About this file
This document is a set of specifications for water quality automated collection sampling and logging equipment required by the USDA National Soil Erosion Research Laboratory (NSERL) in West Lafayette, Indiana.
The key requirements include: 2 portable ISCO 6712 samplers with 24 x 350-ml bottle configurations to collect surface or tile runoff samples; 2 Signature bubbler flowmeter systems to measure and record water depth and interface with the samplers; and 2 TIENet 306 sampler interface modules to control sampler pacing and enabling functions. The equipment must be compatible with the NSERL's existing network of automated samplers and data loggers. Delivery of all items is required as soon as available. This information is provided in support of a related federal contract opportunity (Solicitation Number 12505B24Q0321) for which the USDA ARS is conducting market research to identify qualified vendors, with responses due by 3:00 PM CDT on August 16, 2024.

Specifications Water Quality Automated Collection Sampling and Logging Equipment
GENERAL INFORMATION
1.0 Scope of Work:
(A) Expand network of existing ISCO signatures and 6712 equipment to include new sampling sites.
(B) Automated sampling equipment for 24 samples using sampler capable of connecting to velocity sensors and bubblers for level enabled sampling.
(C) Data logging hub capable of connecting and logging multiple parameters, including automated sampler and the area velocity sensor parameters.
2.0 Background:
The USDA National Soil Erosion Research Laboratory (NSERL) is looking to establish 2 additional sites as part of a long-term water quality project. Source Water Protection Initiative (SWPI) began in 2002 in Waterloo, IN and became the Conservation Effect Assessment Program (CEAP) in 2006. We currently have an existing extensive network of automated 6712 portable samplers and signature loggers and are needing to expand our network by establishing two new locations: to maintain compatibility with existing network of equipment, we are needing 2 each of a Teledyne ISCO 6712 portable sampler and a Signature Bubbler flowmeter system.
CONTRACTOR REQUIREMENTS
3.0 Technical Objectives and Tasks:
Automated portable 6712 samplers with 24 x 350-ml bottle configurations are needed to collect surface or tile runoff during rainfall events at programmed intervals.
Signature Data loggers and Bubbler flowmeter are needed to measure and record low level water depths and be programmed in conjunction with the automated sampler and 306 module to trigger and enable sampling at programmed intervals. Data loggers should use existing FlowLink software (we already own this) to connect and download hydrology data to contribute to existing network of water quality analysis.
TieNet 306 modules for sampler and signature interface to support sampler pacing and enabling functions during automated sampling protocols.
Specification and tasks are as follows:
1. Portable sampler requirements:
a. 24-bottle configuration base
b. 350 glass bottles
c. PTFE lined caps
d. All components of automated sampler head must be included (controller, cover, distributor arm, pump tubing connections, liquid sense detector)
e. Power supply must be 12 volt
f. Capability to connect to data logger
2. Signature Bubbler flowmeter system requirements:
a. Internal bubbler
b. Connectivity capability to 6712
c. Connectivity capability to 306 Module
d. Connectivity capability to AreaVelocity Sensor 350 or 350EX
3. TieNet 306 module: sampler interface between 6712 and Signature
a. Six-pin flow meter port
b. Connections to ISCO 6712 sampler and Signature
