SECTION 01 GUIDANCE
PART 1: GENERAL
1.1 DESCRIPTION
A. The intent of this specification is to provide the USDA ARS National Sedimentation
Laboratory located in Oxford, MS with a Physical Access Control System that will satisfy the requirements of HSPD-12 and enhance the protection of facilities, assets and safety of personnel.
B. The contractor shall secure the services of a Lenel Value Added Reseller (VAR) to design, procure, provide and install electronic security upgrades that will satisfy the sites specific security needs. The contractor shall provide and install an integrated electronic security package, which shall support a method of controlling, monitoring and detecting entry into secured areas.
C. The contractor shall provide and install all equipment, devices, hardware, wire and cable, device mounting materials, control panels, materials and any necessary appurtenances to complete this project.
D. The contractor shall supply all labor and labor material, including tools, ladders, lifts, power cords, etc., necessary to complete this project.
E. All work performed shall be coordinated and approved in advance by the Contracting Officer’s Representative.
F. Final placement of all Access Control and other devices shall be coordinated and approved in advance by the Contracting Officer’s Representative.
G. The physical access control system shall be capable of being monitored by USDA Personnel, or an USDA designated Contractor. Monitoring of the system shall include all data information available through all installed systems including, but not limited to;
alarm activations, trouble activations, proximity card reads at all card reader locations with individual user identification, door hold open activation, door forced open activation, loss of device information, all systems diagnostic and maintenance information.
H. Any contractor provided equipment intended to connect into any information technology (IT) equipment belonging to the USDA, including, but not limited to; servers, workstations, hubs, switches, routers and/or the USDA LAN backbone/infrastructure must meet, at minimum, the standards and requirements for computer security as defined by the Office of the Chief Information Officer (OCIO).
I. The access control system and all associated devices and components shall meet, at a minimum, the following Federal Government directive and standards:
1. Homeland Security Presidential Directive (HSPD) #12, policy for a common identification standard for Federal Employees and Contractors.

J. The contractor shall provide and install one (1) registration, card issuance badging and system administration workstation capable of printing site badges as part of the access control system package. The final location shall be approved by the Contracting Officer’s Representative.
K. The contractor shall provide one hundred (100) HID Corporate 1000 proximity/access cards for current, and future, site badges.
1. The contractor shall be responsible for initial programming of all access card use and access levels for all existing employees at time of system acceptance.
L. The contractor shall provide and install the necessary number of uninterruptible power supplies (UPS) in a manner appropriate to isolate and protect system components against power surges and voltage irregularities.
M. Office and Common Areas: In finished areas, system wire may be "fished" into concealed spaces, above ceilings, and in wall cavities. Wire run above suspended ceilings shall be fastened in a manner that it is supported off of the ceiling. Where concealing wire is impractical, wire shall be run in appropriately colored metallic wire-mold. Wire and wire housing installation shall be approved in advance by the Contracting Officer’s

Office and Common Areas: In unfinished, exposed areas, wire shall be run in electrical metallic tubing (EMT), intermediate metallic tubing (IMC), rigid conduit or appropriately colored metallic wire-mold. Wire and wire housing installation material and methods shall be approved in advance by the Contracting Officer’s Representative.
O. In any areas exposed to the outside environment, weather/water resistant conduit, boxes and fittings shall be utilized. Wire and wire housing installation material and methods shall be approved in advance by the Contracting Officer’s Representative.

P. All exposed electrical metallic tubing (EMT), intermediate metallic conduit (IMC), rigid conduit or wire-mold shall be painted to match existing surfaces. Paint color, paint material and painting methods shall be approved in advance by the Contracting Officer’s
Q. All necessary backboxes, pullboxes, connectors, supports, conduit, cable, and wire shall be furnished and installed to provide a complete and reliable System installation. Exact location of all boxes, conduit, and wiring runs shall be presented to the Contracting Officer’s Representative for approval in advance of any installation.
R. All conduit, cable, and wire shall be installed parallel and square with building lines, including raised floor areas. Conduit fill shall not exceed forty percent (40%). All wires shall be gathered and tied up to create an orderly installation.
