FAR Provision 52.212-2, Evaluation Factors and Subfactors.
Evaluation factors and subfactors represent those specific characteristics that are tied to significant RFP requirements and objectives having an impact on the selection decision and are expected to be discriminators, or are required by statute / regulation. They are the uniform baseline against which each offeror’s proposal is evaluated allowing the Government to make a best value determination. The evaluation factors and subfactors, their relative order of importance and the importance of non-price to price factors shall be set forth in the solicitation in enough depth to communicate what will be evaluated. The evaluation factors and subfactors shall be the primary determinant of the detailed information requested in the solicitation’s instructions to offerors. In addition, all source selections shall evaluate price and the quality of the product or services.
A. Evaluation Factors and Subfactors for this acquisition.
Factor 1 is Technical
Sub-Factor A is Demonstration of the contractor’s abilities and operations in interior pest control services.
Sub-Factor B is Demonstration of the contractor’s approach and understanding the government’s requirements, including major problems anticipated by the offeror and plans to resolve these problems.
Sub-Factor C is Demonstration of the contractor’s security clearance, licensing, certifications, and specific experience requirements.
Factor 2 is Demonstration of the contractor’s management capabilities, including organization structure, management strategy for utilization of resources.
Factor 3 is Past Performance / Performance Confidence Assessment.
Aspect One is Relevancy of Prior Projects.
Aspect Two is Quality of Historical Projects.
Factor 4 is Price Evaluation.
B. Relative Importance of Factors:
(1) All Non-price evaluation sub factors (Technical, Management Capability, and Past Performance) when combined, are significantly more important than price.
(2) Non-price factors (Technical, Management Capability, and Past Performance) when combined are significantly more important than price. Price will become increasingly important as proposal evaluation ratings for the non-price determinants approach equality between offerors.
C. Basis for Award and Summary Evaluation of Non-Price Factors and Sub-factors:
(1) Proposals will first be evaluated on the basis of the Non-Price Evaluation Factors (Technical, Management
Capability and Past Performance) and then Price. The purpose of the technical subfactors is to assess whether the offeror’s proposed approach in its proposal will satisfy the requirements in the SOW.
(2) After Technical evaluation, each proposal will be evaluated for past performance. The past performance evaluation factor assesses the degree of confidence the Government has in an offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance. Past Performance information will be provided by the offerors to show 1) the relevance of prior contracts they have performed performed within 3 years of the date of the solicitation which include work similar in scope, magnitude and complexity to the SOW and to determine the quality of performance on their prior contracts. An assessment of these factors independently will yield an overall performance confidence assessment rating. Assessment for this area will be subjective based on consideration of relevant facts and circumstances. Evaluation will include investigating information furnished by the offeror to ensure they have consistently demonstrated a commitment to administration, customer satisfaction, timely delivery, and quality goods and services in prior contracts. This is a matter of judgment and will be a subjective assessment based on investigative findings.
(3) Price will be evaluated for reasonableness.
(4) Award will be made to the offeror whose proposal offers the best value to the Government based on the requirement and the established evaluation factors.
D. Specific Instructions.
Each of the three Technical sub-factors will be weighed equally.
Sub-factor A: Demonstration of abilities and operations to perform interior pest control services
The Government will evaluate the offeror’s technical approach to providing interior pest control services and support as described in section C.1 through C.20 of the SOW. The evaluation of this factor will be to assess whether the contractor demonstrates a thorough understanding of the scope and complexity of the work. The evaluation of this sub-factor will also assess the contractor’s expertise in providing interior pest control services for a facility of the same size and whether the offeror demonstrates a thorough understanding of the scope and complexity of the work.
The Government will evaluate the proposed approach to ensure that it is well-defined and logical and that the methodologies and processes can successfully meet DLA objectives and mitigate risk. The evaluation will include an analysis of the offeror’s approach and methodology including analyzing the likelihood of interior pest control services success as it relates to the requirements of this RFP.
In evaluation of this sub-factor, evaluators will consider:
Does this proposal comply with the solicitation requirements for this factor?
Specifically, does the proposal:
(1) Describe in detail the offer’s abilities and operations in interior pest control services covered under this RFP?
(2) Demonstrate an ability to satisfactorily provide all required services under this subfactor?
Sub-factor B: Demonstration of the contractor’s approach and understanding the government’s requirements, including major problems anticipated by the offeror and plans to resolve these problems.
(1) Describe in detail the contractor’s approach and understanding of the Government’s requirements, including major problems anticipated by the offeror and how the contractor plans to resolve these problems?
(2) Demonstrate an ability to provide the level of technical expertise required?
Sub-factor C:
The Government will evaluate the offeror’s licensing as set forth in Section C.2.2.11 of the SOW to ensure that interior pest control services can be performed at the start of the contract performance.
(1) Describe in detail the contractor’s compliance with security clearance, licensing, certifications, and specific experience requirements, for both contracted employees and or sub-contractors?
(2) Demonstrate an ability to provide the level of technical expertise required?
Factor 2. Demonstration of the contractor’s management capabilities, including organization structure, management strategy for utilization of resources and proposed key personnel and resumes of key personnel.
The Government will evaluate the offeror’s key personnel (as set forth in Section C.17.2 of the SOW. Each resume submitted in the proposal will be evaluated for experience and capabilities relevant to the requirements set forth in.
(1) Describe in detail the contractor’s management capabilities, including organization structure, management strategy for utilization of resources and proposed key personnel and provided resumes of key personnel
(2) Demonstrate an ability to provide the level of technical expertise required
Summary of Personnel Qualifications
The proposal shall discuss the following in reference to key personnel (project manager and entomologist):
1. Evidence of their knowledge of the skill in performing and supervising on-site staff and subcontract personnel in interior pest control services similar to those existing in the HQC building.
2. Evidence of their experience in management and operation of facilities similar in size and complexity to the HQC building and facilities.
3. Evidence of their experience in the management of pest control and the supervision of pest control personnel using a computerized maintenance management system and using computer tools for scheduling and producing reports in a complete and timely manner.
Resume: Using the format below the offeror shall provide resumes for all proposed personnel (both offeror and subcontractor personnel).

c. Education
d. Detailed description of previous ten (10) years of employment history. This description shall include the month and date began work, month and date stopped work, name of the company, position held, and summary of duties.
e. Copies of current licenses and certificates relevant to this office.
