APPENDIX AF. II. Patrick AFB
HOURS OF OPERATION
Provide aviation, ground fuel and cryogenic services 24 hours a day seven days a week.
During normal airfield operating hours, arrive to fuel and cryogenic requests within 30 minutes (15 minutes for Distinguished Visitors). After normal operating hours and on holidays, respond to fuel and cryogenic requests within 60 minutes. The normal hours of operation are identified below.

BASE SPECIFIC REQUIREMENTS
Contractor shall coordinate with Base Operations and the 920th Rescue Wing to obtain flight schedules.
The FSC dispatcher may have collateral duties, provided that those collateral duties can be performed within the FSC.
Recognized holidays are in accordance with the applicable Department of Labor Wage Determination.
On an exception basis, the contractor may be required to work with other grades of fuel not listed in Appendix AF of the PWS. On those occasions, the contractor shall follow instructions by the CO or his designee on receipt and issue of other fuel grades and disposition of any excess fuel.
The contractor shall exercise particular care to ensure that aircraft receive the proper grade.
Quality control of all fuels shall be accomplished IAW applicable Technical Order.
Contractor shall provide all consumables and equipment in support of this contract not listed in Appendix AF. Some example items include, but are not limited to: safety gear, cleaning supplies, AEL pads, tools, ether and alcohol. The Gov’t will provide initial Laboratory glassware. The Contractor shall purchase new glassware in the event an item is broken or if the Contractor wishes to have additional glassware that was not initially provided. Replacement glassware will be listed as CFE and will not be reimbursed by the Gov’t. The Contractor shall supply initial spill cleanup materials. If the spill material is used to clean up capitalized product, the contractor may be reimbursed for replacement items IAW DLA-Energy P-40. The Contractor shall request replacement GFE to the 45th LRS IAW local procedures.
LOX tank maintenance is performed by separate Contractor. No Cryo Maintenance trained personnel are needed.
POL will be responsible for two (2) fuel bowsers. RFM will complete any maintenance required
Provide fuel support for the Patrick, Cocoa Beach and Tico Air show once a year.
Approximately nine (9) times per year, provide 24 hour fuels support for hot refueling ops.
FUELS MANAGEMENT.
Provide all personnel, equipment, tools, materials, supplies, supervision, and all other items and services not listed in Appendix AF – GOVERNMENT FURNISHED EQUIPMENT (EAID), GOVERNMENT FURNISHED EQUIPMENT (NON-EAID) and GOVERNMENT OWNED FACILITIES, necessary to manage the requisition, receipt, storage, issue, handling, quality control and accounting of petroleum products and liquid oxygen at Patrick AFB and geographically separate units (GSUs) within the local area to include Joint Surveillance Target Attack Radar System (JSTARS) at Melbourne International Airport, Merritt Island Airport (Sheriff’s Department) and Malabar Transmitter Annex; Provide administrative support for Johnathan Dickson Mobile Tracking Annex (JDMTA) in Jupiter, FL. In addition, the contractor is expected to provide fuel support to the POTUS if Patrick AFB is the closest location regardless of mileage, other Federal Agencies outlined in Memorandum of Agreements (MOA), Memorandums of Understanding (MOU), Letters of Agreements (LOA) and Support Agreements across 45th Space Wing Installations.
The contractor shall provide input for all Support Agreements, plans, MOUs etc. published by the 45 SW. In addition, the contractor shall provide input for request in support of training exercises conducted at Patrick AFB.
The terminal manager or alternate shall be available during 45SW Core duty hours (0730-1630) within 30 minutes to meet on the installation with government personnel to discuss problem areas. After core duty hours, the manager or designated alternate shall be available via telephone and have the ability to respond to the base for emergency reasons within (one) 1 hour.
SERVICING PRIORITIES
AIRCRAFT REFUELING/DEFUELING PRIORITY REQUIREMENTS
1. Unless the 45 SW/CC establishes different priorities due to unique circumstances, the following fuel servicing priorities shall be followed:
PRIORITY SYSTEM
1. Aircraft on alert status, POTUS or POTUS support aircraft.
2. a. Primary mission aircraft for the first 8 hours after landing or start of recovery or within 6 hours of a scheduled launch, alert, test flight, or during simulated generation during an exercise.
b. Air rescue, weather, and medical evacuation.
c. All transient tactical, support and FAA aircraft.
3. Primary mission aircraft not scheduled to fly. This normally applies to aircraft undergoing scheduled or unscheduled maintenance.
4. Transient aircraft (other than that covered in Priority 1 or 2c above. On non-flying days when primary mission aircraft are not flying, transient aircraft have priority over Priority 3 aircraft.
5. Defuel priorities are on a case-by-case basis and when more than one defueling requirement exists. This should be documented on the Automated Fuels Control Log.

