Amendment 0002 is issued for Site Visit, answers vendors questions, revise specification VIBB 15-20-1400 and to extend the solicitation closing date.
Site Visit: Site visit is scheduled to provide potential contractors the opportunity to view the installation location.
Visitors should contact Bruce Bennett no less than 7 business days before the scheduled date of site visit.

52.237-1 -- Site Visit Site Visit (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

(b) Prospective offerors are notified that remarks or explanations provided during a site visit shall not qualify the terms of this solicitation. Unless and until this solicitation is amended in writing, terms of the solicitation and specifications remain unchanged.
(c) Site visitors requiring interpretation or clarification of technical or contractual requirements included in this solicitation are encouraged to submit their questions and any information obtained during the site visit to the Contracting Officer, by contacting the individual identified on the face of the solicitation.
QUESTIONS AND ANSWERS PRIOR TO SITE VISIT:
1.) The Purchase Description for Solicitation SPE4A8-17-Q-0070 for a Main Fuel Control Test Stand references “maintenance manual S9234-AB-MMD-050” in the first paragraph. Can you provide this manual?
Answer: Yes, provided the manual is releasable.
2.) If this manual does not contain the test procedures could you also provide the test procedures?
Answer: Test Procedure is in this manual.
3.) Paragraph 3.3.4 Software – The stated required software is “Bauer ATS3000 Advanced Test Software Package”. This is proprietary software owned by our competitor.
Is it your intention to make the contract award as sole source to Bauer?
Answer: No.
4.) Is it acceptable to propose other software instead of Bauer software that meets all functional requirements stated in paragraph 3.3.4?
Answer: Any software that meets the functional requirements and is easy to use shall be acceptable.
5.) We are requesting a Site Visit. Please let us know if we should coordinate this visit with you or directly with the facility.
Answer: Any site visit will initially be coordinated with the contracting office.
6.) 1.1“ …and remote control console.” This suggests the operator will be outside of a test cell where the test stand is located. Please confirm.

Answer: The existing test stand is located in a large explosion proof room with other test stands and is not enclosed in a test cell, within the larger room. The new test stand similarly will be located in a large explosion proof room with other test stands.
Having stated the above, we (FRCSW personnel) have to have the capability to be anywhere around the test stand to be able to see live data AND control the test stand remotely if required. This is for troubleshooting and if necessary to operate the test stand in event the main computer crash. The operator does not have to be outside the test cell. They can be behind the test stand and yet be able to see live data.
7.) 3.1.4.3. Secondary Containment - This requirement will extend to the entire test cell room in the event of an external line failure. Is this assumption correct?
Answer: If the total storage capacity of the fluid for this test stand is greater than 55 gallons, then 110% secondary containment is required. As stated in the previous answer, the new test stand will be located in a large explosion proof room with other test stands. If your design for this test stand includes a test cell that you will be providing and envelopes this test stand, then yes - the secondary containment can extend to the entire test cell. If you are not providing a test cell that envelopes this test stand, then no - the secondary containment for this test stand will have to be limited to this test stand only.
Having stated the above, we are not familiar with your design. It would be better for us to answer the RFI more completely after a preliminary design is proposed. If an external line fails, is it high pressure or low pressure; will it drip or spray? The design will have to contain the fluid.
8.) 3.2.6 Painting – Is there a color the end-user prefers? – if not we will make a recommendation after our site visit.
Answer: A recommendation after the site visit will be fine.
9.) 3.3.1 Main Fuel Control Test Stand - Please specify what is meant by a 3-foot egress. If this requirement drives a 3-foot open radius and all motors must have a 6-12 inch open radius, this will increase the size of the test stand considerably.
Answer: This requirement is for ease of maintenance. If the test stand can be designed for ease of maintenance without this requirement then we can remove this requirement from this SOW. The KO will have to be notified.
10.) 3.3.3 Electronic Test Console – test console shall be built-in to the test stand. Is this in addition to a remote control console detailed in para 1.1?
Answer: Correct
11.) 3.3.5 Hydraulic System – MFCTS shall piping shall have tubing and fittings fabricated from stainless steel. Does this apply to all piping in the test stand or only metal tubing? Is flexible piping acceptable where applicable?
Answer: SS piping shall contain all calibration fluid from the reservoir up to the UUT and back to the reservoir. This will prevent contamination entering and exiting the UUT due to corrosion. Flexible piping is acceptable for good design as long as it does not corrode, contaminating the fluid entering and exiting the