1.1.1 Compliance with Internet Protocol version 6 (IPv6) in Acquiring Information Technology
A. Any system, hardware, software, firmware or networked component (voice, video or data) developed, procured or acquired in support or performance of this contract shall be capable of transmitting, receiving, processing, forwarding and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with IPv4 systems and provide at least the same level of performance and reliability capabilities of IPv4 products:
B. Specifically, any new IP product or system developed, acquired, or produced must:
1. Interoperate with both IPv6 and IPv4 systems and products, and
2. Have available contractor/vendor IPv6 technical support for development and implementation and fielded product management.
C. As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to the Government.
D. The Contractor shall provide technical support for both IPv4 and IPv6.
E. Any system or software must be able to operate on networks supporting IPv4, IPv6 or one that supports both.
F. Any product whose non-compliance is discovered and made known to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government.
1.2 QUALITY ASSURANCE
A. Before commencing work, the contractor shall submit data that demonstrates that the contractor has successfully installed Access Control of the same type and design as specified herein, or that he/she has a firm contractual agreement with a sub-contractor having such required experience. The contractor or sub-contractor shall include the names and locations of at least five (5) installations where the contractor has installed such systems of similar size and complexity. Specify the equipment manufacturer and model number, type, and design for each system, and furnish documentation that the system has performed satisfactorily for the preceding thirty six (36) months.
B. Statements shall be included, with copies of required licensing, verifying the qualifications of the system designer and installer as specified.
C. The contractor shall employ only craftsman skilled in the installation and troubleshooting of Access Control Systems. The contractor shall submit the names and related experience of the system installers prior to installation.
D. The services of a lead technician who has been trained and certified by the manufacturer of the equipment being installed shall be provided to supervise installation, software documentation, adjustment, preliminary testing, final testing and certification of the system. The contractor or sub-contractor shall ensure that the lead technician having such training will be onsite daily to monitor and guide the installation process.
E. The system control panels and devices specified, and their installation and operation shall conform to the most stringent applicable requirements of the most recent editions of the following publications and this specification unless otherwise noted:

6. The Americans with Disabilities Act, public law 101-336 (ADA).
7. Occupational Safety and Health Administration (OSHA)

1.3 REGULATORY REQUIREMENTS
A. The equipment, materials, installation, and workmanship shall be in strict accordance with the required and advisory provisions of the “National Electrical Code”, the “National Fire Protection Association” and all other applicable codes and regulations.
1.4 QUALIFICATIONS
A. Contractor: A company specializing in the design, installation and troubleshooting of hardwire Access Control Systems.
B. Lead Technician: The services of a lead technician who possesses, at a minimum, a Master Electrical License, limited (low voltage), and is trained, qualified, and experienced in the specific equipment being installed shall be provided to supervise installation, software use, adjustment, preliminary testing and final testing of the system. The contractor shall ensure that the lead technician having such skills will be onsite daily to monitor and guide the installation process.
C. Installation Technician: The contractor shall employ only craftsman skilled in hardwired
Access Control Systems.
1.5 COORDINATION
A. The contractor shall coordinate all work with the Contracting Officer's Representative.
B. The contractor shall submit an installation schedule for review and approval by the
Contracting Officer's Representative within ten (10) days after contract award.
C. The contractor shall be solely responsible for coordinating work with all subcontractors and ensuring that all items of joint use in conjunction with installations are completed.
1.6 INSPECTION AND VERIFICATION
A. Site Survey: The contractor shall conduct a site survey of the project in order to gather site-specific data required to develop an Installation Design Package (IDP).
1. The purpose of the survey is for the contractor to become familiar with the site and to discover any areas not adequately addressed within this Statement of Work.
2. The contractor shall hold an in brief meeting with the Contracting Officer’s
Representative and shall outline the goals of the site survey and shall disclose all project particulars to ensure clarity of the project requirements.
3. The contractor shall coordinate all site visits with the Contracting Officer’s
4. The contractor shall prepare a site survey report that shall identify any site or system conditions that may affect the schedule and/or project completion. The report shall also contain recommended resolutions of any identified problem areas.
5. The Site Survey Report shall be submitted within ten (10) days from the completion of site visit.
B. Installation Design Package (IDP)
1. The contractor shall develop an IDP based upon this Statement of Work and information gathered during the site visit.
2. The IDP shall be submitted and approved by the Contracting Officer’s Representative prior to any work or installation.

