This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This procurement is issued as unrestricted under the NAICS 519130 with a small business size standard of 1,000 employees.
The DLA Land & Maritime (L&M) DMSMS Office researches and supports the supply system by performing last-time buy opportunities and parts research to find alternate parts and solutions. As such, L&M requires a predictive tool to track parts availability and health. The predictive tool must provide part status, availability, and health. The scope of this requirement is for an internet accessible predictive tool subscription for unlimited users with the needed functionality to perform parts research. The predictive tool subscription must include the following at a minimum:
1. Lifecycle predictions
2. Government-industry data exchange program (GIDEP) alerts
3. Daily updates
4. Loading of bills of materials (BOMs)
5. Data share access
6. End of life projections
7. Part lookup and commonality
8. Reports on alert impacts
9. Risk analysis and availability predictions
10. Restriction on hazardous substances (RoHS)/lead free assessments
11. Libraries of devices that include active, passive, commercial off-the-shelf (COTS), circuit card assemblies, and die availability in military, industrial, and commercial grades.
Multiple awards will not be made.
Award will be made on the basis of lowest price, technically acceptable (LPTA). In order to be determined technically acceptable, quoted products must meet the minimum technical requirements identified. In order to determine if the requirements can be met, product descriptions that address the requirements must be provided with the quote. If the product information is available online, a web address may be provided in lieu of the product description sheet. A government representative(s) will evaluate the information provided to determine if, in his/her opinion, the minimum requirements and intended use of the product(s) is met. The government is not required to research information outside what is provided (product specifications/web address) in order to make the determination.
The technical information must be submitted separately from the pricing and is limited to 10 pages submitted in either Word or PDF format with fonts no smaller than 12point. Pricing must be submitted in an unprotected Excel spreadsheet with formulas in-tact. Decimals must be limited to two places. Pricing must include all option years as well as a summary total.
In addition to a price quote and product specifications, the vendor must provide the completed FAR provisions within the solicitation or an assertion that all provisions are addressed as part of their system for award management (SAM) registration. In order to be eligible to receive an award for this requirement, vendors must have an active SAM registration. The website to register, update, or re-activate an account at SAM is https://www.sam.gov.
All questions and requests for information regarding this Request for Quote (RFQ) must be received NO LATER THAN 12:00pm EDT on October 13, 2021.
Quotes are due by 12:00pm EDT November 1, 2021 and must be submitted through email to the contracting officer at kelly.clements@dla.mil. The vendor is responsible for confirming receipt of the quote and all attachments PRIOR to the solicitation close date/time.
