About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to procure two submersible UV-Vis spectrometer probes for continuous monitoring of multiple water quality parameters within agricultural streams and ditches. The purpose is to quantify nutrient transport, transformation, retention, and export dynamics within these systems.
The key technical requirements for the probes include the ability to measure a complete UV-Vis spectrum, an appropriate optical path length, a measurement rate of at least 1 spectrum per minute, built-in calibrations for specific water quality parameters, anti-fouling equipment, the ability to connect to an external power source, a long power/data cable, and probe-specific data visualization software. The pair of probes must be delivered by August 1, 2024 to the USDA/ARS facility in Columbus, Ohio. The associated federal contract opportunity is a Request for Quote (RFQ) solicitation, with a 100% Small Business Set-Aside, and a NAICS code of 334514. The basis for award is Lowest Price Technically Acceptable.

Statement of Work (SOW) Project: Pair of Submersible UV-Vis Spectrometer Probes for Multi-Parameter Water Quality Quantification
GENERAL INFORMATION
1.0 Scope of Work: Purpose is to procure two submersible UV-Vis spectrometer probes for continuous monitoring of multiple water quality parameters within the waters of agricultural streams and ditches. The pair of UV-Vis spectrometer probes will be utilized to take continuous in situ UV-Vis spectra of the water column at both the inlet and outlet of drainage ditches and headwater streams, allowing for the sub-daily quantification of multiple water quality parameters, including NO3
-, turbidity, total suspended solids, color, total organic carbon, dissolved organic carbon, and chlorophyll-a. The sub-daily values of these quantities will enable quantification of nutrient transport, transformation, retention, and export dynamics within agricultural drainage ditches and headwater streams, as well as improved understanding of the coupling between biogeochemical cycling and ecosystem metabolism in these systems.
2.0 Background: SDRU is conducting research in Northwest and Central Ohio to understand the coupled biogeochemical and ecohydrological dynamics of agricultural drainage ditches and headwater streams and how those dynamics impact nutrient transport, transformation, retention, and export within those systems.
The pair of submersible UV-Vis spectrometer probes will provide the capability to quantify the sub-daily dynamics of agricultural drainage ditch and headwater stream ecosystems for a variety of water quality parameters. Additionally, these spectrometers, by measuring the full UV-Vis spectra, provide the capability to develop custom calibrations for additional water quality parameters.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks: Provide and deliver 2 submersible UV-Vis spectrometer probes for continuous monitoring of stream/ditch water column UV-Vis spectra with the following characteristics:
• Ability to measure and access a complete raw UV-Vis spectrum for each sampling event (with a minimum wavelength range of 190 nm to 750 nm)
• Optical path length appropriate for surface waters (5 mm)
• Measurement rate of at 1 UV-Vis spectra per minute or faster
• Built in calibrations for the following water quality parameters: NO3
-, turbidity, total suspended solids, color, total organic carbon, dissolved organic carbon, chlorophyll-a, and temperature
• Anti-fouling equipment for the sensor (preferably an automatic cleaning brush)
• Ability to be connected to external power source for long-term deployment
• Long power/data cable to allow instrument to be deployed in deep ditches while power supply remains out of flood zone (~30 meter long cable)
• Probe-specific data visualization software package
• Ability to log and store data internally within the instrument (storage capacity >4GB)
4.0 Deliverables / Schedule: The pair of UV-Vis spectrometer probes should be delivered before August 1st to be deployed in the field.