3. The IDP shall contain the following information:
a. Title Sheet
b. Security Package Design Layout
1. Complete, comprehensive drawing outlining intended installation of complete security package including all equipment, components and devices.
2. Drawings shall depict the specific location of all equipment, components and devices.
3. Drawings shall depict the intended conduit, or wire-mold, routing and installation.
4. Drawings shall be legible, neat, complete and easily understood. Separate drawings for each type of system shall be submitted.
c. System Cable/Signal Flow Diagram
1. Diagram shall show in block diagram format all interconnection cables between units.
2. Diagram shall be legible, neat, complete and easily understood. Separate diagrams for each type of system shall be submitted.
d. System Power Distribution Diagram
1. The system power/cable flow diagram shall show all AC and DC power distribution for entire security package.
2. Diagram shall be legible, neat, complete and easily understood. Separate diagrams for each type of system shall be submitted.
C. The contractor shall verify that the system installations as set forth in these specifications are in complete accordance with any applicable accepted industry codes and standards. When the requirements of these specifications are more stringent than the codes, regulations, or standards, these specifications shall prevail.
1.7 ACCESS TO SITE AND TRAFFIC RESTRICTIONS
A. Access to each individual site will be arranged by the Contracting Officer's Representative according to the schedule submitted by the contractor and approved by the Contracting Officer’s Representative. The contractor shall coordinate and schedule his/her work under this contract to cause the least interference with the normal flow of visitor and employee traffic.
B. Available Work hours will be Monday through Friday, 08:00 a.m. to 4:30 p.m., excluding Government holidays. Requests for exceptions to this schedule must be made in writing forty-eight (48) hours in advance and approved by the Contracting Officer's
1.8 TIME FOR COMPLETION
A. All work on this project shall be completed within ninety (90) days from Notice to Proceed. Timely completion is of the essence on this project.
1.9 SPECIAL PROVISIONS
A. The contractor shall confine all operations to within the work limits of the project and exercise special care to maintain natural surroundings undamaged. Building surfaces that have been altered for the installation of system equipment shall be refinished to match original condition by skilled personnel of the trades involved at no additional expense to the Government.
B. Finished surfaces of existing facilities that are marred, scratched, or damaged by the contractor shall be refinished to match original condition. Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surfaces in color and texture.
C. No structural members shall be cut or altered without prior approval of the Contracting Officer's Representative.
D. Any damage resulting from contractor's operation shall be brought to the attention of the Contracting Officer's Representative immediately.
E. The contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.
F. The contractor shall move all materials and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the Contracting Officer's Representative.
G. The contractor shall provide proper safety equipment to workmen and ensure a safe environment for employees and the general public at all times. The Contractor shall work to ensure free, unobstructed, and safe access to and about the work area.
2 508 Section - Accessibility of Electronic and Information Technology
This group of quotes is subject to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C.
794d) as amended by the workforce Investment Act of 1998 (P.L. 105-220). Specifically, subsection 508(a)(1) requires that when the Federal Government procures Electronic and Information Technology (EIT), the EIT must allow Federal employees and individuals of the public with disabilities comparable access to and use of information and data that is provided to Federal employees and individuals of the public without disabilities. (b) The EIT accessibility standards at 36 CFR Part 1194 were developed by the Architectural and Transportation Barriers Compliance Board ("Access Board") and apply to contracts and task/delivery orders, awarded under indefinite quantity contracts on or after June 25, 2001.
(c) Each Electronic and Information Technology (EIT) product or service furnished under this contract shall comply with the Electronic and Information Technology Accessibility Standards (36 CFR 1194), as specified in the contract, as a minimum. If the Contracting Officer determines any furnished product or service does not comply with the contract, the Contracting Officer will promptly inform the Contractor in writing. The Contractor shall, without charge to the Government, repair or replace the non-compliant products or services within the period to be specified by the Government in writing. If such repair or replacement is not completed within the time specified, the Government shall have the following recourses:
1. Cancellation of the contract, delivery or task order, purchase or line item without termination liabilities; or
2. In the case of custom Electronic and Information Technology (EIT) being developed by a contractor for the Government, the Government shall have the right to have any necessary changes made or repairs performed by itself or by another firm for the noncompliant EIT, with the contractor liable for reimbursement to the Government for any expenses incurred thereby.
