The following have been modified:
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1) Technical capability – Garment samples and specification sheets
2) Price
The Government will consider the vendor’s Technical Capability to be more important than Price.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
EVALUATION
TECHNICAL CAPABILITY FACTOR
Samples and Specification Sheets The vendor shall submit a sample of a tee-shirt, a polo shirt, a hoodie and each of the jackets (4); a manufacturer’s specification sheet for each garment; and a proposed stitch count for the embroidered Norfolk Naval Shipyard emblem/logo. Additionally, the vendor shall state what colors are available for each garment. Samples will be evaluated by the Government’s Technical Evaluation Board to determine if the garments meet the required specification. The following will be evaluated as eith Acceptable or Unacceptable and are equal in importance;
FOR ALL EMBROIDERED ITEMS:
The proposed stitch count meets or exceeds 24,000 for clothing.
Tee-Shirt Men’s and Ladies 1a. The shirt is made in America.
1b. The fabric is 100% preshrunk cotton
1c. The fabric of the tee shirt is at least 6.1 oz.
1d. The tee shirt has double needle sleeves and hem
1e. The logo is to be screen printed on left chest at standard pocket height (approx 3”) and on back (approx 11”) in full color.
Polo Shirts Men’s and Ladies 2a. The shirt is made in America.
2b. The fabric of the shirt is at least a 6.2 oz.
2c. The shirt is 100% cotton pique knit.
2d. The shirt has a knit collar and cuffs.
2e. The shirt has a button placate.
2f. The shirt will be embroidered on the left chest.
Polar Fleece Jacket 3a. the jacket is made in America.
3b. 100% polyester, 9.6 oz.
3c. Anti-pill Polar Fleece.
3d. 100% Nylon Panels.
3e. Heavy Duty Zipper, 2 fron Zipper Pockets.
3f. 1 Concealed Zip Chest Pocket, Inside Pocket with hidden zipper.
3g. Left chest embroidery.
3h. Adjustable Bungee Drawstring.
3i. Full color embroidered logo.
Hooded Canvas Duck Jacket 4a. The jacket is made in America.
4b. Heavyweight Canvas Duck lined with 100% Polyester diamond patterned thermal.
4c. Drawstring Hood.
4d. Raglan sleeve with Nylon knit cuff and waistband.
4e. Large puch pockets, inside pocket.
4f. The jackt will be embroidered on the left chest.
Polyester Men’s Jacket –CLASSIC 5a. The jacket will be made in America.
5b. The jacket will be polyester cotton micro poplin.
5c. The jacket will have full zip.
5d. The jacket will be lightly linged with nylon.
5e. The jacket will have set in sleeves with self elastic cuff.
5f. The jacket will have welt pockets
5g. The jacket will have set on self elastic waistband.
5h. The full color embroidered logo will be on the left chest.
Jacket 3 in 1 Men’s 6a. The jacket will be made in America.
6b. The 3-in-1 Jacket is made of 65% poly/ 35% cotton collandered poplin outer shell and full lining
6c. Elastic waist and cuffs on jacket / Polyester fleece zip-out vest liner.
6d. Can be worn separately/ Inside pocket
6e. Zipper pockets on jacket and slash pockets on vest / L-3XL)
6f. The full color embroidered logo will be on the left chest.
Hooded Sweat Shirt
7a. The hoodie will be made in America.
7b. Premium fleece, 60/40 ring spun cotton/polyester 10 oz.
7c. Reingorced performance neck tape.
7d. Front pouch pocket
7e. 3 piece hood
7f. grommets at the neck cord
7g. The full color embroidery will be left chest.
Scoring/Rating of Technical Capability Factor.
Samples and the specification sheet will be evaluated as either acceptable or unacceptable (pass/fail) A rating of UNACCEPTABLE on any element may render the overall quotation TECHNICALLY UNACCEPTABLE and the vendor may no longer be considered for further competition or award PRICE.
Vendors shall submit one originial signed copy of the completed Quotation Attachment Sheet, the completed Representations and Certifications, and, if applicable, executed copies of all amendments. Signed copies may be submitted via mail (DLA Maritime Norfolk, Norfolk Naval Shipyard Contracting Division, Bldg. 1500, 2nd Floor, Code NMAB.2N, Attention Nakia Gregory, Portsmouth, VA 23709-1031), fac (757-396-8017), or email (nakia.gregory@dla.mil). Quotes submitted shall be held firm for sixty (60) days.
The vendor’s proposed price will be evaluated on the basis of price reasonablesness in accordance with FAR Subpart 13.106-3. The evaluation will include, but is not limited to:
a. Comparison with pricing from other vendors and with independent cost estimates; and
b. Completeness of pricing information related to what is requested in solicitation.
EVALUATION OF QUOTATIONS
a. The Government will award a purchase order resulting from this solicitation to the responsible vendor whose quotation conforming to the solicitation will be most advantageous to the Government, price and technical capability considered.
b. For the Technical Capability Factor, the Government will evaluate each vendo’r samples as sither Acceptable (Pass) or Unacceptable (Fail). If the Government determines that any of a vendor’s samples are Unacceptable, the Government will determine the vendor’s entire submittal to be technically unacceptable,
c. The vendor’s proposed price will be evaluated on the basis of price reasonableness in accordance with Federal Acquisition regulation (FAR) 13.106-2. Vendors responding to this solicitaiton are advised that, prior to award, the Governemnt may request vendors to submit additional information to support price reasonablesness, such as copies of paid invoices for the same or similar items, slaes history for the same or similar items, price lists with effective dates, etc. Failure to submit the requested informaiton may result in disqualification of the submitted quote.
SELECTION
a. The Government intends to evaluate offers and award a purchase order using the procedures of FAR 13.5.
b. The Government will select the vendor(s) whose quotation(s) is/are most advantageous to the Governemnt, considering price and technical capability when compared to other quotations.
c. The Government reserves the right to award on initial quotes.
d. The Government reserves the righ to award to multiple vendors.
e. The Government reserves the right to not award an order if an award is not in the best interest of the Government.
f. A written order in response to the vendor’s quotation will be e-mailed or otherwise furnished to the successful vendor(s). The Contracting Officer may ask the vendor(s) to provide writtent acceptance of an order.
