Performance Work Statement and System Specifications Disaster Relief Mobile Kitchen Trailer (DRMKT-M-285) V2.1

2.0 General (Government)

This section describes the general requirements and performance work statement (PWS) for this effort. The following subsections provide details of various considerations for the effort.

2.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.

2.2 Business Relations

The contractor shall integrate and coordinate all activity needed to execute the requirements. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.3 Contract Administration and Management

The following subsections specify requirements for contract, management, and personnel administration.

2.3.1 Contract Management

The contractor shall establish clear organizational lines of authority, communication and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the National Guard Bureau, A1XR at Joint Base Andrews, MD and the contractor's corporate offices.

2.3.3 Personnel Administration

The contractor shall provide the following management and support as required. The contractor shall make necessary travel arrangements for employees. The contractor shall provide necessary infrastructure to support contract tasks. The contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).

2.4 Subcontract Management

The contractor shall be responsible for any subcontract management necessary to perform the work required to deliver DRMKT-M-285 systems and shall be responsible and accountable for subcontractor performance and oversight. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations.

2.5 Contractor Personnel, Disciplines, and Specialties

The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.

2.6 Location and Hours of Work

Work under this PWS shall be performed at the contractor’s production facility. The Contractor shall provide key points of contact information (name, phone number, email, office address, etc.) during normal workdays; Monday through Friday except US Federal Holidays.

2.7 Travel / Temporary Duty (TDY)

Travel to government facilities or other locations may be required during delivery, training and/or service to DRMKTs. After each delivery, the contractor shall provide three (3) days of onsite operational training to Air National Guard personnel on the DRMKT-M-285 at no additional cost to the Government. The DRMKT-M-285 system shall include a two (2) year warranty (see Warranty). Repairs and/or assistance visits outside the scope of delivery or warranty service will be negotiated separately from this contract and shall be pre-approved by the government (subject to local policy procedures) and will be performed on a strictly cost reimbursement basis.

3.0 Operational Requirements and Specifications

This section describes the complete DRMKT-M-285 system specifications and performance capabilities.

3.1 System Description – Disaster Relief Mobile Kitchen Trailer The contractor shall provide commercially available Disaster Relief Mobile Kitchen Trailer systems (DRMKT-M-285) to sustain disaster relief feeding operations.

Base system. The DRMKT-M-285 consists of a purpose built, 20 foot-towable trailer body and frame integrated with closed combustion Babington cooking and sanitation appliances, mounted on a triple-axel trailer. The system includes a towing extension and hitch on the forward end and a rear drop-down door. Each diesel-fired cooking appliance has its own exhaust-ventilation system to remove radiant heat and/or water vapor and heat rising from the cooking surfaces of the appliances for improved thermal comfort in all operational environments. A side entrance door is located next to a service window and exterior awning. Figure 1 depicts the DRMKT system deployed in operational mode, with the rear drop-down door open. In this configuration, the hinged door is stabilized with leveling jacks and serves as an additional work platform for cooks. The hinges are sealed with rubber weatherproof seals.

Dimensions & Weight. The DRMKT trailer is 285” L x 103” W x 101” H. The complete system shall weigh less than 12,000 lbs. and have a gross vehicle weight rating (GVWR) of 15,600 lbs.

Figure 2 Construction. The DRMKT-M-285 shall be constructed of quality materials. It is a fully integrated kitchen built inside a commercially-manufactured trailer body, mounted on a reinforced three-axle frame. Figure 2 shows a side view, with the side door and service window and towing extension and hitch.

Transportability. The DRMKT is designed for rapid mobility and easy transport.

· Air Transport. The DRMKT-M-285 is certified for loading and transport on the following aircraft: USAF C-130, C-17 and C-5. The DRMKT-M-285 shall meet internal air transport certification requirements specified by the Air Transportability Test Loading Agency (ATTLA file number 2012.10.05 Rev2).

· Ground Transport. The Disaster Relief Mobile Kitchen Trailer is capable of being transported over primary roads and some secondary roads by any 450-class, 1 to 2-½ ton vehicle capable of towing at least 15,600 lbs. The trailer shall include a combination Ball/Pintle hitch and tongue arrangement; with a class V (5) 2-5/16” hitch ball size. It shall also include an electrical/mechanical tongue jack that is battery-powered, with a manual override mechanism.