(d) The contractor must ensure that all EIT products that are less than fully compliant with the accessibility standards are provided pursuant to extensive market research and are the most current compliant products or services available to satisfy the contract requirements.
(e) For every EIT product or service accepted under this contact by the Government that does not comply with 36 CFR 1194, the contractor shall, at the discretion of the Government, make every effort to replace or upgrade it with a compliant equivalent product or service, if commercially available and cost neutral, on either a contract specified refresh cycle for the product or service, or on a contract effective option/renewal date;
whichever shall occur first.
Section 508 Compliance for Communications
The vendors in the attached quotes shall comply with the standards, policies, and procedures below. In the event of conflicts between the referenced documents and this collection of quotes the quote shall take precedence.

Regardless of format, all Web content or communications materials produced, including text, audio or video - must conform to applicable Section 508 standards to allow federal employees and members of the public with disabilities to access information that is comparable to information provided to persons without disabilities. All contractors (including subcontractors) or consultants responsible for preparing or posting content must comply with applicable Section 508 accessibility standards, and where applicable, those set forth in the referenced policy or standards documents above. Remediation of any materials that do not comply with the applicable provisions of 36 CFR Part 1194 as set forth in the collection of quotes, shall be the responsibility of the contractor or consultant.

All Electronic Information Technology that is subject to the 36 CFR 1194 standards will have a Section 508 acceptance test and Section 508 will be validated upon acceptance.
All maintenance for Electronic Information Technology that requires upgrades, modifications, installations and purchases will adhere to the Section 508 Standards and 36 CFR 1194.
END OF SECTION
SECTION 02 WORK RESTRICTIONS
1.1 USE OF PREMISES
A. Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the work is indicated.
B. Keep driveways and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
C. Limited parking may be available on the site away from each facility.
D. All contractor staff must pass a background investigation, including fingerprinting, before performing any work under HSPD-12 requirements.
1.2 COVID-19 Job Site-Specific Safety Protective Measures
A. General Safety Policies and Rules
a. The contractor will establish a daily screening protocol for arriving staff to ensure that potentially infected staff do not enter the jobsite. If a contractor employee answers ‘yes” to any of the following questions, he/she should not be permitted access to the jobsite:
1. Have you been confirmed positive for COVID-19?
2. Are you currently experiencing, or recently experienced, any acute respiratory illness symptoms such as fever, cough, or shortness of breath?
3. Have you been in close contact with any persons who has been confirmed positive for COVID-19?
4. Have you been in close contact with any persons who have traveled and are also exhibiting respiratory illness symptoms?
5. Any prime contractor, subcontractor employee or visitor showing symptoms of COVID-19 will be asked to leave the jobsite and not return until 14 days after symptoms have ended
6. Your temperature will be taken and if it’s elevated, you will be asked to leave the jobsite
b. If contractor employees leave the jobsite and return the same day, establish a cleaning and decontamination protocol prior to entry and exit of the jobsite.
Post the daily screening protocol at all entrances and exits to the jobsite.
B. A social distancing protocol will be implemented and monitored to ensure the safety of all government workers, contractors, vendors and visitors to the jobsite.
C. Site deliveries will be permitted but should be properly coordinated in line with minimal contact and cleaning protocols. Delivery personnel should remain in their vehicles if at all possible.
D. All in-person meetings will be limited and social distancing will be observed.
E. Access to running water for hand washing may not be available. Employees should be provided with alcohol-based hand sanitizers and/or wipes.
