This Addendum results from clarification from DLA Troop Support. This Addendum becomes a part of the original solicitation package as such, shall become part of the resultant contract with the successful Offeror. All other information in the original solicitation is not altered by this Addendum.
Communication must be direct to the point of contact listed on beta.sam.gov during the procurement phase of this RFP. This is to ensure an equitable exchange of information and prevent bias between DLA and all potential Offerors.
Clarifications in response to written questions submitted:
Question 1: Will DLA be following the same previous formats such as a one week "snapshot" window for price assessment? Couldn’t find the verbiage requesting the specific time frame.
DLA Response: Per page 6 of attachment 2 – Section L, “…These prices are effective from Sunday, February 2, 2020 through Saturday, February 8, 2020.” **Revised – See DLA Response to Question 8**
Question 2: also could not find the economic price adjustment clause
DLA Response: Refer to page 10, Section VII, of the SF1449
Question 3: don't see any verbiage regarding delivery schedule
DLA Response: Refer to page 20, Section XV, of the SF1449
Question 4: don't see customer list
DLA Response: Per page 6, Attachment List of the SF1449, “Attachment 9: Customer List (Will be provided upon award)”.
Question 5: For the Past Performance Questionnaire Part II respondent section, do we leave this blank upon submission and then this is completed by DLA internally? Or do we request a DLA contact to complete this portion for us before Feb 18 deadline?
DLA Response: Refer to Attachment 2, page 3, Section C. File III, Past Performance Information.
Question 6: Noticed on sam.gov the due date is Feb 28, 2:00pm but on the SF1449 page 1 it says Feb 29.
DLA Response: Offer Due Date/Local Time is February 28, 2020 @ 2:00 PM HST
Question 7: Can we get locations for where produce will be delivered?
DLA Response: Produce will be delivered to Joint Base Pearl Harbor Hickam (JBPHH).
Question 8: After seeing the date range listed in the clarification document for only a one-week time frame, we would like to request that DLA expand the date range to four weeks, two weeks prior to the solicitation date and two weeks post release of the solicitation. The exceptionally brief time frame will force our company to provide a heavy amount of quoted pricing. In order to provide more invoices and accurate pricing to DLA, a four-week time frame would be very beneficial and allow us to utilize more of our current inventory pricing and purchase some items we do not currently have an invoice for.
DLA Response: We will allow a two week period time frame for providing pricing information. Per page 6 of attachment 2 – Section L, “…These prices are effective from Sunday, February 9, 2020 through Saturday, February 22, 2020.”
Question 9: Will DLA require a financial arrangements statement for buying group members?
DLA Response: No it is not requested for this solicitation.
Question 10: On the Market Basket Spreadsheet, Column L on all three input tabs is blank and will not calculate for line items 10, 11, 12, 141, 142 and 143.
DLA Response: Schedule of Items spreadsheet has been updated. Please use new spreadsheet.
Question 11: What are the yellow highlighted cells in the Market Basket signifying?
DLA Response: Please disregard the highlight.
Question 12: Will a CAP plan be required with submission, and if so, will it be evaluated.
DLA Response: No CAP is not required.
Question 13: Do items offered have to be domestic product of USA? Are products from other foreign country of origins allowed? I.e. Canada, Mexico, Chile etc.
DLA Response: No, items do not have to be domestic.
Question 14: Is there more than one delivery location on JBPHH? If so, how many delivery points on JBPHH?
DLA Response There are multiple piers in Pearl Harbor, a couple in the Pearl City peninsula, Ford Island and West loch in Ewa Beach. The delivery location will be where the ship is moored.
Question 15: How many days per month will be will be given for deliveries?
DLA Response: There are no set schedule/days for delivery. It is when the ship places an orders and arrives at the piers.
Question 16: As we are reviewing the Form 1449/solicitation, it requests that the offeror check the box in the place of performance; however, there is nowhere in the solicitation document to address the place of performance or is there a location to provide for multiple authorized negotiators.
We request that DLA amend the 1449/solicitation, to include these 2 items.
DLA Response: Refer to page 44, of the amended SF1449.
Question 17: Are we penalized for not quoting an off-season item that can still be obtainable at a high premium?
DLA Response: Refer to Attachment 3 - Section M, page 4, section E.1.c.