Hurricane/Emergency Operations:
The Contractor Shall Provide fuel support as required for HURCON exercises and real world situations IAW the 45 SW Emergency Management Plan 10-2. The contractor shall be part of the Hurricane Recovery Team (HRT). The contractor shall provide three fuel jet fuel trucks and one C-30X on-site and one fuel truck operator when the HRT team evacuates for real world or exercises. One fuel truck operator will remain with the HRT team for the duration of the event to include overnight if required. The Contractor shall plan on providing the above exercise support one time per year. The exercise will last approximately 36 hours. It will be the Contractors responsibility to fund overtime, lodging and perdiem as required for the yearly exercise. The exercise will be conducted at Malabar yearly, but the Contractor shall move locations at the direction of the Wing Commander. The Contractor shall stand ready to refuel on-site power generation or any other asset which needs fuel within 30 minutes at exercise location. During real-world evacuation, the Contractor shall remain on location with the 45 SW to provide support as required. Off-Site lodging during real-world relocations will only be allowed if relocation Commander authorizes. During real-world relocations, the Contractor shall respond to requests within 15 minutes of notification. Upon request by 45 SW, the Contractor shall support all recovery efforts at PAFB and mission essential off site locations to ensure mission readiness.
The Contractor shall respond immediately to any requests for fuel during the rescue and recovery phases.
The Contractor shall support Cape Canaveral Air Force Station (CCAFS) in the event of emergencies or natural disasters. Due to the limited capabilities at CCAFS, it is possible that CCAFS COCO Contractor will need additional support to ensure mission integrity. The support shall not include day to day operations and will only be called upon for emergency situations.
The support that shall be provided includes loaning Gov’t owned fuel vehicles, providing fueling services, issuing out bulk products to the CCAFS COCO assigned fuel assets, or any additional requirements as requested by the 45th LRS Commander. Direction for support will come from the Contracting Officer.
PERFORMANCE DURING CRISIS.
Performance of services during crisis declared by the National Command Authority or Overseas Combatant Commander. The services provided by this contract are considered mission essential.
During national crisis, the contractor shall provide all services stated in this contract without interruption. Standard airfield operating hours 0630-2400 M-F and 0630 – 1700 Sat/Sun;
However, airfield-operating hours may be adjusted in support of crisis response. The CO will notify the contractor of a declared crisis through the most expeditious secured means determined at the time of the crisis.
Operating Instructions.
The contractor shall develop an Operating Instruction (OI) for internal circulation control, protection of resources and to regulate entry into Air Force controlled areas during normal, simulated and actual emergency operations. The OI shall be written in accordance with AFI 31- 101, the local base Operations Plan usually referred to as an OPLAN and AFI 10-245, Air Force Anti-terrorism Standards and coordinated through Security Forces Operations (SSFO).
Controlled/Restricted Areas. The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. Training will be provided to all personnel by the controlled area monitor to include contractor employees and government employees who have access to the controlled area. All personnel who work or have access to the controlled area will receive initial and follow-on training from the controlled area custodian/monitor who is designated by the contractor.
Entry Procedures for Controlled Areas. For on-base cleared facilities oversight by the base SSFO, contractors shall comply with the National Industrial Security Program Operating Manual (NISPOM), previously referred to as the Industrial Security Manual (ISM), to implement controlled area requirements. The SSFO shall approve the establishment, construction, and modification of all contractor designated controlled areas before they may be used to limit access.
The 45th Space Wing Installation Security Plan. This plan contains instructions of Owner/User responsibilities in controlled areas. The Contractor shall be responsible for three controlled areas: Refueling unit parking lot and both the North and South bulk fuels storage facilities. During emergency operations and during increased Force Protection postures, these controlled areas shall be manned to prevent unauthorized entry and exit. The resource protection area monitor will insure that all contractor personnel are trained on security procedures and each threat condition IAW this plan.
Respond IAW installation plans including but not limited to the below plans. The contractor shall provide support as needed. (Installation plans will be provided at contract post award conference.)

Quality Surveillance.
The contractor shall establish a written fuel project quality surveillance plan to ensure that products handled by the contractor remain on-specification. The contractor’s written plan shall include sampling, test methods, equipment, and documentation of test, records keeping and actions to be taken in the event of unacceptable test results. Utilize the web based Air Force Test and Analysis tool (AFTAT) for lab analysis.
Provide HAF a responsive capability to receive validated/verified data directly from the unit utilizing the Self-Assessment Communicator (SAC) within the Management Internal Control Toolset (MICT), complete an annual assessment and update the reviewed date IAW AFI 90-201.
Checklists for Fuels Management, Safety, AFRIMS, etc. shall be completed by the established LRS reporting date. Non-compliant areas shall be updated on a monthly basis until discrepancies are resolved.
Complete Air Force Level Standards (AF COLS) using the AF COLS Reporting Tool (RT) IAW USAF/CC Memo: Air Force Installation Support Standards, 12 Jan 13.
As the tank building custodians, the contractor shall ensure that anyone using/accessing the tanks will have all required safety equipment, to include Personnel Fall Arrest System (PFAS) and are properly trained in fall protection and follow guidance IAW AFI 91-203.
Contractor will ensure effective management of records for fuels management, the TM or ATM will perform the duties of Chief of Office Records and perform as, or appoint, an employee to perform the duties of the Records Custodian IAW AFI 33-322.
