I BACKGROUND

The USDA-Agricultural Research Service, conducts research on salmon genetics and breeding at the National Cold Water Marine Aquaculture Center (NCWMAC) in Franklin, ME.

The NCWMAC is required to mitigate all rust in the culture tank rooms for animal welfare reasons. Failure to mitigate rust will result in federal violations from the Animal and Plant Health Inspection Service. Steel garage doors between culture rooms continually rust and require remediation on a semiannual basis. We would like to replace 2 steel garage doors with aluminum garage doors, with aluminum guides to ensure a better quality of care for the fish and permanently resolve the issue of rust. Due to the salt environment, it is challenging to continually mitigate rust on iron surfaces. Replacing iron with aluminum would be a permanent solution to the issue.

II. SUPPLY REQUIREMENTS.

1. Install two aluminum roll up 8’0” X 8’0” garage doors.

2. Removal of old garage doors

3. Aluminum guides.

4. 20 PSF aluminum, alternate end lock curtains.

5. Hand powered chain, cast gear hoist, right hand.

6. Steel bracket mount with zinc base coat.

7. Round aluminum hood.

III. Delivery and System Installation:

a. System Footprint: 2 - 8’0”H X 8’0”W

b. Government Furnished Property. Not applicable

c. Utilities.

d. Delivery. The Contractor shall furnish and deliver (F.O.B. Destination, Within

Consignee’s Premises) the equipment and documentation to the USDA, ARS, NEA, National Cold Water Marine Aquaculture Center, 25 Salmon Farm Road Franklin Maine 04634, within sixty (60) days after the receipt of the purchase order. Delivery shall be between the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excl.

Federal holidays. The Contractor shall provide the addressee advance notification of delivery. Such notice shall be provided in writing, not less than two (2) weeks prior to delivery. The Contractor shall provide at least 24 hours advance notice to the requester prior to actual delivery. Collect calls will not be accepted.

e. Installation and Start-up. Installation and site work included.

IV. Training and Documentation – Not applicable

V. Warranty. The Contractor shall provide standard warranty coverage.

A Firm-Fixed-Price award is anticipated.

EVALUATON FACTORS FOR AWARD

This is a Lowest Price Technically Acceptable (LPTA) source selection. The most important factor is price. The technical evaluation factors which consist of the Technical Approach Narrative and Technical Specifications are of equal importance. All technical evaluation factors other than cost or price, when combined, are significantly less important than cost or price. The lowest priced proposal will first be evaluated for technical acceptability. If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability. This will continue until the lowest priced proposal that is determined to be technically acceptable has been identified. Once the lowest priced proposal that is determined to be technically acceptable has been identified the evaluations will be closed, and award will be made.

Proposals will be evaluated for merit and the ability to satisfy the objectives of the acquisition based on the evaluation criteria, factors, and sub-factors listed herein. The Government will award the contract to the responsive, responsible offeror whose proposal provides the lowest price based upon meeting a Go/No-Go on technical acceptability evaluation criteria as follows:

Factor 1 - Price

Factor 2 – Technical Approach Narrative Provide narrative showing how the work will be accomplished. Narrative must show an understanding of the specific work and a feasible, realistic approach to complete the project.

Factor 3 – Technical Specifications:

Provide specification sheets on the material being provided. The specifications will be evaluated to ensure the material meets the requirements of the project.
