Text2: This brand name justification authorizes and approves the procurement of brand name specific Llamasoft’s Supply Chain Guru Software Maintenance and Support for use in support of the continuation of the DLA Strategic Network Optimization project currently being used utilized by DLA's J34. The award of a firm-fixed price contract is expected.
Text3: DLA Information Operations has a requirement to purchase continuing Llamasoft Supply Chain Guru Annual Software Maintenance for J34, currently maintained on contract SP4701-19-P-0007. This is not a new software purchase. This is for 12-months of maintenance.

The Period of Performance is November 26, 2019 through November 25, 2020. DLA The estimated cost of the Supply Chain Guru software maintenance is approximately.

Text4: The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one Responsible Source and no other supplies or services will satisfy agency requirements.” Supply Chain Guru Annual Software Maintenance and Support is a brand name product of Llamasoft Inc. No other firm can provide maintenance for these brand name products due to the proprietary nature of the software. Use of these brand name products is essential to the Government’s needs, thereby precluding consideration of a product of another company. No other brand name software maintenance is compatible with the existing Supply Chain Guru Annual Software Licenses. Only Supply Chain Guru, manufactured by Llamasoft Inc., will support the existing licenses owned and utilized throughout DLA.
Text5: In accordance with FAR 13.106-1(b)(i), Llamasoft’s Supply Chain Guru Annual Software Maintenance and Support is essential to the Government’s requirement because the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy the agency requirements. A brand name, whether available on one or more contracts, is an item particular to one manufacturer and may be procured by brand name specification if essential to the Government’s requirements. Use of the Llamasoft’s Supply Chain Guru brand name is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.

Llamasoft Supply Chain Guru is a combined network optimization modeling and simulation capability including sales and operations planning (S&OP) and demand analytics. The software package must be able to be customized for specific DLA requirements and must be able to run multiple model optimizations and simulations using one common database. Supply Chain Guru Software capabilities include a network design application that enables users to model their supply chains, evaluate alternatives, optimize the structure, and simulate scenarios in order to predict the operational performance. The application includes detailed modeling and analysis functionality to support site selection and decisions, transportation strategy decisions, inventory policies decisions and strategic sourcing decisions. Supply Chain Guru also includes detailed discrete event simulation to visualize the operational performance of any scenario, to compare multiple scenarios, and to verify the service rates, inventories, and site capacities over the time horizon defined by J343.

Brand name Llamasoft Supply Chain Guru is essential to the Government’s requirements and market research indicates other companies’ products do not meet, or cannot be modified to meet, the Agency’s needs. Only Llamasoft Supply Chain Guru is able to provide efficient network optimization modeling and simulation capability.

Text6: Llamasoft Inc. is the original equipment manufacturer (OEM) of Supply Chain Guru Software, Annual Software Maintenance, and Support. Only Llamasoft is authorized to provide the required software maintenance support. Market Research has shown that only Llamasoft can quote directly to the Government. Consequently, there is no reasonable expectation that offers will be received from multiple small business concerns. Therefore, this requirement will be solicited on an unrestricted basis as a Request for Quotation (RFQ) posted to the Federal Business Opportunities (www.fbo.gov) system.
Text7: A market research action was conducted utilizing open market procedures for the brand name Llamasoft Supply Chain Guru Annual Software Maintenance and Support requirement. Information gleaned from this action indicates that, in order to provide the software maintenance and support to the federal government, only Llamasoft can quote for this software maintenance. Consequently, there is no reasonable expectation that offers will be received from multiple small business concerns. Therefore, this requirement will be solicited on an unrestricted basis as a Request for Quotation (RFQ) posted to the Federal Business Opportunities (www.fbo.gov) system.

Text10: DLA has and continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government as a continuing effort within DLA. DLA uses a variety of vendors, manufacturers and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition. No other source has demonstrated the capacity necessary to provide the required software support at this time.