F. In lieu of a common source of drinking water, such as a cooler, employees should use individual water bottles.
G. Personal Protective Equipment and Work Practice Controls. In addition to regular PPE for workers engaged in various tasks (fall protection, hard hats, safety glasses etc.) the company will also provide:
a. Face coverings e.g. masks must be worn by all contractor employees
b. Ensure that contractor employees are trained in the use of PPE
c. Prohibit sharing of PPE
H. When possible, institute a housekeeping program to reduce dust levels on the jobsite.
I. The contractor will ensure that any disinfection needed shall be conducted using one of the following:
a. Common EPA-registered household disinfectant
b. Alcohol solution with at least 60% alcohol; or
c. Diluted household bleach solutions (ensure this use is compatible with the surface to be disinfected)
SECTION 03 SUBMITTALS
A. The work of this section consists of submittal requirements before and during the project.
B. The contractor shall submit and include information for all equipment and materials to be supplied by the contractor. Specification and/or catalog sheets for all equipment, wire, and devices shall be provided. Data describing more than one (1) type of item shall be clearly highlighted to indicate the specific device the contractor intends to provide for a given application.
1. Submittal shall include specific number of devices and components to be installed.
C. Schedule
1. The contractor shall submit a comprehensive schedule of actions with anticipated milestones for the following:
a. 25% completion
b. 50% completion
c. 75% completion
d. 100% completion
2. The contractor shall provide weekly status/progress reports that shall reference installation plans, milestones, concerns, potential project delays or cost overruns and anticipated project completion.
D. Samples
1. The contractor shall submit samples of every type wire and cable assembly as follows:
a. Wire and cable samples shall include manufacturer’s sheath imprint with UL
Listing, NEC code type, and part number. Include temperature and voltage limits, where required by code.
b. The length of each sample shall include three (3) inches of cable before the imprint and four (4) inches of cable after the imprint; but not less than twelve
(12) inches overall length.
E. Manufacturer's Recommendations: The contractor’s installation procedures shall be in accordance with the recommendations of the manufacturer of the material or equipment being installed. Printed copies of these recommendations shall be provided to the Contracting Officer's Representative prior to installation. The contractor shall not proceed with the installation of the item until the recommendations are received, reviewed, and approved by the Contracting Officer’s Representative. Failure to furnish these recommendations can be cause for rejection of the material or product.
F. System zoning and programming shall conform to Government’s standard format. The contractor shall submit the proposed system zoning and programming data for review and approval by the Contracting Officer's Representative.
G. Any changes to these specifications and/or equipment substitutions shall be approved in advance by the Contracting Officer's Representative.
H. Submittals will be approved, approved with notations, or disapproved-resubmit.
1.2 RELATED REQUIREMENTS
A. Closeout submittals - Section 06.
1.3 SUBMITTAL AND APPROVAL PROCEDURES
A. As specified in the individual sections, forward submittals to the Contracting Officer at least ten (10) days before need for approval. Unless a different number is specified, submit one (1) reproducible original and two (2) copies of each shop drawing, three (3) copies of manufacturer's catalog sheets (cut sheets), three (3) specimens of each sample, and three (3) copies of all other submittals requested.
1. Shop Drawings: Include the following information with each copy of shop drawings:
a. Date.
b. Date of revisions (when applicable).
c. Contractor's certification that shop drawing has been checked for compliance with contract documents.
d. Details of fabrication, assembly and erection including connections and engagement to contiguous work.
e. Materials used.
f. All required dimensions.
g. The term "by others" shall not be used. All work to be performed by others shall be identified by contractor or sub-contractor name, discipline, or trade.
2. Samples: Samples shall be large enough to illustrate clearly the functional characteristics and full range of color, texture, or pattern.
3. Manufacturer Catalog Sheets: Submit only pertinent pages; mark each copy of standard printed data to identify specific products proposed for use.
4. Manufacturer Installation Instructions: When contract documents require compliance with manufacturer's printed instructions, provide one (1) complete set of instructions for Contracting Officer and keep another complete set of instructions at the project site until substantial completion.
B. Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.
C. Approved Equals:
1. For each item proposed as an "approved equal," submit supporting data, including:
a. Drawings and samples as appropriate.
b. Comparison of the characteristics of the proposed item with that specified.
c. Changes required in other elements of the work because of the substitution.
d. Name, address, and telephone number of vendor.
e. Manufacturer literature regarding installation, operation, maintenance and parts lists. Describe availability of maintenance service, and state source of replacement materials.
2. A request for approval constitutes a representation that contractor:
a. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
b. Will provide the same warranties for the proposed item as for the item specified.
c. Has determined that the proposed item is compatible with interfacing items.
d. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
e. Waives all claims for additional expenses that may be incurred as a result of the substitution.
