CONTRACTING APPROVAL: The justification, as presented above, is accurate and complete to the best of my knowledge and belief. Additionally, I have determined that the anticipated cost to the Government will be fair and reasonable.

Text2: This is to purchase of one (1) new license of Edifecs SpecBuilder software and maintenance support. DLA has three existing licenses that are supported on contract SP4701-15-M-0152, which expires August 31, 2018. The manufacturer quotes support renewals separately from new license purchases. Annual support provides technical support, software and standards upgrades for owned licenses.
Text3: DLA has a requirement to purchase one (1) SpecBuilder Standard Edition license, which includes Data Generator, Spec Generator, Analyzer, Migrator and Map Builder Modules. Annual support and maintenance is required for a base and two option years. The estimated cost for the acquisition of the brand-specific Edifecs SpecBuilder products is $18,197.00.
Text5: SpecBuilder software and support is a brand name product of Edifecs Inc. No other manufacturer can provide this brand name product due to the proprietary nature of the software. Edifecs is the industry standard and is used across DoD and industry. The Enterprise Business Standards Office (EBSO) uses Edifecs SpecBuilder to create ESC files and implementation conventions (ICs), as well as XML Schema Definition (XSD) files. The Defense Logistics Management Standards (DLMS) ICs and XML Schemas created with SpecBuilder are the standard information exchange format for the DoD and its trading partners in the Logistics domain. The additional license guarantees organic capabilities within EBSO and is an integral part of the organization’s risk management. Furthermore, Edifecs SpecBuilder is necessary to comply with DoDD 8190.01E, Paragraph 3.a. and Enclosure 2, Paragraph 3.
Text6: Edifecs is the sole manufacturer of SpecBuilder software. GSA Advantage, NASA SEWP IV and DoD ESI websites were used to lookup the manufacturer (“Edifecs”) and to identify product (“SpecBuilder”) resellers; none offer the product. Edifecs, as an open market source, was the only to offer SpecBuilder and confirmed interest through response with a budgetary estimate.

Text10: Edifecs Inc. is the only known manufacturer that provides Specbuilder software licenses and support. However, the requirement will be synopsized to solicit Edifecs Specbuilder software and support within FedBizOpps. All authorized dealers will be given an opportunity to submit an offer.

Furthermore, DLA utilizes a variety of vendors, manufacturers, and contracts to fulfill its requirements and will continue the practice of surveying the market to ensure future full and open competition. Requirements will continue to be posted on FedBizOpps to ensure fair opportunity is given and no other providers are available
