Addendum to FAR 52.212-2 -- Evaluation – Commercial Items (Oct 2014)
Evaluation Criteria:
The evaluation method used will be based on Lowest Priced Technically Acceptable (LPTA) in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The Government intends to evaluate and make awards without discussions (other than exchanges conducted for the purpose of minor clarification[s]) unless discussions are determined to be necessary. A reverse auction may take place after the technical evaluation of the proposals, an email with instructions for the reverse auction will be sent to the offers who are found technically acceptable. Trade-offs are not permitted. The evaluation criteria are as follows: Price, Technical Requirements, and Past Performance. All criteria will be rated as Acceptable or Unacceptable:
Price
The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. Attachment 2-CLINS has been provided to enter the unit price and model number for each CLIN. There is a pre-populated formula which will automatically calculate the 60 month total for CLIN. Please validate that the pricing is correct for each CLIN, and the aggregate 60 month total. It is not required to submit pricing on Attachment 2. The 60 month total will be used to determine the lowest priced offeror. Evaluation of options shall not obligate the Government to exercise the option(s). The Government expects this contract will be awarded based upon adequate price competition.
However, in order to determine the prices fair and reasonable, the Government reserves the right to request the offeror to provide other than certified cost and pricing data to support proposed prices.
Technical Requirements
The offeror must demonstrate compliance with ALL the Technical Requirements set forth in the PWS. Please either respond to each numbered portion of the PWS, the delivery time frame requirements and applicable attachments, and write “Will Comply” behind each numbered portion or include a statement specifying the agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Additionally, each proposed model’s specifications will be evaluated to determine if it meets or exceeds the qualifications specified in the PWS for the corresponding contract line item numbers
(CLINS).
Past Performance The offeror is not required to submit past performance. If past performance is submitted, only recent and relevant past performance will be evaluated. Recent is within the past three years and relevant pertains to leasing/maintenance of MFDs. All offeror will be evaluated on past performance through the Past Performance Information Retrieval System—Statistical Reporting in Past Performance Evaluations (OCT 2016) IAW DLAD 15.303(c)(3)(i) and Contract Performance Assessment Reporting System (CPARS) to