3. Materials: The contractor is encouraged to submit for approval products made out of recycled or environmentally responsible material. Every effort will be made by the General Services Administration to approve these materials.
D. Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward submittals that are related to or affect one another as a package to facilitate coordinated review. Each transmittal shall contain only data specific to that individual submittal.
E. Submittal Identification:
1. Identification information shall include the site name-package number, project title, contract number, and transmittal number.
2. All sets of shop drawings, manufacturer catalog sheets, samples, and other documents submitted to the Contracting Officer must have the identification information on the submittal.
3. Identification information shall be applied to the bottom right margin on each page.
Identification information on samples shall be applied to the most readily visible area on the sample or on tags attached to sample.
F. Submittal Numbering:
1. Number each submittal consecutively.
2. For re-submittals use the original submittal number, plus a letter suffix beginning with A.
3. Additional re-submittals of the same item shall contain the original number with the next consecutive letter.
G. Contracting Officer's Review:
1. Submittals will be returned disapproved without technical review if identification information is missing, not filled in, or if placed on the back of the submittal; an incorrect number or format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated; or submittals do not show evidence of contractor's approval.
2. Any work done or orders for materials or services placed before approval shall be at the contractor's own risk.
3. After reviewing submittals, the Contracting Officer will return one (1) copy of applicable (marked up) submittal sheets to the contractor. Shop drawing review notations will be returned on the reproducible original shop drawing. All other submitted items will be retained. The contractor is responsible for producing additional copies for his/her own use.
4. The returned submittal will be marked in one (1) of three (3) ways as defined below:
a. APPROVED: Acceptable with no corrections.
b. APPROVED WITH NOTATIONS: Minor corrections or clarifications required. All comments are clear and no further review is required. The contractor shall address all review comments when proceeding with the work.
c. DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. The Contracting Officer will identify the reasons for disapproval. The contractor shall revise and resubmit with changes clearly identified.
5. If resubmits are required, they shall be provided within ten (10) days after the date of notification. The contractor shall then provide submittals from another equipment supplier as directed by the Contracting Officer's Representative at no change in the Contract price.
SECTION 04 MATERIALS AND EQUIPMENT
A. The work of this section consists of the general procedures for handling, storing, and protecting material and equipment.
B. The work of this section consists of the requirements and specifications of all Physical Security System equipment and products.
1.2 TRANSPORTATION AND HANDLING
A. Arrange deliveries of materials in accordance with work schedules; coordinate to avoid conflict with work and conditions at the site. Deliver materials in undamaged condition, in manufacturer's original containers or packaging, with identifying labels intact and legible. The contractor is encouraged to obtain materials in biodegradable or recyclable/reusable packaging which uses the minimum amount of packaging possible.
1.3 STORAGE AND PROTECTION
The contractor shall:
A. Deliver equipment and materials to the site only after submittals have been approved by the Contracting Officer's Representative.
B. Coordinate the delivery of equipment and materials to coincide with the approved installation schedule. Deliver equipment to the site in manufacturer’s original, unopened packaging for inspection by the Contracting Officer’s Representative.
C. Properly store, protect, and carefully handle equipment and materials to prevent damage before and during installation. Equipment and materials shall be handled, stored, and protected in accordance with the manufacturer's recommendations. The Contracting Officer’s Representative will identify a room for storage of equipment and tools during the installations. In addition:
1. EMT, conduit, wire mold and associated hardware shall be stored to provide protection from the weather and accidental damage.
2. Cables and wire shall be sealed, stored, and handled carefully to avoid damage to the outer covering or insulation, and damage from moisture and weather. Damaged or defective items shall be replaced with new items at no cost to the Government.
D. The contractor shall protect equipment on site; safeguarding of equipment shall be the sole responsibility of the contractor. The Government shall assume no responsibility for loss or damage occurring prior to completion of contract and acceptance of the systems.