Plumbing and Fixtures. The DRMKT-M-285 shall be equipped with installed plumbing and fixtures as follows:

· Hand wash sink; integral to front prep counter.

· Prep sink; integral to front prep counter.

· Water distribution to Tray Ration Heater.

· Water distribution to Skillet.

· Water Pump: the potable water pump is configured to activate and provide water pressure to any internal DRMKT spigot on demand.

· A separate Babington (portable) potable water transfer pump is provided to transfer water from any available non-pressurized water source such as water bladders and water trailers to the DRMKT system.

· Drain Fittings: all water lines can be drained through internal plumbing terminating at male quick-disconnect fittings externally.

· Grey water hoses: will connect to the quick disconnect fittings located on the exterior wall of the DRMKT trailer. The detachable drain system shall be fabricated from heavy wall industrial-grade corrugated section hose to ensure high temperature gray water can be safely drained.

· Grey Water Sump Pump: a Babington grey water sump pump will be provided to receive input from all exterior drain hoses and discharge the filtered water through matching hoses of 25-foot increments. Three 25-foot hose sections will be provided.

Fuel Delivery. The system shall support fuel usage requirements with external military 5-gallon fuel cans. Each DRMKT-M-285 shall include five (5) 5-gallon fuel cans.

Generator and Electrical Power. The system can be powered by the onboard diesel generator (NTE 8KW) or by shore power through external electrical inputs. All cooking appliances will operate with a single on/off switch and are thermostatically controlled with visible LED lights to indicate desired and set temperatures. The system shall not have exposed wiring and contain P/5 Volt AC receptacles for easy plug-in. All electrical wiring and equipment installation shall meet National Electric Code (NEC) specifications.

· Total Power Requirements: Total power shall not exceed 8 kW or the power generating capacity of the onboard Commercial Quiet generator. All parts of the electrical system shall comply with NFPA Standard No. 70.

· Input Power: The system shall contain standard connectors mounted in a junction box.

· Distribution: The system shall distribute electrical power via a mounted junction box. The system shall receive power through the connector box and distribute to components and appliances and electrical outlets. Power shall be single-phase, 120 VAC 50/60 hertz with 60-amp wiring capability.

· Convenience Outlets: The system shall have duplex convenience outlets. All convenience outlets shall be rated to carry 20 Amps of current. All outlets shall be of Ground Fault Circuit Interrupter type. Outside convenience outlets shall be protected and weatherproof.

· Power Switches: The system shall have power switches for lights, exhaust blowers, air ventilators and all other powered components that do not have integrated controls. All switches shall follow the design guidance of National Electric Code (NEC).

· High Temperature Rating: Electrical motors shall be rated to operate at 120°F.

· Overload Protection: The system shall have resettable electrical overload protection devices (e.g. circuit breakers) to protect against electrical short, component damage and personnel injury. Each major electrical component shall be serviced by a separate circuit. The circuit breaker panel shall be located within the junction box wall.

· Emergency Shut-Off: The DRMKT-M-285 shall be equipped with at least one emergency shut-off switch for the electrical system. Emergency stop buttons shall be located such that the user can access them from either side of the kitchen near an exit door. The interior of the trailer shall have a clear aisleway for easy access to emergency shut-off switches.

Closed Combustion Appliances. The DRMKT-M-285 shall meet Standard Thermal Environmental Conditions for Human Occupancy, such as ASHRAE Standard 55-2004 or ISO EN7730. The system shall be equipped with Babington proprietary closed combustion cooking appliances heated by Airtronic multi-fuel burners. The integrated burner and appliance suite detailed in Section 3.2 prohibits direct heat and hot exhaust gases from entering the internal kitchen space, making the DRMKT system safe and energy efficient. The closed combustion configuration shall effectively capture heat generated by the appliances and combustion effluent produced by the burners and exhaust it out of the trailer. Thus, maintaining indoor thermal comfort and good air quality for cooks and working personnel at all times.

Secondary Appliance Air-Cooling. Related to (h) above, the DRMKT-M-285 appliance suite shall also contain a secondary air-cooling system that channels residual heat build-up outside of the trailer during operation. Thus, ensuring that the kitchen workspace and appliance surface temperatures are safe for human contact. The proprietary design shall include a dual-channel blower system that reduces convective heat or other excess heat that can build-up over time. This design shall contribute to indoor thermal conditions and enhance long-term equipment use.

