Pre-Award SITE SURVEY

RFQ – SPE5B1-21-Q-0002

22 June 2021

Participants of subject site survey at Kleber Kaserne, have raised the following questions:

Section A. QUESTION & ANSWER – Square Meter Breakout

Q – Will DLA provide a detailed square meter breakout for each cleaning section per building, i.e., individual square meter data by restroom, office, common areas, etc.?

A – The total number of square meter for rooms per building is listed on the Facility Summary provided in APPENDIX II on page 16 of the Performance Work Statement (PWS).

The number of square meter provided with the individual performance requirements per CLIN in the Performance Requirements Summary (PRS) need to be clarified as follows:

CLIN Dusting – shall read 271 sqm in total and will only apply to the room numbers per building as listed in Para 1.3.8 of the Performance Statement of Work (PWS).

CLIN Kitchen Cleaning – shall read 57 sqm in total for an overall number of three (3) kitchen (1 ea. in Bldg 3227, 3229 and 3209).

Section B. QUESTIONS & ANSWERS – Restroom Supplies

Q1 – Is there an estimated number available on paper hand towels, toilet paper and soap needed on the current contract, considering all DLA employees are present in the buildings?

A1 – There is no firm data available as to the amount required. DLA would suggest considering the need for a total number of 231 DLA employees being present in all buildings when fully staffed.

Section C. QUESTION & ANSWER – Office Cleaning

Q – Is cleaning service for desks/workstations and file cabinets also required and needs to be included in the routine cleaning performance for all offices?

A – In general, there is no cleaning service required for desks/workstations or file cabinets in regular offices. Routine cleaning tasks in Para 1.3 of the Performance Work Statement (PWS) will apply.

Individual building and room numbers for specified dusting service in conference/training/VTC rooms (including desks, chairs, file cabinets, etc.) are listed in Para 1.3.8 of the Performance Work Statement (PWS).

Section D. QUESTION & ANSWER – Kitchen Cleaning

Q – Does cleaning service for kitchen also include the inside cleaning of any kitchen appliances (i.e., stove, refrigerator, etc.)?

A – Routine cleaning tasks in para 1.3.6 of the Performance Work Statement (PWS) and surface cleaning in accordance with the Performance Requirements Summary (PRS) will apply, not including inside cleaning of any kitchen appliances.

Section E. QUESTIONS & ANSWERS – Bldg 3230 – Secured Area

Q1 – Does contractor cleaning personnel need to follow special access requirements for service performance in Bldg 3230?

A1 – The contractor cleaning personnel will have to ring the door bell on the outside of Bldg 3230 each time they require access to the building.

DLA escort will be provided during the whole time of cleaning performance within the secured area on the first floor of Bldg 3230 and therefore, a specific time frame for all cleaning services in Bldg 3230 will have to be coordinated between the DLA customer in Bldg 3230 and the contractor cleaning personnel. Para 4.3 of the Performance Work Statement (PWS) will apply.

Q2 – Will contractor cleaning personnel have to store personal mobiles, iphones, etc. during cleaning service performance in Bldg 3230?

A2 - NO devices with signal and/or camera (cell phones, smart phones, iphones, tablets, Apple watches, etc.) will be allowed within the secured area of Bldg 3230 and will have to be stored in one of the hallway lockers during the whole time of presence in that area. This requirement will not apply for the time of cleaning performance upstairs on 2nd floor of Bldg 3230.

Section F. QUESTIONS & ANSWERS – DLA Facilities Access and Access to Basement Rooms in Bldg 3227

Q1 – Will individual or all contractor personnel have access to all DLA buildings covered under this contract?

A1 – In general, contractor building access is limited to weekdays, hours of operation and by building. Case-by-case exceptions in accordance with periodic cleaning tasks and for required emergency and one-time/on-call services may apply.

DLA security office will issue contractor picture IDs for contractor key personnel to have full building access, and for individual contractor cleaning personnel with limited building access, as required in accordance with the contractor performance schedule by building and floors.

Q2 – Some of the rooms in the basement of Bldg 3227 are locked during regular hours of operation. Will contractor cleaning personnel have access to those rooms or will DLA have a POC within the building for providing access?

A2 – The conference room and training room in the basement of Bldg 3227 are considered common areas, therefore, contractor access will be granted. However, only the contractor key personnel and the individual contractor cleaning personnel scheduled for service performance in that building will be given access.

Section G. QUESTION & ANSWER – Hours of Operation

Q1 – Can the hours of operation listed in the solicitation (07:30 through 12:00 hrs.) be subject to change (i.e. perform cleaning service between the hours of 08:00/9:00 through 13:00 hrs.

A1 – In regards to DLA’s operational and common business hours, all custodial services performed under this contract shall be completed between the hours of 07:30 through 12:00 hrs., Monday through Friday, unless otherwise stated by the Contracting Officer or COR in writing. Para 4.9 of the Performance Work Statement (PWS) will apply.

Any unforeseen delays/situations that may occur and will require a change to the regular daily performance schedule (i.e., installation access restrictions due to military exercise, etc.) will have to be coordinated and determined on a case-by-case basis.

Q2 – Is the time period provided in Para 4.9 Hours of Operation of the Performance Work Statement (PWS) a sufficient time frame for performance completion of all custodial services?

A2 – From previous contract experience, the hours of operation listed in Para 4.9 of the Performance Work Statement (PWS) is providing a sufficient time frame to perform all custodial services under this contract.

Q3 – Can cleaning service be performed on Saturdays/weekends?

A3 – All routine cleaning tasks, as listed in Para 1.3 of the Performance Work Statement (PWS), shall be performed Monday through Friday.

Only periodic cleaning tasks, as listed in Para 1.4 of the PWS shall be performed on Saturdays/ weekend as scheduled between the Contracting Officer or COR and the Contractor.

An exception will be the semi-annual window cleaning, which shall be scheduled for performance on a weekday as well.

Section H. QUESTION & ANSWER – Emergency / One-Time/On-Call Services

Q – From current contract experience, when and/or how often may one-time/on-call service be required?

A – From current contract experience, emergency services and/or one-time/on-call services are required on rare occasions. However, in individual cases, this service may also be required on a weekend or a holiday, or after regular DLA operational/business hours. Contractor cleaning personnel will be escorted during service performance on a weekend or holiday and after regular hours of operation.

For DLA Contracting Officer or COR reporting and for Contractor response, Para 1.5 Emergency Services and Para 1.6 One-Time/On-Call Services will apply.

Section I. QUESTION & ANSWER – Contract Solicitation

Q – Is this solicitation for a new contractual requirement, for a regular follow-on contract or is a current contract being terminated for convenience or cause?

A – The current DLA contract for custodial services is due to expire on 30 Sep 2021. The US Government is required to recompete service contracts after a 36-months lifecycle. Subject solicitation is being released to contract for continued custodial services for DLA facilities on Kleber Kaserne, Kaiserslautern, Germany.