PART 2: PRODUCTS
2.1 MATERIALS AND EQUIPMENT
A. Materials and equipment provided by the contractor under this contract shall be the standard product and current design of a manufacturer regularly engaged in the production of such equipment. The equipment shall be equal in all respects to that identified by the Government. The material and equipment shall be listed by the Underwriters Laboratories, Inc. (UL) or approved by the Factory Mutual (FM) if such standards exist for the equipment and materials specified. The UL authorized listing mark is acceptable as evidence that the material meets this requirement.
1. In lieu of the label or listing, the contractor may submit independent proof, satisfactory to the Contracting Officer's Representative, that the materials, appliances, or devices conform to the published standards, including methods of test of the Underwriters Laboratories, Inc.
B. All materials and equipment provided by the contractor under this contract shall be commercial “off the shelf” products with an open distribution network.
C. Materials and equipment shall be used only for their intended use.
D. All contractor supplied equipment, components and materials shall be new and the manufacturer’s latest revision.
2.2 PRODUCTS
A. This section contains the requirements for the systems being installed and does not include the equipment components, material, etc. required for this project.
B. ACCESS CONTROL SYSTEM
1. The access control system shall be installed to lock, unlock and control access at the entry points. The contractor shall provide and install electronic strikes wherever possible in favor over magnetic locking devices. Magnetic locks shall only be used when it is the only type of locking hardware that is compatible with a door set up (i.e. concrete filled jambs, solid glass doors, etc.). The system cards shall have a secondary use as personnel identification badges. The security system shall be installed in a manner to allow field devices from the sub-systems to communicate and capture events, e.g. the stairwell entrance encounters a “forced open” alarm event. The access control system registers this event in an alarm log. The system shall utilize hard wiring as a primary means of communication from the subcomponents to the head-end equipment and if possible, the site Local Area Network (LAN), as a secondary means of communication. The access control system must integrate with USDA’s Enterprise Access Control System (ePACS).
2. Installation Practices:
a. All access control devices should be on a supervised circuit.
a. End of line resistors for supervision must be placed in the individual device and not in the panel.
b. Panels should be in a locked tamper proof enclosure with a tamper switch.
c. Panels should be located in a locked area that is only assessable to authorized individuals. Area should be protected by access control or IDS.
C. UNINTERRUPTIBLE AND AUXILIARY POWER SUPPLIES
1. Uninterruptible Power Supplies (UPS) Main System (Head End)
a. The UPS shall be installed in a manner to isolate and protect system components against power surges and voltage irregularities.
b. The UPS shall be installed and capable of sustaining system operation for a minimum of four (4) hours of backup power.
c. The UPS shall automatically reset upon restoration in the event of a power outage.
2. Auxiliary Power Supplies (APS) System components
a. The APS for all system devices shall meet, at a minimum, MANUFACTURER
PRINTED RECOMMENDATIONS.
b. The APS shall be installed and capable of sustaining system operation for a minimum of eight (8) hours of backup power.
c. The contractor shall install a separate APS in a dedicated surface mount locking enclosure on any intrusion detection system with motion detection devices, glass break detection devices or any power requiring detection device. No more than six (6) powered detection devices may be installed per auxiliary power supply. The contractor shall ensure that the appropriate number of auxiliary power supplies are supplied and installed.
D. WIRE AND CABLE
1. All wire and cable shall meet the applicable requirements of NFPA 70 and UL for the type of insulation, jacket, and conductor specified or indicated. Wires and cable manufactured more than twelve (12) months prior to date of delivery to the site shall not be used.
2. All wire and cable utilized for installation of all Intrusion Detection, Access Control, Video Intercom System and Video system devices and equipment shall meet, at a minimum, MANUFACTURER PRINTED RECOMMENDATIONS.
3. All Telephone and Data Cable shall be, at a minimum, Category 5e, 4 pair, 24 AWG, TWISTED, COPPER, SOLID wire.
SECTION 05 EQUIPMENT INSTALLATION
A. The contractor shall ensure, after performing the site survey, that he/she has a full understanding of the requirements of this project.
1. This is 100% new install of an access control system with new hardware and other supporting hardware such as wire and conduit runs.
2. USDA has a Lenel enterprise access control system with a centralized head end infrastructure that is hosted at a USDA data center. The access control system installed at the USDA ARS National Sedimentation Laboratory located in Oxford Mississippi shall be integrated and communicate with the USDA enterprise server.
