• Explanation of why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available.
• When 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate of the cost to the
Government that would be duplicated and how the estimate was derived.
• Include a copy of the previous justification.
• The approval authority shall determine whether the planned actions were completed. If the actions were not completed, the justification for the follow-on acquisition shall be approved by the approval authority one-level above the approval authority for the previous justification (see FAR 6.304). If the previous justification was approved by the Senior Procurement Executive (SPE), the approval remains at the SPE level. DFARS PGI

Lease support is requested to allow continuation of performance until a new order is awarded. The estimated value is $239,746.10. | |

| Text5: Although other vendors are available to supply MFDs with consumables and services; there is a short time period to allow installation. There is no other vendor that would be able to deliver new devices in time for a December 1, 2019 start date. The devices are in place and need to be extended on a sole source contract. Since the devices in place are under a lease, no other vendor can service the lease of another vendor without violating the lease terms. The only way to ensure uninterrupted support to the Warfighter is to issue a contract to the current vendor. | |

| Text7: Market research indicates that an adequate competition pool exists for requirements of this type and it will be competed on GSA PRISM. Currently, the devices that are on PRISM are being tested by NMCI labs right now. The sole source order is being put in place long enough for the devices to be tested, put on the APL and allow for devices to be delivered on a new order. | |
| Text8: Attempting to do a short-term contract via competitive procedures would result in unacceptable delays to achieve contract award and delivery/installation of new equipment; both of which would cripple the customer. The unacceptable delays would entail removal of the 231 devices currently in place, re-competing the short term rental, and delivery of the short term rental, during which the customers would be without devices. An up to ten month contract will provide adequate time for the delivery and installation of new devices. | |