Noise Reduction. The DRMKT-M-285 appliances shall be equipped with a noise suppression design to reduce appliance noise and contain the heat generated by respective Airtronic burners. Each heated appliance shall contain burner access doors on the front, where a cook or operator can easily install or remove the burner into the appliance firebox. The burner access doors also function as a cover for the burner during storage and transport and an added noise insulator during operation.

Environmental Control. The DRMKT-M-285 shall be able to connect to an external Environmental Control Unit (ECU) to provide additional cooling or heating air to the interior of the trailer as desired, while operating in different weather and temperature environments. As referenced in Section 3.2 (h), the DRMKT-M-285 shall meet indoor air quality OSHA standards and thermal environmental and human occupancy standards in all operating environments.

Doors and Interior. In operational mode, the DRMKT-M-285 shall have a minimum of two doors or openings, one on the passenger side of the trailer and one rear drop-down door. Doors are placed so that users can exit in less than 5 seconds from any work area. The side door shall include an insect screen for protection while the doors are open for ventilation. The interior of the DRMKT shall be constructed of food grade, stainless steel materials.

Service Counter, Window and Storage Cabinets. The DRMKT-M-285 shall be equipped with a built-in service or meal preparation counter. Overhead storage cabinets shall be installed above the service window and counter. Additional storage cabinets shall be located beneath the service counter, which can also function as insulated food cabinets for hot storage, cold storage, or dry storage.

Awning and Stand-Alone Rear Tent. The DRMKT-M-285 shall be equipped with an electric retractable awning, mounted on the serving side of the trailer, that consists of weather-resistant fabric and a collapsible metal support arm. In addition, the DRMKT-M-285 shall include a stand-alone tent assembly that covers the rear drop-down door/platform during operation as desired. The DRMKT-rear tent shall be easily attached and removed to the outside of the trailer body.

Leveling Jack Stabilizer. The DRMKT-M-285 shall be equipped with built-in automatic leveling jack stabilizers featured on all four corners of the trailer. The DRMKT shall include all hardware (e.g. jacks) necessary for leveling and stabilizing the system when in operational mode so as to be leveled on a surface. The rear door / ramp / deck will be provided with detachable (manual) leveling jacks.

Artwork. The exterior of the DRMKT-M-285 shall be wrapped with approved Air National Guard artwork, such as those illustrated in figures 3 and 4. All DRMKT artwork shall be authorized by the ANG Readiness Functional Program Manager.

3.2 DRMKT-M-285 Equipment and Kitchen Layout

The DRMKT-M-285 is a mobile kitchen trailer for domestic emergency response fully integrated with diesel-fired closed combustion Babington cooking and sanitation appliances and other equipment.

a) Common Heat Source Burner. The DRMKT-M-285 shall be integrated with Babington cooking and sanitation appliances that utilize the patented Airtronic multi-fuel burner (NSN # 7310-01-442-8340) as the primary heat source. The joint-service Airtronic burner is compatible with all distillate fuels such as diesel, JP-8, F24, kerosene and biodiesel and has the following performance characteristics:

b) Fuel Supply. The DRMKT-M-285 shall be equipped with 5-gallon fuel cans that supply fuel to the burners through quick-disconnect fittings mounted on the trailer. The fuel distribution line is designed to improve safety and eliminate the need to transport fuel inside the kitchen.

c) Closed Combustion Appliance Suite. The DRMKT-M-285 shall be integrated with Babington closed combustion appliances that capture and vent all hot exhaust gases produced by the burner outside of the trailer. See Section 3.1 (h) and (i).

d) Kitchen and Equipment Layout. The DRMKT-M-285 shall have 140 square feet of enclosed floor space. Figure 5 illustrates the overall kitchen layout and appliance and equipment configuration. Figures 6 and 7 provide side views of the DRMKT-M-285 kitchen: main appliance arrangement and meal preparation equipment and Tray Ration Heater arrangement.

e) Heated Serving Line. The DRMKT-M-285 shall be equipped with two (2) Babington Heated Serving Lines (HSL) with integrated fuel tank; P/N: BZ-HSL-1911. Each HSL shall be heated by an Airtronic burner integrated into a closed combustion heat exchanger. Each HSL will also include a battery pack enabling meal service in remote areas without a dedicated power supply. The BZ-HSL-1911 supports five (5) full size food pans.