12.) 3.3.5 Hydraulic System - The stainless steel drip pan – Is this describing the sink, scavenge tank or another fluid collection pan?
Answer: The SS drip pan describes the sink/scavenge tank
13.) 3.3.7.4 Facility Connections – Main buss disconnect enclosure shall be consistent with existing facility buss disconnect enclosures. Is the contractor required to provide the buss drop disconnect switch or is that gov’t provided or are we following the 15 feet to Government supplied utilities?
Answer: The government shall provide a drop for the vendor to connect to within 15 feet. Please provide specification.
14.) 3.3.9 j. Scavenge System; Eight gallon scavenge tank system. Does this support criteria in para 3.3.5?
If so, is 15 gallons more appropriate?
Answer: 8 gallons is a minimum. 15 gallons is more than adequate.
15.) 3.3.9.1 Filters - Any fluid returning to the main reservoir shall be filtered. Is there any requirement for patch test to examine particulate in returning fluid?
Answer: Fluid is tested for contaminant at the laboratory before UUT can be tested.
16.) 3.5 Gauges - What is the intent of gauge use vs ATS3000 Data Acquisition use?
Answer: Gauges is used as a redundant in case digital reading is not working. Requisition for parts is our bottleneck.
17.) 3.7.1 Spare Parts – One year supply of spare parts. Are all parts to be shipped with the test stand or will they be ordered against the provided spares list as needed?
Answer: Spare parts will be shipped with the test stand.
18.) 3.10 Installation – Installed on first floor of B-379. Will a facility tour be available? Facility drawings, etc? Doorways, tight turns, overhead clearance etc will be crucial to the design of such a large test stand.
Answer: A facility tour/site-visit is available. Contact KO for further details. A courtesy drawing of the facility will also be provided.
19.) 3.10.1 Teardown, Installation and Test Schedule – Is there any teardown of existing equipment/infrastructure effort anticipated? If so, will details be disclosed before proposals are due?
Answer: Teardown of existing equipment is not anticipated. Infrastructure may be an issue depending on what it is you are requiring. A listing of facility requirements will help us determine what can be anticipated.

20.) 3.15 Table VI UUT Requirements – “Testing Without Failure” section refers to “the upgrade”. Is there any upgrade requirement to existing equipment in this project?
Answer: Upgrade in this instance is considered replacement of our old test stand to a new one. Sorry for the confusion.
21.) INSTALLATION RESPONSIBILITIES – a. Provide machine foundation in accordance with the manufacturer’s design requirements. Does this include any bund walls or floor coatings to meet California EPA regulations?
Answer: Yes, provided that the bund walls allow for forklift/cart traffic and still maintain 110% secondary containment.
22.) Paragraph 3.3.4 was revised to read:
3.3.4 Software. The required software for full operation of the test stand, and its components shall be complete and easy to use. Software shall provide printed data of results. Pass/fail criteria, evaluation and a data sheet summary shall be printed at the end of the test routine. This system software shall include a user-friendly graphical operator interface. The operator shall have full display of parameters to test the UUTs. The software design shall permit a change to a single parameter in any saved test file without having a redo the entire file. The software shall perform the following tasks as a minimum: formatting storage media, resetting the system calendar, downloading system archive to I/0 device, system backups, and system security via programmable password protections.
23.) Specification dated May 23, 2017 was replaced with new specifications dated November 07, 2017.
24.) Extend Solicitation closing date to January 02, 2017 at 2:00 pm EST.
25.) Proposals received in response to this solicitation will be considered valid for 120 days from Date and Signature on Amendment 0002 unless indicated on your proposal.
