SPECIFICATION SHEET
Mountain Home AFB, ID
RENTAL EQUIPMENT

PART I - General Contract Requirements
1. General Requirements
1.1. The 819th RED HORSE Squadron operating on Mountain Home AFB (MHAFB), ID requires rental equipment.
1.2. The Contractor shall deliver the equipment to the job site. The equipment shall conform to the specifications provided in Part II.
1.3. All equipment is to be delivered to MHAFB. See attachment for delivery location. Commercial gate coordinates: 43.0696, -115.8954 Delivery site coordinates: 43.0346, -115.8828
1.3.1. Specific drop-off location on site will be coordinated with the 819 RHS project manager, TSgt Jonathan Buck (jonathan.buck.3@us.af.mil).
1.4. All increases, decreases, or modifications to the requirements specified in this document must be directed by the Contracting Officer (CO).
2. Delivery Periods. The delivery of equipment will occur during standard business hours on Monday through Friday between 6AM and 6PM, however the times will fluctuate.
2.1. The performance period for this contract shall be between 31 March and 31 Jul 2023.
2.2. The Contractor shall be responsible for transporting the equipment to the construction site. The Government will make every effort to provide the Contractor the maximum amount of notice possible.
2.3. Notification of date and time of delivery will be made as early as possible for all materials. A minimum of 48 hours prior to the required delivery date, the 819 RHS Project Manager will contact the provider to coordinate the date/time and specific location of deliveries.
2.4. In the event of adverse weather events prohibiting safe delivery of equipment, the 819 RHS Project Manager will contact the contractor to coordinate rescheduling of delivery within the following 48 hours.
3. Military Installation Requirements
3.1. All mud, dirt, debris, foreign objects, trash, or spills caused by the contractor (including Sub-Contractors) on a street or parking lot, used as access to the work site or staging area shall be cleaned off the same day or as soon as practicable or requested by the CO.
3.2. The Contractor shall immediately report to the CO to discuss any issues or incidents which may indicate potential imminent risk to Government personnel or the environment. Following the notification, the Contractor shall be available to the CO for instructions regarding remediation of the release. Contractor should be aware of “you spill, you dig” policies, which means if you are the cause of the spill then you are responsible for the cleanup. To report a release or spill, contact the CO immediately.
3.3. The Contractor shall follow existing security procedures and instructions applicable to MHAFB. The Contractor is responsible for providing required documents in a timely manner to maintain the submitted work schedule. Delays caused by documents not being submitted early enough are the responsibility of the Contractor.
3.4. The contractor shall adhere strictly to existing security procedures and instructions applicable to accessing MHAFB. Contractor personnel attempting to access MHAFB shall hold a current, valid identification (ID). The U.S Government shall not be liable for delays resulting from pass coordination/approval. Contractor shall allot time into its schedule for obtaining base access.
4. Emergency Situations. Installation access may be restricted at any time. Restricted access is reserved for emergency actions, exercises, or increased installation security.
5. Contractor Responsibility.
5.1. The Contractor is responsible for the wellbeing of their workers. The Government will not be responsible for supplying food or water to the Contractor’s workers. The Contractor should bring enough food and water for his/her workers to last the entire delivery period.
5.2. The Contractor shall provide the name and phone number of a supervisor that can make decisions for the Contractor and who is responsible for the performance of the work. The supervisor shall be designated in writing when the contract is awarded and must always be available during work hours. The supervisor shall read, write, and speak fluent English. Additionally, the supervisor shall have sufficient technical knowledge with regard to the requirements prescribed in this document. The identified Government representative shall have the right to request a replacement for any individual not deemed acceptable to the Government at any time.
PART II – Equipment Specifications
1. General
1.1. The Contractor shall deliver 6 pieces of equipment.
1.2. Equipment will be delivered on 31 Mar 2023.

2.1. All equipment shall operate off of DSS (construction grade) Diesel fuel.
2.2. Contractor will provide Diesel Exhaust Fluid replacements and refilling in required equipment.
2.3. The projected usage included above are estimates per individual piece of heavy equipment.
2.4. At the time of delivery, all equipment shall be in good, working order in accordance with all applicable manufacturers’, OSHA, and DOT requirements.
3. Field Service (Repair & Preventative Maintenance).
3.1. Contractor shall schedule all maintenance of heavy equipment between the hours of 6AM – 6PM Monday-Friday, excluding federal holidays. In the event a repair is required, the contractor shall repair within 48 hours from the time the repair call is placed. Contractor shall provide a letter containing a point of contact’s name and phone number for a maintenance contact.
3.2. Contractor shall provide the name of a qualified mechanic, licensed by the State of Idaho to complete field service repairs, as required, in accordance with the timelines specified above.
3.3. If field service is determined by the POC and the Contractor to be impractical, or the rented equipment remains inoperable, Contractor shall provide a suitable substitute, acceptable to the POC, within 24 hours.
3.4. All repairs due to normal wear-and-tear in operation of heavy equipment will be the responsibility of the Contractor. Normal wear and tear is defined as tire tread wear, body panels coming loose, rock chips, leaks and other issues occurring during operation of the vehicle in accordance with the manufacturer’s published operation’s manual. If it is deemed that damage is caused by negligence or operator error, the Contractor shall provide a minimum of three (3) repair quotes to the contracting officer for reimbursement.
3.5. Contractor is responsible for all routine preventative maintenance associated with the equipment rentals and shall provide a detailed maintenance schedule for each individual piece of equipment at the time of delivery. If the preventative maintenance requires a piece of equipment to be down for more than eight (8) hours the Contractor shall provide a suitable substitute, acceptable to the contracting officer’s designated representative during the maintenance period.
3.6. Contractor shall remove all product waste associated with the field services provided.
3.7. Contractor shall provide a daily inspection checklist for each piece of equipment.
3.8. Contractor shall provide all items for operator maintenance (i.e. grease, grease guns, etc.) and be responsible for disposal of these items.