f) Three Sink Sanitation. The DRMKT-M-285 shall be equipped with three (3) Babington Single Sanitation Units (SSU); P/N: SSU-2030. Each portable Babington SSU shall be heated by an Airtronic burner integrated into a closed combustion heat exchanger. Each SSU has a 20 x 30 x 14-inch sink basin and is capable of being set to either Wash, Rinse or Sanitation mode. Once set to a desired mode, the SSU will achieve and then maintain the selected operating temperature until turned off.

g) Refrigerator. The DRMKT-M-285 shall be equipped with a commercial stainless steel 23-cubic foot reach-in refrigerator (Beverage-Air Horizon Series). The refrigerator shall have two stacked ½ doors configured into a single unit.

h) Folding Tables. The DRMKT-M-285 shall be equipped with three (3) aluminum tables with folding legs; 20 x 60 inches.

3.4 Transportability Requirements.

The contractor shall provide a DRMKT-M-285 system that meets all transportability requirements.

Transportation Mode. The DRMKT-M-285 shall meet all transportability requirements while in transportation mode, defined as when the system is in its closed and secure configuration. The system shall also meet C-130 aircraft transportation specifications with minimal disassembly and standard rail transport and tie-down specifications. The DRMKT is towable by non-tactical, heavy-duty pickup trucks or the like. While configured for transportation, the trailer can be removable from the towing vehicle so that it can be transported by other means, i.e. rail or aircraft. The gross weight of the trailer shall not exceed 12,000 pounds.

Operational Mode. The DRMKT-M-285 is in operational mode when it is fully deployed and in a readiness state for food preparation and service. In this mode the system shall provide 140 square feet of sheltered floor space plus additional unsheltered floor space via the rear platform deck. All components necessary for food preparation shall fit inside this sheltered space. The system in a static configuration will be capable of providing fresh rations, UGR H&S, UGR-B, UGR-A and enhancement items at the proper serving temperatures.

Setup and Transition. The DRMKT-M-285 shall require not more than 30 minutes to transition from transportation mode to operational mode by three personnel. Transition procedures will start when the trailer is leveled. The DRMKT shall not require greater than 30 minutes to transition from operational mode to transport mode by a crew of three people providing all surface and appliance temperatures are cooled down to less than 140°F.

3.5 Human System Integration Requirements

The contractor shall provide a Disaster Relief Mobile Kitchen Trailer system that meets human system integration requirements.

Id Plate. The DRMKT-M-285 shall be equipped with a durable, permanently affixed identification plate that meets IAW DOT requirements.

Human Factors Requirements. The DRMKT-M-285 dimensions and equipment layout shall permit safe and effective operation and maintenance by male and female personnel in the 5th to 95th percentiles when wearing the field duty uniform, mission-oriented protective posture (MOPP) level II, and the cold weather ensemble during all potential environmental and operational conditions.

Fire Protection. The DRMKT-M-285 shall be equipped with emergency fire protection equipment consisting of a minimum of four 2.5 lb. fire extinguishers with ABC fire-fighting capability. All fire extinguishers are located so that they provide the user with the best opportunity to safely reach the fire extinguishers if an appliance or electrical component should catch on fire.

Emergency Lighting. The DRMKT-M-285 shall be equipped with emergency lighting which automatically activates when normal lighting is lost. Sufficient emergency lighting shall be provided for personnel to safely evacuate the DRMKT.

Doors and Interior. The DRMKT-M-285 shall have a minimum of two doors or openings, one on the passenger side of the container and one drop-down rear door. Placement of the doors shall allow users to exit the DRMKT in less than 5 seconds from any work area. The side door shall include an insect screen that can be used to keep out insects while the door is open for ventilation purposes. The interior of the DRMKT shall be constructed of food grade, stainless steel material.

Stair Ladders. The DRMKT-M-285 shall be equipped with two external stair ladders, or mounted steps, for safe ingress and egress when in operational mode. One set of stair ladders shall be provided for each door entrance.

Flooring. Doors, aisles and passageways shall be free of tripping hazards such as thresholds, cords, hoses, steps or other projections. Flooring shall be made of aluminum floor decking with rubber, non-slip removable matting.

