Evaluation Procedures/Technically Acceptable Basis for Award: The Government intends to award a single contract for L/I’s 0001 – 0002.

Award will be made to the responsive and responsible contractor submitting the lowest priced technically acceptable offer in accordance with all terms and conditions established for this solicitation.

Technically Acceptable: Contractors that have successfully refurbished and re-certified Ansul or Kidde Halon 1301 high pressure system cylinders for the Defense Logistics Agency within the past five years will be considered technically acceptable and will not be required to provide relevant past performance information or descriptive technically acceptable information. All other contractors must provide relevant past performance information and descriptive technically acceptable information as specified below to assist the Government in determining the contractor technically acceptable for this requirement. By submission of an offer under this solicitation, the contractor agrees to allow the Government physical access to his facilities at a mutually agreed upon time to perform a technically acceptable evaluation.

Note: All other contractors must provide relevant past performance information and descriptive technically acceptable information as specified below to be considered for award. Contractors that fail to submit this information in their offer will not be considered for award.

Relevant Past Performance: Relevant past performance includes experience (within the past 5 years) performing the refurbishment and re-certification of Ansul or Kidde Halon 1301 high pressure system cylinders. Information provided is subject to verification by the Government during the evaluation. Offerors shall identify current phone numbers for all Government and commercial points of contact. The Government reserves the right to contact the Government or commercial points of contact, project officials, and any other persons who have been involved with any of the contracts identified by the contractor or other contracts performed by the contractor, for the purpose of verifying the information concerning the contractor’s past performance and to obtain additional information. For each project or contract, provide the following:

a. The length of experience;

b. Dollar value of the contract/project;

c. Identify the customer;

d. A brief description of the scope of the contract to include a description of the type and quantity of high pressure Halon cylinders that were refurbished and re-certified and the contractor’s performance record in performance of these contracts.

Descriptive Technically Acceptable Information: Contractors shall submit the following descriptive technically acceptable information at a minimum: a description of the contractor’s equipment, facilities, technical skills, EPA certifications for Halon processing equipment and personnel, applicable DOT RIN number to re-certify high pressure Halon cylinders, number of people, mix of skills, and corresponding skill levels that the contractor is prepared to utilize in performance of this contract, resumes for all proposed personnel, highlighting any individual's experience performing the same or similar tasks as those identified in the statement of work. In addition, contractors shall provide written documentation from Ansul or Kidde or factory authorized Ansul repair facilities/dealers or factory authorized Kidde repair facilities/dealers that shows they are authorized to repair and obtain Ansul and Kidde parts and receive factory support for the repair, refurbishment and re-certification of Ansul or Kidde Halon 1301 high pressure system cylinders as applicable to this requirement.
