Justification for other than Full and Open Competition
(1) Identification of the Agency and contracting activity:
Requiring Agency: DLA Installation Management – Richmond
Contracting Activity: DLA Contracting Services Office – Richmond
(2) Nature and/or description of the action being approved:
The action being requested is approval for a Justification and Approval For Other Than Full And Open Competition in support of the automated storage and retrieval systems (ASRS) equipment maintenance services at Warner Robins.
(3) Description of the supplies or services required to meet the Agency’s needs (including the estimated value):
DLA Aviation Warner Robins is in possession of additional industrial automated storage and retrieval systems. These ASRS is to be added to the existing contract and to be disposed as they have been determined no longer serviceable. Estimated cost for the requirement is .
(4) Identification of statutory authority permitting other than full and open competition:
This requirement is being pursued in accordance with Federal Acquisition Regulation (FAR) 6.302- 1(a)(2)(iii)(B) only one responsible source and no other supplies or services will satisfy agency requirements. This requirement must be met in accordance with the policies and laws and with the time constraint; seeking other sources will result in unacceptable delays in fulfilling the agency’s requirements. The additional work is associated with the requirement of the existing contract and can therefore be considered an increase in scope.
(5) Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
A sole source to current contractor is necessary as existing contract services same type of ASRS and requirement to be fulfilled expeditiously. To submit this contract to “open competition” will result in unnecessary administrative burden and cost. It is in the best interest of the government to issues the modification for increase in scope under the current contract to complete the work and minimize security risk.
(6) Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:

The contracting officer intends to publicize a notice as required under FAR Subpart 5.2 upon approval of this sole source J&A.
(7) A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable:
The modification award will be made on a firm fixed price basis against vendor’s current contract. The contractor will be required to provide a build-up of the fixed price based on the proposed labor. The proposed hours will be reviewed to ensure they are reasonable for the effort. Awarding this requirement under increase in scope will derive significant savings and meet the critical deadlines of the service. The Contracting Officer determines the anticipated cost to the government will be fair and reasonable, and represents the best value to the Government, by utilizing one or more of the price analysis techniques at FAR 15.404-1(b)(2).
(8) Description of market research conducted and results or a statement of the reason market research was not conducted:
Limited efforts were made to conduct market research. The current contract SP4703-20-C-0018 was awarded based on competition amongst three vendors. Although competition will not be sought for this additional work, seeking other sources at this time would only result in the expenditure of funds above and beyond what the current vendor has quoted. This requirement is so time sensitive in nature that no other source will suffice.
(9) Other facts supporting the use of other than full and open competition:
None.
(10) Actions, if any, the Agency will take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
DLA Installation Management – Richmond will have an on-going need for contractor support. DLA Installation Management – Richmond uses a variety of vendors, manufacturers and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition is sought when possible.