B. The contractor shall install complete Access Control System to include all wiring, conduits and associated hardware and required devices, controllers and equipment as set forth in these specifications in the following locations:
1. USDA ARS National Sedimentation Laboratory
A. Access Control System: Provide and install a HSPD 12 compliant card access control system on the doors identified on the floor plans. Provide and install card access on the identified doors. Each door should include all appurtenances for a fully functional card access control system including but not limited to card readers, locking devices, door status switches, request to exit sensors, door closers, door stops, security hinges, astragal, etc.
1. Provide and install card access at the fifteen (15) locations identified on the site drawings including the existing vehicle entrance gate.
2. Provide, install and configure one (1) Lenel Client/Badging workstation on an ARS provided computer at a location approved by the site.
3. Provide and install one (1) card printer connected to the Lenel Client/Badging workstation.
4. Provide two (2) card printer ribbons and two (2) cleaning cards for the card printer.
5. Provide one (1) USB Image Capture Kit to capture photographs for site badges.
6. Provide one (1) collapsible backdrop to use with Image Capture Kit.
7. Provide one hundred (100) HID Corporate 1000 cards to use for site badges within the USDA Enterprise Physical Access Control System (ePACS).
B. Miscellaneous
1. Provide and install one (1) Knox box located at the front of the facility on the exterior at a location approved by the Contractor Officer’s Representative.
PART 2: EXECUTION
2.1 EQUIPMENT INSTALLATION
A. The contractor shall perform work in accordance with the requirements of the National Fire Protection Association, National Electrical Code and the equipment manufacturer.
B. The contractor shall install system components and system wiring in accordance with the manufacturer's instructions. Manufacturer installation "recommendations" shall be considered as MANDATORY methods of installation for the purpose of this contract, unless the Government's specifications are stricter, in which case the Government's specifications shall be adhered to.
C. The contractor shall provide fire alarm disconnect capabilities to all electronic locking devices, magnetic locks and door strikes, to ensure appropriate egress in the event of fire alarm activation according to the NFPA codes and standards. The contractor shall be responsible for all necessary equipment and labor to accomplish the fire alarm disconnection feature.
D. System Power: Primary power for all systems shall be obtained from the facility power panel. Each circuit used for system purposes shall be permanently labeled for function.
1. The contractor shall be responsible for providing electrical service to all system control panels and auxiliary panels. Electrical work shall be performed by a licensed electrician. Electrical work shall be approved in advance by the Government electrician prior to installation.
2. The contractor shall tie all system power to circuits serviced by the site backup generator, if available.
E. All necessary backboxes, pullboxes, connectors, supports, conduit, cable, and wire shall be furnished and installed to provide a complete and reliable System installation. Exact location of all boxes, conduit, and wiring runs shall be presented to the Contractor Officer’s representative for approval in advance of any installation.
F. All conduit, cable, and wire shall be installed parallel and square with building lines, including raised floor areas. Conduit fill shall not exceed forty percent (40%). All wires shall be gathered and tied up to create an orderly installation.
G. The contractor shall install all control panel wiring in a neat and workmanlike manner and it shall be trained parallel with or at right angles to the cabinet sides and back. All circuit conductors entering or leaving the equipment cabinets shall be readily accessible without removing any component parts.
H. The contractor shall arrange and route wiring within panels to allow accessibility to equipment for adjustment and maintenance.
I. The contractor shall install additional, as needed, locking cabinets adjacent to control panels for power supplies, zone expanders, and other associated equipment.
J. Electronic equipment shall be mounted in cabinets, consoles, enclosures or racks for protection and to conceal wiring and connections.
K. The contractor shall wire any system digital communicator through Government provided telephone lines. The contractor shall be responsible for re-locating telephone lines as needed for system installation. The contractor shall use, at a minimum, Category 5e 4-pair 24 AWG twisted, copper, solid telephone data cable for all telephone line connections.
L. System components and devices not mounted on electrical boxes shall only be mounted using plastic anchors, toggle bolts, or self-tapping screws depending on mounting surface with the prior approval of Contracting Officer's Representative. Double-sided adhesive tape shall not be used for mounting any equipment.
