(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation Number SPE610-19-Q-0850 is issued as a Request for Quote (RFQ).
(iii) This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2005- 100.
(iv) This acquisition has not been set-aside for small businesses and is issued under Full and Open Competition.
(v), (vi) and (vii) CLIN 0001: Nomenclature: High-Frequency Reciprocating Rig (HFRR), Diesel Fuel 1 EA Unit Price $___________ Description: Shall adhere to ASTM D 6079/ASTM D7688/IP450, Standard Test Method for Evaluating Lubricity of Diesel Fuels by the High-Frequency Reciprocating Rig (HFRR). Unit should include; Humidity controlled cabinet, Metallurgical microscope, wear scar camera with software and PC, accessory kit including test specimens and all other items needed to utilize and calibrate equipment must be included in the price and shipped with the equipment. Instrument must meet the voltage requirement of 220 Volts/50Hz with European style plugs. The equipment shall include no less than a one-year warranty. This is a brand name or equal requirement (Reference FAR 52.211-6) MFG: PCS Instruments Model: HFRR
CLIN 0002: Nomenclature: Colorimeter, Automated, Petroleum Products 1 EA Unit Price $___________ Description: Shall adhere to ASTM D1500, Standard Test Method for ASTM Color of Petroleum Products and ASTM D6045, Standard Test Method for Color of Petroleum Products by the Automatic Tristimulus Method. Accessory kit including all items needed to utilize and calibrate equipment must be included in the price and shipped with the equipment.
Instrument must meet the voltage requirement of 220 Volts/50Hz with European style plugs. Required dimensions not more than 45.5 centimeters wide and 20 centimeters deep and weigh less than 6.8 kilograms. Height is not restricted. Interface should have USB, LAN, RS232. The equipment shall include no less than a one-year warranty. This is a brand name or equal requirement (Reference FAR 52.211-6) MFG: LOVIBOND, Model: PFX195i/2 Saybolt Color of Jet Fuel.
CLIN 0003: Nomenclature: Flash Point Testing Apparatus, Automatic, Jet Fuel and Diesel 1 EA Unit Price $___________ Description: Shall adhere to ASTM D93, Flash Point by Pensky-Martens Closed Cup Method. Must use an electric igniter with built-in fire suppression system. Size must be no greater than 25.4 centimeters wide and 53.3 centimeters deep.
Height is not restricted. Must be able to perform a safety pre-test function and include a built-in barometric pressure sensor for automatic correction of flash point. Accessory kit including all items needed to utilize and calibrate equipment must be included in the price and shipped with the equipment. The equipment shall include no less than a one-year warranty. Instrument must meet the voltage requirement of 220 Volts/50Hz with European style plugs. CLIN 0004: Nomenclature: Miniflash 1 EA Unit Price $___________ Description: Shall adhere to ASTM D6450, Standard Test Method for Flash Point by Continuously Closed Cup (CCCFP) Tester. Instrument must include a battery power supply for field applications. Size must be no greater than 20.3 centimeters wide x 33 centimeters high x 17.78 centimeters deep. Accessory kit including all items needed to utilize and calibrate equipment must be included in the price and shipped with the equipment. The equipment shall include no less than a one-year warranty. Instrument must meet the voltage requirement of 220 Volts/50Hz with European style plugs. CLIN 0005: Nomenclature: Shipping and Installation 1 Lot Price $___________ Description: This price should include shipping and installation, if not already included in the unit price above. U.S.
Government acceptance occurs when the units are unpackaged and installed in proper working order (FOB Destination). If the units arrive before the personnel sent to install them, the units will be acknowledged as delivered by the U.S.
Government but final acceptance will not occur until installation and verification occurs. The delivery address is:

The contract or contracts will be Firm-Fixed Price with a period of performance from date of award through 17 December 2018. Delivery and installation can occur between these dates.
(viii) FAR provision 52.212-1, Instruction to Offerors – Commercial Items, applies to this acquisition.
(ix) FAR provision 52.212-2, Evaluation –Commercial Items applies to this acquisition. The basis of award will be lowest price responsible offer responding to this RFQ. The significant evaluation factors will be 1) PRICE, which will be evaluated as an aggregate of the price for the requirement 2) TECHNICAL SPECIFICATIONS of the EQUIPMENT offered, including personnel qualifications used for the installation thereof and 3) PAST PERFORMANCE.
*Note if no past performance record exists, the rating is neutral and cannot help or hurt an entity submitting a quote. Competition is encouraged, new entrants included!
(x) FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this acquisition and can be found in Addendum B.

(xiii) Any exceptions taken will be sent with offer on company letterhead stating the clause/provision/what exception is being taken. By submission of a quote you are stating that all terms and conditions of the entire solicitation are accepted and apply to your quote, unless clearly stated herein and in a formal letter on company letterhead. Quotes should include all costs arising from performance of the contract. Therefore, transportation, insurance, and any other contractor-incurred expenses should be included in the quote. Quotes must be submitted in English, and any quotes not received in U.S. Dollars will be evaluated using the live exchange rates on 12 November 2018 located at www.oanda.com. For evaluation purposes 12 November 2018 will be the date used the convert any foreign currency quote into U.S. Dollars, even if quotes are received sooner.
(xiv) The CLOSING DATE for receipt of quotes is 15:00 local time Kaiserslautern, Germany on 12 NOVEMBER 2018. Valid responses will be accepted via email to Mark.Palombo@dla.mil and Samuel.Bekele.deu@dla.mil. An email confirming DLA Energy received your quote will be provided.

NOTE 1: TO BE VALID, ALL OFFERS MUST COMPLY WITH THE INSTRUCTIONS IN CLAUSE
52.212-1(b) TO INCLUDE AT A MINIMUM:
(1) The solicitation number, (2) The time specified in the solicitation for receipt of offers, (3) The name, address, and telephone number of the offeror, (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary, (5) Terms of any express warranty, (6) Price and any discount terms, (7) “Remit to” address, if different than mailing address, (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b)) for those representations and certifications that the offeror shall complete electronically), (9) Acknowledgement of Solicitation Amendments, and (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (11) a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation.
Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration

NOTE 3: Pursuant to the North Atlantic Treaty, Apr. 4, 1949, 63 Stat. 2241, 34 U.N.T.S. 243 and the NATO Status of Forces Agreement, Article XI, dated 19 Jun 51 effective 23 Aug 1953, TIAS 2846, 4 UST 1792 all official DoD purchases through a contractor should be considered exempt from any taxes or customs fees because Germany is a member of NATO.