Lighting. DRMKT-M-285 shall be illuminated by Low-Profile, LED light fixtures.

Noise. Steady state noise levels within the DRMKT operating environment shall not exceed 75 dBa.

Ventilation Requirements. The DRMKT-M-285 shall have ventilation or other protective measures to keep gases, vapors, dust and fumes within safe limits. Intakes for ventilation systems shall be located to minimize the introduction of contaminated air from such sources as exhaust pipes.

Sharp Edges, Moving Parts. The DRMKT-M-285 shall be free from non-functional sharp edges and projections. The DRMKT shall not have any exposed moving parts, which could injure personnel.

Flammability. Fabrics and other materials in the DRMKT-M-285 shall be nonflammable, self-extinguishing, and shall not melt when exposed to flame or high heat.

Toxicity. Materials used in the DRMKT-M-285 shall not cause skin irritations or other injuries, and shall not produce vapor hazards, including the emission of toxic or noxious odors, to personnel in the DRMKT under all environmental conditions.

3.6 Warranty and DRMKT Training

The contractor shall provide a commercial limited warranty and an operational training and technical support package for each Disaster Relief Mobile Kitchen Trailer system:

The contractor shall warrant that all DRMKT-M-285 systems and associated equipment will be free from material defects in workmanship and quality under normal use and service for a period of two (2) years from the date of delivery.

For each DRMKT-M-285 system, the contractor shall provide three (3) days of onsite operational training and support to Air National Guard personnel, at a time of their choosing, at no additional cost. All expenses related to training shall be included in the unit purchase price of the DRMKT-M-285. The contractor shall also provide DRMKT Technical & Operational Manuals and related technical manuals and instruction materials for all commercial equipment.

3.7 Environmental Requirements

The contractor shall provide Disaster Relief Mobile Kitchen Trailers that are capable of meeting environmental requirements.

Ambient Temperature. The DRMKT-M-285 shall be capable of meeting all operating requirements in ambient temperatures ranging from 25°F to 120°F in accordance with MIL-STD-810G section (502.5 – 501.5). Proper cold and hot weather operational and storage procedures shall be clearly specified.

Rain/Water. While in both operational and transportation modes, the DRMKT-M-285 shall not permit water intrusion in accordance with MIL-STD-810G section 506.5.

Humidity. While in both operational and transportation modes, the DRMKT-M-285 shall be capable of withstanding daily exposure of up to 97% humidity, and exposure of 100% relative humidity (without structural damage, degradation, or permanent deformation due to condensation) in accordance with MIL-STD-810G section 507.5.

Marine Atmosphere. The DRMKT-M-285 shall be fully operational and transportable when exposed to a marine environment equivalent to 25lb/acre/year (2.0 g/m²/yr) salt solution without experiencing corrosion or other degradation in accordance with MIL-STD-810G section 509.5

Sand/Dust. The DRMKT-M-285 shall remain operational and transportable in high sand/dust conditions in accordance with MIL-STD-810G section 510.5.

Fungus. The DRMKT-M-285 shall be constructed of materials such that it is impervious to fungus growth when tested in accordance with MIL-STD-810G section 508.6.

Storage. The DRMKT-M-285 shall be fully operational after being exposed to storage temperatures of 25°F to 160°F without any permanent loss of gasket resiliency, discoloring, bulging, cracking or failure of any component when tested in accordance with MIL-STD-810G section 501.5.

Altitude. The DRMKT-M-285 shall be capable of high-altitude operations in accordance with MIL-STD-810. The system shall be operable at 8,000 ft. with only incremental losses in heat transfer rates. Procedures for high altitude operation (changing burner air flow/fuel rates) shall be provided.

3.8 Collateral and Accessory Equipment

The contractor shall provide a set of collateral supporting equipment (collateral equipment) for food preparation and serving with each DRMKT-M-285 system. The collateral equipment is itemized in the attached DRMKT-Collateral Equipment Set.

Accessory Food Preparation Equipment. The DRMKT-M-285 shall also include associated food preparation equipment (accessory equipment) that supports the Air National Guard’s mission to support FEMA under the National Response Framework’s Emergency Support Function #6 – Mass Care, Emergency Assistance, Temporary Housing, & Human Services (ESF #6). Associated food preparation equipment shall be identified by the Air National Guard program manager.
