DLA Document Services has a need to issue a bridge contract for 4 months and two-1 month options to continue services for SP7000-15-M-0049. The original contract provided for 1,032 leased multi-functional devices (MFDs), full service maintenance, all consumable supplies (excluding paper), key operator training, networking functionality, security accreditation along with technical and network installation support, if required, for the Pacific Region.

The estimated value of the bridge order is $763,224.00.

The authority identified in #3 above applies because, although other vendors offer similar MFDs, consumables, and services; no other vendor can service the lease of another vendor without violating the lease terms. The only way to ensure uninterrupted support to the Warfighter is to issue a bridge contract to the current vendor.

The statutory authority permitting the use of other than full and open competition is FAR 13.501(a)(1).

Explanation of why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available.

8. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition (Include the results of the request for information or the sources sought notification in accordance with DFARS PGI 206.302-1 or include the waiver from the HCA or designee):

Although this bridge contract requirement can only be fulfilled by one source, the Justification and Approval per FAR 13.501(a)(1)(iii) will be synopsized via the Government-wide Point of Entry, Federal Business Opportunities website. The follow on order for the devices is being solicited utilizing full and open competition.

Market research indicates that an adequate competition pool exists for requirements of this type.

The bridge contract will only be in place long enough to allow a proper competitive contract to be put in place.

Attempting to do a short-term contract via competitive procedures would result in unacceptable delays to achieve contract award and delivery/installation of new equipment; both of which would cripple the customer. The unacceptable delays would entail removal of the 1,032 devices currently in place, recompeting the short term rental, and delivery of the short term rental, during which the customers would be without devices. A 4 month bridge contract, with two-1 month options, will provide adequate time to both award a fully competitive contract and deliver/ install the number of devices required.

Replacement devices are scheduled to be awarded utilizing full and open competition. The follow-on requirement,Solicitation SP7000-15-R-1029 ,was posted on FedBizOpps and NECO websites. The estimated award date was October 19, 2015, but the award was delayed because the geographic scope of the IDIQ was too vast and caused undue risk. The solicitation will be re-solicited and multiple IDIQs will be awarded for the different geographical locations.

Procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C. 1901
