About this file

This document contains the technical specifications for a UltraScan PRO Spectrophotometer required by the Defense Logistics Agency (DLA) Product Test Center in Philadelphia, PA. The DLA is pursuing this sole source procurement from Hunter Associates Laboratory Inc. to obtain a spectrophotometer that can measure both reflected and transmitted color and provide accurate color measurement per industry standards. The key specifications include the measurement geometry, spectral range, wavelength resolution, photometric range, and conformance to various industry standards. The procurement also requires installation, certification, and a one-year warranty. The spectrophotometer is to be delivered within 90 days of contract award to the DLA Product Test Center in Philadelphia.

Technical Specifications UltraScan PRO Spectrophotometer - Mfr. Hunter Associates Laboratory Inc.

DLA Product Test Center, TA Lab

Objective:

To obtain a Spectrophotometer to be used for The DLA Product Test Center (PTC) is pursuing a

Spectrophotometer to be used for color measurement. The Spectrophotometer will serve as a reference instrument against which other color measurement devices are compared. The instrument measures both reflected and transmitted color, and provides accurate color measurement according to CIE, ASTM, and USP guidelines. The instrument’s 5 nm optical resolution allows precise measurement of colors using colorants with sharp cutoff characteristics.

Procurement of a Spectrophotometer will retain the Product Test Center’s (PTC) capability to perform shade evaluations on clothing and textiles for its customers, an instrument that is regarded as the industry standard. The specific model being pursued is an UltraScan PRO, which is used by other gov't textile testing facilities, military services, as well as industry partners to ensure standardized testing among business partners.
