementation. The manual(s) may be supplemented with additional data to comply with the contract (any data that augments or compliments a commercial off-the-shelf manual whether by change, correction, or addition to make the manual acceptable for use by the Department of Defense).
2.4 Format. The basic manual shall be in the contractor's format. Supplemental data shall be in the format specified by the contracting activity.
2.5 Digital files. Interactive Electronic Technical Manuals (IETMs) or PDFs are preferred for electronic COTS manuals.
2.6 PDF Files. PDF files shall be searchable, capable of having links added, and have fonts embedded.
2.7 Paper manuals. If paper manuals are acquired, the data shall be clearly legible and on paper of sufficient quality for long term use.

• Written certification on manufacturer’s letterhead that the machine contains no detectable PCBs.
• Written certification on manufacturer’s letterhead that the machine is in compliance with all specific requirements of “OSHA Safety and Health Standard (29 CFR 1910), “General Industry”, that are applicable to the machine.
BLOCK 3: THE CERTIFICATION OF COMPLIANCE TO SPECIFICATION
REQUIREMENTS STATEMENT SHALL BE IN THE CONTRACTOR’S FORMAT ON
COMPANY LETTERHEAD SIGNED BY COMPANY PRESIDENT OR COGNIZANT
PROJECT MANAGER.

1 Use/relationship: Certification data is required to verify that specific qualifications have been obtained, tests have been performed, parts/assemblies/equipment/systems have been installed, tested, inspected and are ready for operation; that personnel have specific qualifications to perform assignments/operations/inspections; or to certify identicality, interchangeability, compatibility, reliability, or completeness of documentation being prepared or reviewed by a contractor. The technical effort involved shall be the result of equipment/procurement specification requirements.
1.1 Certification may be required for a single event/operation, or may be required for a specified time period, or certification may be required on a continuing basis with periodic re-certification or updating of the original certification.
1.2 The technical content requirements for this item shall be specified in the contract.
This DID supersedes UDI-A-23264B.
2 Requirements:
2.1 Format. The report shall be typewritten in narrative format on the contractor’s form.
2.2 Content. The report shall contain the contract number and data item sequence number, and shall contain a statement the specifically identifies the purpose and applicability of this certification.
2.3 Certification of completion. Certification that tests have been performed, inspections made, parts/assemblies/equipment/systems have been installed, tested, inspected, and area ready for operation, or that specific qualifications have been obtained shall provide objective evidence in support of the certification. Objective evidence may include such items as spectrographs, radiographs, material sampling, analysis, inspection and testing reports, or any other necessary documentation.
2.4 Certification of personnel. Certifications that personnel have specific qualifications shall be supported by licenses, permits, tests, statements of competency, or other documentation. The specific capabilities to perform an assignment, inspection, or other operations shall be stated in the certification.
2.5 Certification of data reviews. Certifications that documentation/data has been reviewed shall contain a statement of the “depth” of the examination and the results thereof. If the documentation being reviewed cannot be certified, the report shall so state and shall list the reasons, i.e., deficiencies, conflicting data, etc.
2.6 Certification of compliance. Certification of compliance to specific specification requirements shall be a statement to the effect that the contractor has complied.
3 Technical content:
3.1 The technical content shall be as specified on the DD Form 1423, Contract Date Requirements List.
3.2 Supplemental information. Additional specific material, drawings, sketches, photographs, etc., in support of these certifications shall be as defined in the DD Form 1423.
3.3 Signature. The certification report shall be signed by the contractor’s authorized representative responsible for insuring that the equipment being delivered/service being performed is in accordance with contract requirements.
